বাংলাদেশের ঘরোয়া ক্রিকেটে একের পর এক হৃদ্‌রোগে আক্রান্ত হয়ে মৃত্যু ও গুরুতর অসুস্থ হয়ে পড়া এখন আর বিচ্ছিন্ন কোন ঘটনা নয়। যার সর্বশেষ উদাহরণ, গত ২৭ ডিসেম্বর সিলেটে বাংলাদেশ প্রিমিয়ার লিগ-বিপিএল এর ম্যাচ শুরুর কিছুক্ষণ আগে মাঠেই লুটিয়ে পড়েন ঢাকা ক্যাপিটালসের সহকারী কোচ মাহবুব আলী জাকি। তাৎক্ষণিকভাবে হাসপাতালে নেয়ার পর সেখানে শেষ নিঃশ্বাস ত্যাগ করেন তিনি। এসব ঘটনার পর প্রশ্ন উঠছে, মাঠে আদৌ কতটা প্রস্তুত আমাদের স্বাস্থ্য-ব্যবস্থাপনা। বিসিবি আইসিসির নির্দেশিকা মানার কথা বললেও বাস্তবে অনেক ভেন্যুতেই পর্যাপ্ত মেডিক্যাল টিম, অ্যাম্বুলেন্স ও জরুরি সরঞ্জাম থাকে না। সংকুচিত ও বিরতিহীন ম্যাচ সূচি পরিস্থিতিকে আরও ঝুঁকিপূর্ণ করে তোলে। অথচ বেশিরভাগ ক্ষেত্রে সংবাদমাধ্যম কর্তৃপক্ষের বক্তব্যই তুলে ধরে, অনুসন্ধানী প্রশ্ন তোলে না। এই লেখায় ঘরোয়া ক্রিকেটের স্বাস্থ্যনিরাপত্তা ব্যবস্থার বাস্তব চিত্র ও এর আড়ালে থাকা কাঠামোগত সংকট খতিয়ে দেখা হয়েছে।

বাংলাদেশ প্রিমিয়ার লিগ (বিপিএল) শুরুর পরের দিন। সময়টা তখন প্রায় দুপুর দেড়টা। মোবাইল নোটিফিকেশনে সংবাদ আসলো ঢাকা ক্যাপিটালসের সহকারী কোচ মাহবুব আলী জাকি হার্ট অ্যাটাক করে মারা গেছেন! সংবাদটা দেখার পর কিছুক্ষণ শুধু শিরোনামটার দিকেই তাকিয়ে থাকলাম, বিশ্বাস করতে কষ্ট হচ্ছিল! গতবছর এই ধরনের শিরোনাম আরও পাঁচবার দেখেছি, যার মধ্যে চারটাই ছিল ঘরোয়া ক্রিকেটের!

যাহোক, খবরটার সত্যতা যাচাইয়ে প্রথমেই তাদের ওয়েবসাইটে প্রবেশ করলাম। কিন্তু দুর্ভাগ্যজনক হলেও সত্য যে, তাদের অফিসিয়াল এই সাইটটা আপডেটেড না! এখানে সব ২০২৫ সালের তথ্য! এরপরই তাদের ফেসবুকে পেজে নজর দিলাম। তাদের পেজে তখন খেলার পাওয়ার প্লে’র স্কোর। আবার কিছুক্ষণ পর চেক করলাম, দেখলাম, ফ্র্যাঞ্চাইজি দলটা থেকে তখনও কোনো খবর পোস্ট করা হয়নি। দুপুর প্রায় ২টা বাজবে, তখন তাদের পেজে পোস্ট দেখলাম, ‘অত্যন্ত দুঃখের সঙ্গে জানাচ্ছি, ঢাকা ক্যাপিটালস পরিবারের প্রিয় সহকারী কোচ হৃদ্‌রোগে আক্রান্ত হয়ে আমাদের ছেড়ে চলে গেছেন’।

মনের ভেতরে জড়ো হতে থাকে হাজারো প্রশ্ন। কারণ জাতীয় ক্রিকেট লিগের (এনসিএল) বরিশাল বিভাগের ফিজিও হাসান আহমেদের মাঠেই মারা যাওয়া, ঢাকা প্রিমিয়িার লিগে (ডিপিএল) মোহামেডান স্পোর্টিং ক্লাবের তারকা ব্যাটসম্যান তামিম ইকবালের হার্ট অ্যাটাক, জাতীয় ক্রিকেট লিগ খেলার সময় বরিশাল দলের ব্যাটসম্যান ফজলে মাহমুদ রাব্বি ও ডিপিএলের মোহামেডান স্পোর্টিং ক্লাব এবং অগ্রণী ব্যাংক ম্যাচের টস করার পর আম্পায়ার গাজী সোহেলের অসুস্থ হয়ে পড়া, এমনকি সিলেট আন্তর্জাতিক স্টেডিয়ামে বাংলাদেশ-জিম্বাবুয়ে টেস্টে দায়িত্ব পালনরত নিরাপত্তা কর্মকর্তা ইকরম চৌধুরীর হার্ট অ্যাটাকে মৃত্যু, এগুলো প্রত্যেকটাই সাম্প্রতিক ঘটনা! মৃত্যু, কিংবা শারীরিক অসুস্থতার কোনো নির্দিষ্ট সময় নেই, এটা সত্য। কিন্তু একইভাবে খেলার আগে, কিংবা খেলা চলাকালীন একই পরিমন্ডলের মধ্যে ঘটা এই ঘটনাগুলো কি শুধুই দুর্ঘটনা? নিছকই কাকতালমাত্র? নাকি এটা আমাদের ঘরোয়া ক্রিকেটের সিস্টেমেটিক সমস্যার পরিণতি?

সংবাদটা বিভিন্ন সাইট থেকে পড়ে বোঝার চেষ্টা করলাম, যে আসলে কি ঘটেছিল। বিভিন্ন মিডিয়া সূত্র থেকে জানতে পারলাম, টসের পর দুই দলের খেলোয়াড়রা মাঠে ওয়ার্ম আপ করছিলেন। এ সময় সেখানে থাকা কোচ জাকি ‘হুট করে’, কোনো কোনো মিডিয়ায় ‘হঠাৎই’ মাঠে ‘লুটিয়ে’ পড়েন। ‘তাৎক্ষণিকভাবে সিপিআর দেওয়া হয় তাকে’। আর কোথাও কোথাও আছে ‘সঙ্গে সঙ্গে তাকে ঘিরে জড়ো হন টিম স্টাফরা’ আবার কোথাও আছে ‘দলের ফিজিও’ তাকে সিপিআর দেন। এরপরে ‘দ্রুত’ অ্যাম্বুলেন্সে করে হাসপাতালে নেওয়া হয়। কিন্তু ডাক্তাররা তাকে মৃত ঘোষণা করেন। মিডিয়ার ব্যবহৃত এই শব্দগুলো দিয়ে ঘটনাটাকে খুবই স্বাভাবিক বলেই মনে হয়।

‘হঠাৎ’, ‘হুট করে’ প্রভৃতি বলা হলে ঘটনাটি একেবারেই ব্যক্তিগত শারীরিক দুর্বলতার ফল বলে ধরে নেওয়ার সুযোগ তৈরি হয়। একইভাবে ‘সঙ্গে সঙ্গে তাকে সিপিআর দেওয়া হয়’ বাক্যটি শুনতে দায়িত্বশীল ব্যবস্থারও ইঙ্গিত পাওয়া যায়। কিন্তু কোথাও কোথাও ‘আশপাশ থেকে দ্রুতই ছুটে আসেন সবাই’, আবার কোনো কোনো জায়গায় ‘দলের ফিজিও’- এই শব্দগুলো ঘটনাটিকে বিভ্রান্তিকর বলেও সন্দেহ করার কারণও তৈরি হয়। মাঠের এই চিকিৎসা বলতে আসলে কী বোঝানো হচ্ছে? প্রশিক্ষিত কার্ডিয়াক মেডিক্যাল টিম, নাকি মাঠে উপস্থিত সহকর্মী বা কোচের প্রাথমিক সহায়তা, সেটা স্পষ্ট করা হয় না।

মোটাদাগে এই দুই প্রসঙ্গকে ভিত্তি করে ঘরোয়া ক্রিকেট পরিচালনার সময়ে বাংলাদেশ ক্রিকেট বোর্ড (বিসিবি) খেলোয়াড়, কোচ ও দলের অন্যান্য সদস্যদের স্বাস্থ্যনিরাপত্তা নিশ্চিত করতে কী ধরনের কাঠামো, নীতি ও ব্যবস্থা গ্রহণ করে- তা খতিয়ে দেখাই হবে এই আলোচনার মূল উদ্দেশ্য। একইসঙ্গে দেশের মিডিয়াগুলো কীভাবে যথাযথ অনুসন্ধান ছাড়াই এই বিদ্যমান সিস্টেমের ভাষা ও কাঠামো পুনরুৎপাদনে ভূমিকা রাখছে, সেদিকেও নজর দেওয়া হবে।

আইসিসির নির্দেশিকা চর্চার দাবি, বাস্তবে বিসিবির বাস্তবায়ন কতটা?

মিডিয়ায় প্রকাশিত বিভিন্ন সময়ে স্বাস্থ্যসংক্রান্ত বিষয়ে বাংলাদেশ ক্রিকেট বোর্ড (বিসিবি) তাদের ঘরোয়া ও আন্তর্জাতিক ক্রিকেট পরিচালনার ক্ষেত্রে বারবার দাবি করে যে আন্তর্জাতিক ক্রিকেট কাউন্সিলের (আইসিসি) নির্ধারিত নির্দেশিকা অনুসরণ করেই তারা স্বাস্থ্যসেবার বিষয়টা পরিচালনা করে। এই দাবির সূত্র ধরেই আইসিসির মেডিক্যাল নির্দেশিকায় খেলোয়াড় এবং ম্যাচ-অফিসিয়ালদের স্বাস্থ্যগত নিরাপত্তা নিশ্চিতকরণে কী কী ধরনের প্রস্তুতি এবং ব্যবস্থা নির্ধারণ করা হয়েছে, সেগুলো খতিয়ে দেখার চেষ্টা করি।

আন্তর্জাতিক ক্রিকেট সংস্থা (আইসিসি)-এর মেডিকেল নির্দেশিকায় স্পষ্টভাবে বলা হয়েছে, প্রতিটি আন্তর্জাতিক ম্যাচ ও সিরিজে একজন প্রধান মেডিকেল অফিসারের তত্ত্বাবধানে প্রশিক্ষিত চিকিৎসক দল থাকবে। এই চিকিৎসক দল ম্যাচ শুরুর আগে ও পরে মাঠের সব মেডিকেল সরঞ্জাম, অ্যাম্বুলেন্স ও জরুরি ব্যবস্থার প্রস্তুতি যাচাই করবে। পাশাপাশি মাঠে একটি কার্যকর মেডিক্যাল রুম, অক্সিজেন, অটোমেটিক এক্সটার্নাল ডিফিব্রিলেটর (সংক্ষেপে এএফডি হলো একটি বহনযোগ্য ইলেকট্রনিক ডিভাইস যা হঠাৎ কার্ডিয়াক অ্যারেস্ট বা হৃদযন্ত্রের ক্রিয়া বন্ধ হলে হৃদস্পন্দন স্বাভাবিক করতে সাহায্য করে) ও জীবন রক্ষাকারী ওষুধসহ সার্বক্ষণিক প্রস্তুত অ্যাম্বুলেন্স থাকতে হবে, যাতে কোনো জরুরি পরিস্থিতিতে তাৎক্ষণিক চিকিৎসাসেবা দেওয়া যায়।

এই নির্দেশিকায় খেলোয়াড় এবং অফিসিয়ালদের পূর্ববর্তী শারীরিক অবস্থা এবং স্বাস্থ্যগত ঝুঁকি যাচাইয়ের বিষয়েও নির্দেশনা দেওয়া আছে। ম্যাচের দিন খেলা শুরুর আগে আম্পায়ার এবং অন্যান্য ম্যাচ অফিশিয়ালদের অ্যালার্জি বা আগে থেকে থাকা কোনো শারীরিক সমস্যা আছে কি-না, তা ম্যাচের দিনে দায়িত্বপ্রাপ্ত ডাক্তারকে জেনে নিতে হবে। আর এটা দলের মেডিক্যাল টিমকে জানিয়ে রাখতে হবে। প্রতিটি দলের নিজস্ব মেডিক্যাল প্রতিনিধির অন্যতম প্রধান দায়িত্ব হলো খেলা শুরুর এক ঘণ্টা আগে কোনো খেলোয়াড়ের বিশেষ কোনো মেডিক্যাল ঝুঁকি (যেমন: ডায়াবেটিস বা কোনো বিশেষ ওষুধের প্রতি অ্যালার্জি) থাকলে তা আগেই জানিয়ে দিতে হবে। এমনকি ভিন্ন দেশের নির্দিষ্ট অঞ্চলের জনস্বাস্থ্য সংক্রান্ত সমস্যা এবং প্রয়োজনীয় টিকাদান সম্পর্কে আগাম তথ্য প্রদান করবে।

এই নির্দেশনাগুলো বিসিবি আসলে ঘরোয়া, কিংবা আন্তর্জাতিক কোনো টুর্নামেন্ট চলাকালীন কতটা অনুসরণ করে, এ সম্পর্কে সুস্পষ্টভাবে কোথাও কোনো লিখিত কাগজপত্র পাওয়া যায়নি।

তবে ফিজিও হাসান আহমেদের মৃত্যুসহ এধরনের আরও কিছু ঘটনার পর বাংলাদেশ ক্রিকেটার্স ওয়েলফেয়ার অ্যাসোসিয়েশন (কোয়াব)-এর একটা প্রেস বিজ্ঞপ্তি নজরে এসেছিল। সেইসময় মোটাদাগে তারা দুইটা দাবি করেছিলেন: এক। প্রতিটা ভেন্যুতে একটি অ্যাম্বুলেন্স থাকা এবং দুই। জরুরি স্বাস্থ্যসেবা নিশ্চিত করা। এই দাবিগুলোর কারণ হিসেবে তারা উল্লেখ করেছিলেন, ক্রিকেট মাঠ থেকে হাসপাতালে দূরত্বকে।

এই বিজ্ঞপ্তির পরপরই বিসিবিও স্বাস্থ্যসেবা নিয়ে তাৎক্ষণিকভাবে কী ধরনের পরিকল্পনার কথা ভাবছে, সে সম্পর্কিত খবর সংবাদমাধ্যমে প্রকাশ পায়। সেসময় বিসিবির মেডিক্যাল বিভাগের চেয়ারম্যান মঞ্জুরুল আলমের বক্তব্য থেকে জানা যায়, ঢাকার বাইরে মাঠের কাছাকাছি ভালো কোনো হাসপাতাল নেই। এ কারণে তারা ঢাকার বাইরে যেসব জায়গায় ঘরোয়া ক্রিকেট হয় সেসব জায়গায় মেডিক্যাল সুবিধাগুলো নিশ্চিত করার পরিকল্পনা করছে। আর এই চিকিৎসা সেবা কেবল ক্রিকেটারদের জন্য নয়, বরং সাপোর্ট স্টাফ, কোচ এবং মাঠে উপস্থিত সাংবাদিকদের জন্যও প্রযোজ্য হবে বলে তিনি উল্লেখ করেন। এই বিষয়টা থেকে অন্তত এটা আঁচ করা যায় যে, আন্তর্জাতিক ক্রিকেট পরিমন্ডলে পা রাখার প্রায় ৪০ বছরেও আমাদের দেশের ঘরোয়া ক্রিকেটে একটা পূর্ণাঙ্গ, কাঠামোবদ্ধ এবং নিয়মিত স্বাস্থ্যসেবা ব্যবস্থা চালু হয়নি।

ম্যাচের দিনে ভেন্যুভিত্তিক ‘স্থানীয় সহায়তায়’ নির্ভর স্বাস্থ্যসেবা ব্যবস্থা!

প্রশ্ন উঠাটা খুবই স্বাভাবিক যে তাহলে কোনো ঘরোয়া, এমনকি কোনো আন্তর্জাতিক টুর্নামেন্ট চলার সময় স্বাস্থ্যসেবা কীভাবে নিশ্চিত করা হয়? বিসিবির ওয়েবসাইট, ফেসবুক পেজ, এমনকি কোনো সংবাদমাধ্যমে কোনো ধরনের প্রাতবেদন না পেয়ে যোগাযোগ করলাম বিসিবির প্রধান চিকিৎসক দেবাশীষ চৌধুরীর সাথে। তার বক্তব্যে যেটা জানা গেল: আন্তর্জাতিক পর্যায়ের সব খেলায় আইসিসির গাইডলাইন অনুযায়ী, অ্যাম্বুলেন্স, ডাক্তার, মেডিক্যাল সাপোর্ট দেওয়া হয়। বিভাগীয় পর্যায়েও একই সুবিধা দেওয়া হয়। লোকাল হেল্পের মাধ্যমে অ্যাম্বুলেন্স, ডাক্তার, মেডিক্যাল টিমের ব্যবস্থা করা হয়। সিভিল সার্জেন্ট বিভাগীয় পর্যায়ের খেলাগুলোতে এই সাপোর্ট দেয়। তাদের পক্ষে সম্ভব না হলে ফায়ার সার্ভিস এই কাজ করে।

টুর্নামেন্ট-ওয়াইজভাবে ন্যাশনাল ক্রিকেট লিগ, বাংলাদেশ ক্রিকেট লিগ এবং বাংলাদেশ প্রিমিয়ার লিগে বিসিবি অ্যাম্বুলেন্স, ডাক্তার, মেডিক্যাল টিম প্রোভাইড করে। ঢাকা প্রিমিয়ার লিগ ক্লাব লিগ হলেও বিসিবি এই টুর্নামেন্ট চলাকালীনও একটা অ্যাম্বুলেন্স প্রোভাইড করে। তবে জেলা-পর্যায়ে বয়সভিত্তিক খেলাগুলোতে বিসিবি এই সুবিধা দিতে পারে না। এজন্য এখানে টিমের সাথে একজন ফিজিও দেওয়া হয়ে থাকে। সমস্যা হলে কল করে অ্যাম্বুলেন্স ডাকা হয়। আর বিভাগীয় পর্যায়ে নির্দিষ্ট কিছু হাসপাতালে সাথে বিসিবির চুক্তি করা আছে। অসুস্থ হলে সেখানেই চিকিৎসার জন্য নেওয়া হয়।

দেবাশীষ চৌধুরীর বক্তব্য থেকে এটা স্পষ্ট যে, দলগুলোর সাথে কোনো মেডিক্যাল টিম, ডাক্তার থাকে না। ডাক্তার থাকে না এজন্য জেলা পর্যায়ে দলের সাথে একজন করে ফিজিও’র ব্যবস্থাও করা হয়। সুতরাং, ঘরোয়া ক্রিকেটের দলগুলোর সাথে একজন ফিজিও থাকে কি না- এটা নিয়ে সন্দেহ থেকে যায়। তাঁর এই বক্তব্যকে পাটাতন হিসেবে ধরে বিভাগীয় পর্যায়ের স্বাস্থ্যসেবা প্রদান করা সিভিল সার্জেন্ট অফিসে যোগাযোগ করি। কথা বলি চট্টগ্রাম, সিলেট, রাজশাহী, বগুড়া এবং খুলনা অফিসের কর্মকর্তাদের সাথে। টুর্নামেন্ট চলাকালে তারা কীভাবে এই চিকিৎসাসেবা নিশ্চিত করে, সে বিষয়ে তাদের বক্তব্য ও তথ্য থেকে যা জানা যায়:

ঘরোয়া টুর্নামেন্ট আয়োজনের আগে বাংলাদেশ ক্রিকেট বোর্ডের (বিসিবি) কর্মকর্তাদের উপস্থিতিতে জেলা প্রশাসকের কার্যালয় ও পুলিশের সঙ্গে একটা মিটিং অনুষ্ঠিত হয়। সেই মিটিংয়ের সিদ্ধান্ত অনুযায়ী সিভিল সার্জন কার্যালয়কে একটা মেডিক্যাল টিম ও অ্যাম্বুলেন্স সার্বক্ষণিকভাবে মাঠে প্রস্তুত রাখার নির্দেশ দেওয়া হয়। এর ভিত্তিতেই সিভিল সার্জন কার্যালয় উপজেলা পর্যায় থেকে একটি অ্যাম্বুলেন্স ও একটি মেডিক্যাল টিম নিশ্চিত করে। এই মেডিক্যাল টিম পুরো ম্যাচ চলাকালীন মাঠে দায়িত্ব পালন করে। এই ব্যবস্থার আওতায় পুরো টুর্নামেন্টজুড়েই মেডিক্যাল টিম ও অ্যাম্বুলেন্স মাঠে দায়িত্ব পালন করে। তবে কখনো কখনো ডাক্তার না থাকলে মেডিকেল টিমের সাথে মেডিকেল অফিসার পাঠানো হয়।

আরও জানা যায়, একটা মেডিক্যাল টিম ও অ্যাম্বুলেন্স সার্বক্ষণিকভাবে মাঠে থাকতে পারে সিলেট এবং চট্টগ্রামে। কিন্তু এই ব্যবস্থা বগুড়া এবং খুলনায় সম্ভব হয় না। সেখানে বিসিবির আয়োজকদের দায়িত্বপ্রাপ্তরা প্রয়োজন হলে সিভিল সার্জন কার্যালয়কে জানান এবং তখন তারা কল করার উপর ভিত্তি করে মেডিক্যাল টিম ও অ্যাম্বুলেন্স মাঠে পাঠান।

তাদের ভাষ্যে কিছুটা অভিযোগের সুরে যা জানা গেল:

যদিও মেডিকেল টিম পুরো টুর্নামেন্টজুড়ে মাঠের বাইরে দায়িত্বে থাকেন, তবুও তাদের জন্য নির্দিষ্ট কোনো কক্ষ, বাথরুম বা খাবারের ব্যবস্থা থাকে না। ফলে পুরো এই টিমকে সাধারণত অ্যাম্বুলেন্সেই অবস্থান করতে হয়। এ ধরনের ব্যবস্থা না থাকার দরুণ নারী ডাক্তারদের সেখানে দায়িত্বে পাঠানোও সম্ভব হয় না।

তাদের থেকে আরও জানা যায়:

তাদের অভিযোগের পাল্টা হিসেবে বিসিবি যুক্তি দেয়, পুলিশ যেমন মাঠের বাইরে দায়িত্ব পালন করে, ঠিক তেমনি ডাক্তারকেও ঠিক একই ভূমিকা পালন করতে হবে।

সিভিল সার্জন কার্যালয়ের কর্মকর্তারা প্রশ্ন তোলেন:

ফ্র্যাঞ্চাইজি লিগে প্রতিটা দলের সাথে একটা মেডিক্যাল টিম থাকার কথা থাকলেও কেন তা সবসময় নিশ্চিত করা হয় না? আবার স্টেডিয়াম তো সিটি কর্পোরেশনের অধীনে। কিন্তু কেন সিটি কর্পোরেশন এই দায়িত্ব নেয় না?

উল্লেখ্য যে, চট্টগ্রামের ১৫টা উপজেলায় ১৫টা স্বাস্থ্য কমপ্লেক্সে ১৪টা অ্যাম্বুলেন্স আছে, সিলেটের ১৭টা উপজেলায় ১৭টা স্বাস্থ্য কমপ্লেক্সে ১৫টা অ্যাম্বুলেন্স আছে, বগুড়ায় ১২উপজেলায় ১১ স্বাস্থ্য কমপ্লেক্সে ১১টা অ্যাম্বুলেন্স আছে এবং খুলনায় নয়টি উপজেলায় নয়টি স্বাস্থ্য কমপ্লেক্সে নয়টা অ্যাম্বুলেন্স আছে। আর এই অ্যাম্বুলেন্সগুলোর কোনোটাই শীতাতপ নিয়ন্ত্রিত নয়। সংখ্যা দেখে এটা খুব সহজেই বোঝা যায় যে, কোনো উপজেলাতেই বাড়তি কোনো অ্যাম্বুলেন্স নেই। অর্থাৎ পুরো দিনের জন্য একটা অ্যাম্বুলেন্সকে খেলার মাঠে রাখার অর্থ হলো সেই উপজেলার রোগীদের স্বাস্থ্য সেবা ঝুঁকিতে রাখা। রাজশাহী বিভাগের বিষয়টা একটু ভিন্ন। এখানে নয়টা স্বাস্থ্য কমপ্লেক্সে নয়টা অ্যাম্বুলেন্স থাকলেও তারা এই সুবিধা বিসিবিকে প্রদান করে না। এলাকার ফায়ার সার্ভিসের কাছে থাকা দুইটা অ্যাম্বুলেন্সের একটা তারা খেলার মাঠের জন্য প্রস্তুত রাখে।

আবার খেলোয়াড়দের ইনজুরি মূলত খেলা-সংক্রান্ত হলেও, এই ধরনের ক্রীড়া-নির্দিষ্ট চিকিৎসা সেবা দেওয়ার মতো কোনো বিভাগীয় পর্যায়ের বিশেষায়িত কোনো হাসপাতাল নেই। আবার বিসিবি নির্দিষ্ট কিছু মেডিকেল প্রতিষ্ঠানের সঙ্গে চুক্তিবদ্ধ থাকলেও, সে বিষয়টি সিভিল সার্জন কার্যালয়ের সংশ্লিষ্ট কর্মকর্তাদের কাছেও স্পষ্ট নয় বা জানা থাকে না। তবে বগুড়া জেলায় খেলোয়াড়দের জন্য সিভিল সার্জন কার্যালয়ের নিয়ন্ত্রণাধীন ২৫০ শয্যা বিশিষ্ট মোহম্মদ আলী হাসপাতালকে প্রস্তুত রাখা হয়।

বিকেন্দ্রীকরণহীন সংকুচিত ম্যাচ সুচি

বাংলাদেশের ঘরোয়া ক্রিকেটের জরাজীর্ণ স্বাস্থ্যসেবা ও সাংগঠনিক দৈন্যতার পেছনে এর অতি-সংকুচিত ও অপরিকল্পিত সূচির দায় উপেক্ষা করা যায় না। বাণিজ্যিক স্বার্থে অত্যন্ত স্বল্প সময়ের উইন্ডোতে টুর্নামেন্ট শেষ করার যে তাগাদা, তার ফলাফলস্বরূপই উপেক্ষিত হচ্ছে মাঠের এই স্বাস্থ্যসংক্রান্ত নিরাপত্তা। একই ভেন্যুতে বিরতিহীন ম্যাচ আয়োজনের ফলে পরিস্থিতি এমন পর্যায়ে পৌঁছায় যে, সকালের ম্যাচ শেষ হতে না হতেই পরবর্তী ম্যাচ শুরুর ঘন্টা বেজে ওঠে! মাঝে যে এক ঘণ্টারও কম সময় পাওয়া যায়, তা না মাঠ সংস্কারের জন্য পর্যাপ্ত, না দায়িত্বরত মেডিক্যাল টিমের শারীরিক ও মানসিক বিশ্রামের জন্য অনুকূল। চলতি বিপিএলের ম্যাচ সুচিতেও এই প্রবণতার ব্যতিক্রম ঘটেনি। মোট ৩৪টা খেলার মধ্যে ২৪টা অনুষ্ঠিত হয় সিলেটে। এবং প্রতিদিন দুইটা করে খেলা অনুষ্ঠিত হওয়ার মধ্যে সময়ের ব্যবধান ছিল মাত্র এক ঘন্টা। এই ধরনের শিডিউল ঘনত্ব কেবল একটি ব্যবস্থাপনাগত ত্রুটি নয়, বরং এটি একটি কাঠামোগত সমস্যা যা খেলোয়াড়দের নিরাপত্তাকে ঝুঁকির মুখে ফেলে দেয়।

এই বিরতিহীন সূচির সবচেয়ে বড় আঘাত আসে স্বাস্থ্যসেবা ও লজিস্টিক ব্যবস্থাপনার ওপর। বাস্তব চিত্রটা হলো, একটি ভেন্যুর জন্য বিসিবি সাধারণত একটি মাত্র মেডিক্যাল টিম ও একটি অ্যাম্বুলেন্স বরাদ্দ রাখে। যদি কোনো খেলোয়াড় গুরুতর আহত হন এবং অ্যাম্বুলেন্সটি তাকে নিয়ে হাসপাতালের উদ্দেশ্যে মাঠ ত্যাগ করে, তবে পরবর্তী ম্যাচ শুরু হলেও মাঠে কোনো বাড়তি অ্যাম্বুলেন্স থাকে না। এ ধরনের পরিস্থিতিতেও খেলা চালিয়ে যাওয়া পুরো ভেন্যুকেই এক চরম ঝুঁকির মুখে ঠেলে দেয়। এছাড়া, বিরতিহীন দায়িত্ব পালনের ফলে মেডিক্যাল কর্মীদের অবসাদ দূর করার জন্য নূন্যতম সময় কিংবা অক্সিজেন বা জীবনরক্ষাকারী সরঞ্জামগুলোও পুনরায় প্রস্তুত করার পর্যাপ্ত সময় না থাকা- পুরো সেবা ব্যবস্থাকেই নামমাত্র আনুষ্ঠানিকতায় পরিণত করে।

বিসিবি মূলত বাণিজ্যিক লজিস্টিক, সম্প্রচার সুবিধা এবং প্রশাসনিক ব্যয় হ্রাস করার উদ্দেশ্যে বিপিএল বা এনসিএলের মতো টুর্নামেন্টগুলো পর্বভিত্তিক আয়োজন করে থাকে। এই পদ্ধতিতে ঢাকা, সিলেট বা চট্টগ্রামের মতো নির্দিষ্ট ভেন্যুগুলোতে টানা ম্যাচ আয়োজন করা হয়। এতে করে সম্প্রচার সরঞ্জাম বারবার স্থানান্তরের ঝক্কি ও খরচ কমানো যায়। যদিও কাগজে-কলমে এই ব্যবস্থাটি গ্রাউন্ডসম্যানদের পিচ রোটেশন এবং খেলোয়াড়দের যাতায়াতের ক্লান্তি কমানোর অজুহাত হিসেবে ব্যবহৃত হয়, তবে বাস্তব চিত্র ভিন্ন। একই মাঠে এই বিরামহীন ম্যাচের আধিক্য মাঠের স্বাভাবিক সক্ষমতার ওপর চরম চাপ সৃষ্টি করে। এবং পরোক্ষভাবে তা মানসম্মত স্বাস্থ্যসেবা ও মাঠের সার্বিক শৃঙ্খলার অন্তরায় হয়ে দাঁড়ায়।

আসলে বাংলাদেশের ঘরোয়া ক্রিকেটের প্রায় সব বড় টুর্নামেন্টই বিভিন্ন ভেন্যুতে ছড়িয়ে আয়োজিত হলেও শিডিউলগত এই অপরিকল্পিত ঘনত্বই বড় সংকট তৈরি করছে। বিপিএলের মতো বড় টুর্নামেন্টে বিদেশি খেলোয়াড় ও সম্প্রচারের বিশাল বহরের কারণে পর্বভিত্তিক পদ্ধতি অনুসরণ করা হলেও, এনসিএল বা ডিপিএলের মতো আসরগুলোতে বিরতিহীন ম্যাচ আয়োজন করা হয়। এর ফলে একদিকে যেমন লজিস্টিক ব্যবস্থাপনা জটিল হয়ে পড়ে, অন্যদিকে জরুরি প্রস্তুতির অবকাশ না থাকায় সঠিক চিকিৎসা নিশ্চিত করা কঠিন হয়ে দাঁড়ায়।

যে সংবাদ প্রশ্ন তোলে না: সাংবাদিকতা যেন অনুসন্ধানহীন অনুমিত অনুমতির প্রকাশক

সবচেয়ে হতবাক করা বিষয় হলো, গতবছর এধরনের ছয়টা ঘটনা ঘটে, যার মধ্যে দুইটা মৃত্যুও আছে। কিন্তু এই বিষয়টা আমাদের মিডিয়াকে মোটেও ভাবায়নি! মিডিয়ায় শুধু মৃত্যু সংবাদগুলোই আমরা প্রকাশ হতে দেখি। বারবার একই ধরনের ঘটা ঘটনাগুলো নিয়ে কোনো মিডিয়া কোনো প্রশ্ন তোলেনি। এমনকি প্রতিটা মৃত্যু সংবাদকে এমনভাবে উপস্থাপন করা হয়েছে যেন এগুলো প্রতিটাই এক একটা দুর্ঘটনামাত্র!

একমাত্র খুলনা বিভাগীয় স্টেডিয়ামে খুলনার বিপক্ষে জাতীয় ক্রিকেট লিগের (এনসিএল) ম্যাচ চলাকালীন হৃদরোগে আক্রান্ত হয়ে বরিশাল বিভাগের ফিজিও ফিজিও হাসান মারা গেলে ক্রিকেটার্স ওয়েলফেয়ার অ্যাসোসিয়েশন অব বাংলাদেশ (কোয়াব) একটা প্রেস বিজ্ঞপ্তি দেয়। সেখানে তারা দেশের সকল ক্রিকেট মাঠে জরুরি চিকিৎসাসেবা চালু এবং প্রতিটি ভেন্যুতে একটি অ্যাম্বুলেন্স দাবি করেন। সেই সময় বিভিন্ন মিডিয়ায় এই প্রেস বিজ্ঞপ্তিটাই শুধু প্রকাশ পেতে দেখা যায়। অথচ এই তথ্যটাকে কেন্দ্র করেও তারা কোনো ধরনের অনুসন্ধান পরিচালনা করেনি। বলাই যায়, মিডিয়া যেন অনুমিত অনুমতির প্রকাশক হিসেবে কাজ করছে!

প্রায়ই দেখা যায়, কোনো দুর্ঘটনা ঘটলেই মিডিয়াগুলো প্রায় একই ধরনের ভাষা ব্যবহার করে খবর প্রকাশ করে: ‘হঠাৎ অসুস্থ হয়ে পড়েন’, ‘তাৎক্ষণিক চিকিৎসা দেওয়া হয়’, ‘দলের মেডিকেল স্টাফ’ দ্রুত সাড়া দেন প্রভৃতি। এই ভাষাগুলো অডিয়েন্সের মননে একটা সুশৃঙ্খল চিকিৎসা ব্যবস্থার চিত্রই উপস্থাপন করে। মাহবুব আলী জাকির মৃত্যুর খবরগুলো এটার সবচেয়ে উৎকৃষ্ট উদাহরণ বটে। প্রায় সব সংবাদেই বলা হলো ‘হঠাৎ অসুস্থ হয়ে পড়েন’, ‘সিপিআর দেওয়া হয়’, ‘দ্রুত হাসপাতালে নেওয়া হয়’, ‘দলের মেডিকেল স্টাফ তৎপর ছিলেন’। কিন্তু কোনো সংবাদেই প্রশ্ন তোলা হলো না, মাঠে আদৌ কোনো পূর্ণাঙ্গ মেডিক্যাল টিম ছিল কি-না, দলটির নিজস্ব ডাক্তার বা কার্ডিয়াক ইমার্জেন্সি প্রোটোকল ছিল কি-না, মেডিকেল স্টাফরা প্রশিক্ষিত কি-না, অ্যাম্বুলেন্স প্রস্তুত অবস্থায় ছিল কি-না, থাকলে সেটা এসি কি-না, কিংবা জরুরি চিকিৎসার প্রোটোকল মানা হয়েছে কি-না, মাঠের প্রাথমিক চিকিৎসায় কত মিনিট দেরি হয়েছিল, কিংবা এই মৃত্যুর পেছনে ঘরোয়া ক্রিকেটের স্বাস্থ্যসেবা কাঠামোর কোনো ভূমিকা আছে কি-না, এই মৌলিক প্রশ্নগুলো সংবাদে সবসময়ই অনুপস্থিত।

যেটুকুও বা সংবাদ মিডিয়ায় আসে সেগুলোর অধিকাংশই তৈরি হয় বিসিবি বা সংশ্লিষ্ট ফ্র্যাঞ্চাইজির কর্মকর্তাদের বক্তব্যের ওপর নির্ভর করে। অর্থাৎ মাঠপর্যায়ের বাস্তবতা যাচাই না করেই সেই কর্তৃপক্ষের কণ্ঠ বা ভাষাকে পুনরুৎপাদন করা হয়। ফলে মিডিয়া কোনোভাবেই নজরদারির দায়িত্ব পালন করে না। অর্থাৎ বরাবরের মতোই মিডিয়া এবারও ‘ঘটনা’-টারই শুধু রিপোর্ট করেছে, কিন্তু সেই ঘটনার পেছনের ‘কারণ’ নিয়ে অনুসন্ধান করেনি। সাথে তাদের ভাষাকাঠামো জাকির মৃত্যুকেও একটা আকস্মিক দুর্ঘটনা হিসেবে চিহ্নিত করে। একইধরনের ষষ্ঠ ঘটনার পরও ঘরোয়া ক্রিকেটের প্রকৃত স্বাস্থ্যব্যবস্থার চিত্র এবারও আড়ালেই থেকে গেল। বলা বাহুল্য, কোনো ধরনের অনুসন্ধান ছাড়াই মিডিয়াগুলোও যেন ঘরোয়া ক্রিকেটের সংকটপূর্ণ স্বাস্থ্যসেবার কাঠামোকে টিকিয়ে রাখার বিদ্যমান সিস্টেমের শরিক হয়ে ওঠে।

The United States and China lead the world in artificial intelligence (AI) innovation and dominance. Both nations are expanding their spheres of influence by encouraging other countries to align with their respective technological and strategic blocs. For Bangladesh, once part of the Non-Aligned Movement (NAM) during the Cold War, the challenge now lies in determining its position within this evolving landscape of AI power competition.

This article reviews the AI Action Plans of the U.S. and China and examines their implications for Bangladesh.

The America’s AI Action Plan (2025), issued under President Donald J. Trump’s administration, presents an ambitious and nationalist roadmap to achieve “global AI dominance” through three pillars: accelerating AI innovation, building AI infrastructure, and leading in international AI diplomacy and security. The plan positions AI as both an economic driver and a matter of national security and geopolitical power, emphasizing deregulation, open-source innovation, and U.S. technological supremacy over strategic competitors.

In contrast, China released its Global AI Governance Action Plan in July 2025 at the World AI Conference in Shanghai. It outlines six core principles for global AI governance, focusing on international cooperation, infrastructure development, data sharing, and ethical standards to ensure that AI benefits all nations. Key initiatives include developing digital infrastructure, safeguarding data privacy, and enhancing AI capacity, particularly in developing countries to bridge the digital divide.

The first pillar of America’s plan seeks to unleash private-sector-led innovation by removing regulatory barriers, promoting open-weight AI models, and ensuring ideological neutrality in AI systems. It links AI to industrial rejuvenation, scientific advancement, and job creation, portraying it as the engine of a “new American industrial and information revolution.”

Similarly, China’s Global AI Governance Action Plan emphasizes promoting AI across various sectors through international cooperation. While the U.S. prioritizes deregulation and free-market innovation, China’s model relies on state coordination and public-private partnerships to integrate AI into its real economy. Bangladesh can learn from both approaches. Following these strategies, the country should encourage collaboration between the public and private sectors to develop AI applications in key areas such as healthcare, education, and agriculture, sectors vital to national development and social well-being.

The second pillar of America’s plan focuses on physical and digital infrastructure– data centers, semiconductors, energy grids, and cybersecurity systems to sustain large-scale AI operations. It promises to expand energy production, restore semiconductor manufacturing on U.S. soil, and train a skilled technical workforce. The plan emphasizes American-made hardware, secure data centers, and control over the AI supply chain.

Following this vision, Google announced plans to build a USD 15 billion AI data center in Visakhapatnam, Andhra Pradesh. China, too, emphasizes building AI infrastructure in industrial and manufacturing sectors. Bangladesh should build strong AI infrastructure through international cooperation. Google’s investment in India may serve as a useful example, and Bangladesh should consider collaborating with major tech companies to attract investment in its own AI sector.

The third and most important pillar of America’s plan extends into global geopolitics, calling for the export of U.S. AI technologies to allies, strict controls on semiconductors, and countermeasures against Chinese influence. The U.S. envisions an “AI alliance” that promotes American standards globally while restricting rivals’ access to advanced models. China’s plan, meanwhile, stresses international cooperation and the idea that “the Global South should truly access and utilize AI.” Whether framed as competition or collaboration, both powers recognize AI as a strategic instrument of diplomacy and influence.

For Bangladesh, this global race offers both opportunities and risks. The country’s economic success built on textiles and remittances, must now be strengthened by technology-driven pillars. Building intelligent computing power, data centers, and next-generation networks should be national priorities. At the same time, Bangladesh must ensure AI safety, data privacy, and sound governance. Strengthening data protection laws, establishing a risk evaluation framework, and addressing algorithmic bias are essential to build public trust.

To move forward with an AI plan, Bangladesh should consider several key steps. It should be strategic about which AI bloc it aligns with, as the U.S. has already indicated that they will share American AI technologies, standards, and governance models to their allies, not rival countries. Bangladesh should participate in international capacity-building programs through joint laboratories, AI education initiatives, and collaborative research platforms.

AI development cannot be a top-down government initiative alone. It requires collaboration among industry leaders, universities, policymakers, and civil society. Establishing a national AI council or forum would allow diverse voices to shape an AI strategy that reflects Bangladesh’s social and economic priorities. The government should also prioritize key sectors– agriculture, education, and healthcare, for AI-based transformation, as these will drive future infrastructure development.

Bangladesh must integrate national security and ethical safeguards into all AI strategies. As the country accelerates digital transformation, data protection laws and institutional capacities must be strengthened in parallel.

The AI Action Plans of the United States and China are timely and comprehensive documents that mirror Bangladesh’s own opportunities and challenges. They show that the race for AI is not only about technology but also about governance, infrastructure, and inclusivity. For Bangladesh, the message is clear: the future is not something to wait for, it must be built.

By developing its own AI roadmap, one that prioritizes inclusive growth, strong ethics, smart infrastructure, and international cooperation– Bangladesh can ensure that the AI revolution becomes the engine driving its journey toward becoming a developed nation, rather than a source of a new digital divide.

The scariest thing about artificial intelligence (AI) isn’t a robot uprising, but a balance sheet. When AI is built to replace human work rather than amplify it, the rewards flow to those who own the data, chips, and algorithms. The losses fall on workers whose wages, bargaining power, and dignity erode. Stanford economist Erik Brynjolfsson framed this dynamic as the “Turing Trap”: societies that celebrate clever machines but forget the people they displace.

Augmentation vs. substitution

We have lived the virtuous version of technological change. Tractors helped farmers cultivate more food. X-rays helped doctors see what the eyes could not. Software helps teachers prepare lessons more efficiently. In each case, humans became more productive and indispensable. Life standards improved because technology amplified human contribution.

But when machines are designed as direct substitutes, “do what the human does, just cheaper,” the story changes. Prosperity narrows, and power concentrates in fewer hands. In that world, the public doesn’t negotiate with millions of employers; it negotiates with a handful of firms.

Why the trap is tempting

Three groups make the Turing Trap appealing: engineers chase benchmarks that mimic humans, pass the test, and beat the demo. Managers prefer quick cost-cutting through automation over the harder work of redesigning organizations. And policymakers tilt the field: wages are taxed every pay period, while capital income is favored, and “scaling without workers” is rewarded. In effect, our tax code penalizes hiring people and subsidizes replacing them.

This isn’t destiny, it’s a choice, and it can be reversed.

A progressive agenda for AI

A progressive agenda for AI should follow a simple principle: make augmentation the default and make concentration the exception. That begins with rebalancing the tax code. Labor and capital should be treated equally, ending the perverse incentives that make it cheaper to buy a robot than hire a person. Expanding the Earned Income Tax Credit (EITC) and creating a Learning EITC that workers can draw on for reskilling throughout their careers would put real money and flexibility in the hands of workers. Incentives should tilt toward AI systems that demonstrably raise frontline productivity, while tax breaks for technologies whose only ‘innovation’ is headcount reduction should be phased out.

Equally important is investing in people at the scale of the hype. For every dollar firms spend on machine learning, they need multiples in training, redesign, and process change. Public policy should match that reality: regional reskilling guarantees tied to local employers, sectoral training funds run by labor and industry, and wage insurance that cushions transitions without locking people out of growth sectors. If governments can subsidize semiconductor fabs, they can underwrite human skills.

The agenda must also confront monopoly power. AI advantages cluster where data, compute, and distribution intersect. Antitrust enforcement should adapt by scrutinizing exclusive data deals, predatory pricing, and acquisitions of emerging competitors. Downstream, workers should gain bargaining rights over algorithmic scheduling, pay-setting, and monitoring. If models work, workers must shape models.

Finally, democratic guardrails are essential. Any AI system used in hiring, lending, healthcare, education, or criminal justice should undergo independent audits, publishing its purpose, testing for bias, explaining error trade-offs, and guaranteeing a right to human review. Transparency is not anti-innovation; it is how democracies govern powerful systems. And suppose communities provide the behavioral raw material that fuels AI. In that case, they deserve returns through data cooperatives or public trusts, with revenues invested in public goods like childcare, broadband, and local colleges.

Why this matters

The stakes are larger than jobs. When know-how resides in millions of human heads, power is decentralized. When it is codified into a few proprietary models, power can be owned, traded, and concentrated. Justice Louis Brandeis’s century-old warning feels fresh today: “We may have democracy, or we may have wealth concentrated in the hands of a few, but we can’t have both.”

This doesn’t mean freezing technology. It means steering it. In health care, the goal shouldn’t be replacing the radiologist; it should be building tools that detect more cancers while giving doctors more time with patients. In schools, the aim shouldn’t be chatbot teachers; it should be diagnostic tools and support that free teachers to focus on mentoring.

The difference is subtle but profound. One pathway erases professions; the other renews them.

A choice, not a fate

AI’s future is not predestined. It will be shaped by the rules we write and the incentives we set. We can continue subsidizing displacement and watch power concentrate, or we can demand augmentation and build an economy where technology makes people matter more.

AI doesn’t have to take our jobs or our democracy. But without deliberate policy, it could do both.

The tragic death of journalist Bibhuranjan Sarkar became a talk of the town, particularly because his suicide note was published as an opinion piece in a top online news portal. The note sparked new conversations, reflections, and realizations within the journalist community about the state and future of the country’s journalism profession. Some discussions centered on the deep-rooted crises of media institutions and their internal media policies, while others highlighted government and political party interference that severely undermines independent journalism. In this piece, I focus on Bibhuranjan Sarkar’s final letter, published in bdnews24.com on August 22, 2025, as his last article.

His write-up identifies two major crises affecting the journalism profession, journalists, and media institutions. The first is an organizational crisis that has developed and deepened over the years but remains largely unaddressed. With the publication of this letter, the longstanding loopholes in Bangladeshi media have come to light.

It is evident that journalists in Bangladesh chronically underpaid. To its worst, there is little to no policy implementation to protect them. Most newspapers do not follow the government-announced wage board. In his letter, Bibhuranjan wrote, “Despite more than five decades in this profession, I never received a respectable salary. Even now, my pay is so low I hesitate to mention it.” He further added, “Some papers published my work for years without paying a single taka.” These words capture the persistent final neglect of journalists and the structural conditions that leave them more vulnerable to hardship and exploitation.

This climate of fear, marked by career stagnation and lack of growth, affects journalists from the very beginning of their profession. As a result, many journalists become deeply disillusioned about their lives and futures, some even leaving journalism midway through their careers.

Not only that, Bangladeshi media organizations also suffer from widespread miscommunication and professional misconduct between journalists and administrative high-ups. Most newspapers lack integrity in their institutional practices, leaving internal politics and injustice deeply-rooted in the media system. At the same time, many journalists maintain strong and unwavering political affiliations, further complicating the profession.

Conversely, the government also wants to use journalists as their party loyalists, frequently interfering with newsroom policies when reports are unfavorable. Such interference ultimately silences the truth and undermines editorial independence. In his final piece, the late journalist also noted the troubling tendency of some colleagues to display unconditional loyalty in exchange for government favors such as land, plots, cash, or foreign trips.

The second major concern raised in the letter is the serious decline in journalistic morality. As Bibhuranjan wrote, “My profession has taught me that telling the truth means taking risks with courage,” but the reality has changed. He described friends who compromised their moral positions, and admitted that he too once tried to align himself with political leaders for material gain but failed. “Many changed their fortunes by writing books on Sheikh Mujib and Sheikh Hasina. He observed. Yet for his own works, two books published by Agamee Prakashani, he lamented, “I did not receive even two taka in royalty.” His reflections expose how many journalists today serve power, not people.

To sum up, Bibhuranjan’s final letter exposes the deep misconduct within journalistic institutions. Addressing these crises requires confronting financial exploitation, political interference, organizational injustice, and patronage-based favors from government, political parties, or other power holders. At the same time, journalists themselves must embrace truth-telling, exercise social responsibility, resist corruption, and write with conscience rather than concession.

Internet shutdowns have become a growing trend around the world to silence dissent. This practice undermines the fundamental rights of citizens under international law. Governments often justify these actions as necessary for “security” or to “control unrest.” In reality, shutdowns are frequently used to block protests, hide state violence, and shape public opinion. Bangladesh and India are two of the most prominent examples of this global problem.

During the July 2024 uprising in Bangladesh, the government blocked internet access for days. Protesters, journalists, and ordinary citizens were cut off from communication. This blackout allowed the regime to carry out mass arrests and violence with little outside scrutiny. India, meanwhile, has the world’s highest number of internet shutdowns—over 860 between 2016 and 2025. Most targeted regions like Jammu and Kashmir, often during times of political tension.

This article examines how governments use internet shutdowns as a political tool. Drawing on data from rights organizations, global case studies, and community experiences, it shows how these blackouts violate digital rights, silence citizens, and weaken democracy.

Internet Shutdowns - A Growing Global Concern

In the age of cyber citizenship, internet use is not a luxury, it is a right. It is the heart of democratic expression and civic life. However, in many countries, mainly in Asia and Africa, this right often gets suspended for political benefits. Governments shut down the internet just as a political tool to stop mass protests and civil disobedience, commonly at times of elections, uprisings, or other crises.

The Access Now, an Internet research organization, recorded 1801 cases of internet shutdowns worldwide since 2016 and said no less than 296 internet shutdowns occurred in 54 countries during 2024, which was 35% higher than the previous year. The most hit nations, India, Myanmar, Russia, and Pakistan, are not necessarily all autocracies or democracies. They all have one thing in common: mounting reliance on network disruptions to control political affairs. As the Internet Society (2023) warns, "shutdowns are extremely disruptive to economic activity. Moreover, they silence dissent at the moment it matters most."

The same report shows Bangladesh and India are among the top countries of internet shutdowns. With more than 863 shutdowns between 2016 and early 2025, India topped the list, while Jammu and Kashmir was the most targeted zone. During the July 2024 student-mass revolution in Bangladesh, the Hasina regime enforced a total communication blackout and carried out mass killing and indiscriminate arrests of protesters, journalists, and ordinary citizens.

Shutdowns as Political Choreography

Bangladesh witnessed state-enforced internet shutdown during the July Revolution by cutting internet access and limiting cellular connection. The state actors played a cat-mouse game regarding who was responsible and why the Internet was shut down. At one point, the then-sitting Minister of State for Information and Communication Technology Zunaid Ahmed Palak claimed that the internet was shut down due to a fire incident on data centers in Dhaka and the damage of the telecommunication infrastructure carried out by some miscreants.

The Bangladesh Telecommunication Regulatory Commission (BTRC) denied any official shutdown. However, users nationwide were experiencing throttled speeds that effectively turned off live streams, photo uploads, and protest coordination attempts. There is a much-circulated joke about Bangladesh's Internet shutdown: "The government did not switch off the Internet—they strangled it quietly." However, Palak later confessed to the inquiry commission that he actually obeyed Sheikh Hasina’s order to shut down the Internet.

It became clear later that the country’s internet shutdowns were premeditated and coercive and applied as tools to restrict freedom of assembly, speech, and online freedom. In early July 2024, Bangladeshi students mobilized in large numbers, demanding quota system reforms in government recruitment like earlier protests for the same issue in 2018.

India holds the dubious record of being the world's leading enforcer of government-imposed internet shutdowns. Between 2016 and early 2025, the country witnessed over 863 internet shutdowns, more than any other democracy worldwide. The most widely witnessed instance is the Jammu and Kashmir shutdown following the abrogation of Article 370 by the Indian government on August 5, 2019. In what would be the most extended internet shutdown in a democracy, mobile and broadband services were shut down for 213 consecutive days, affecting more than 12 million inhabitants. The shutdown was preceded by curfews, military presence, and communication blockades, effectively severing Kashmir from the rest of the world.

In Myanmar, the junta implemented nationwide blackouts in 2021 to silence opposition after ‍a coup. Early on the morning of February 1, 2021, while the rest of the world woke up to learn of the military coup in Myanmar, activists and reporters in Yangon were already in the dark—literally and digitally. According to Access Now (2023), these shutdowns were employed simultaneously with mass arrest, extrajudicial killings, and military intrusion, actually maintaining both local coordination and international visibility in line. A protester in Mandalay told journalists that when the internet went down, the soldiers came up.

In Pakistan, internet shutdowns have become a regular feature of the State's response to political dissent and public protest. One of the most high-profile recent shutdowns occurred in 2023, with the arrest of former Prime Minister Imran Khan. The arrest triggered nationwide protests, which were met not only by abusive police action but also by a direct mobile internet and social media shutdown for over four days. Access to Twitter, Facebook, YouTube, and TikTok was also blocked, and mobile internet services were suspended in main cities like Islamabad, Lahore, and Karachi. This was not a one-time occurrence. Pakistan has a long history of digital censorship, often in periods of political tension, religious processions, or opposition mobilization. The digital blackout in Pakistan happened during the recent conflict with India as well.

Many African and South American countries also frequently shut down the Internet. For instance, Cuba shut down messaging services during the 2021 July protests, disrupting communication between protestors and the outside world. They are not technology breakdowns but "deliberate, targeted acts of political suppression".

Statistics and Internet Shutdown Scenario

The growing trend of Internet shutdowns shows that the number of countries and incidences of shutdowns have significantly risen. In 2016, there were 78 occurrences in 27 countries, reaching 296 in 2024, spread through 54 countries. This is an almost 264% rise in the incidence rate. The number of incidents was 111 in 2017, 202 in 2018, 221 in 2019, 168 in 2020, 194 in 2021, 201 in 2022, and 283 in 2023 respectively. Until April 2025, around 47 shutdowns continued from the previous year, with 35 of which had already been ongoing for over a year.

Global Media Narratives on Digital Silencing

In India, shutdowns are employed regularly in states like Kashmir and Manipur for vaguely defined reasons such as "public safety." The presence of colonial laws, such as the Telegraph Act of 1885, gives shutdowns a veil of legitimacy while allowing for blanket usage. A Politics and Rights Review article, 226 of India's shutdowns between 2012 and 2022 were linked to protests. The 2021 farmers' protest against new legislation saw their Internet shut down as they encircled Delhi, effectively cutting them off from organizing or fighting disinformation. Cuban protesters in the 2021 protests called the blackout a "digital curfew," one set to begin the very instant anti-government cries echoed onto the streets. According to one protester, they could feel the silence descending, as if their voices had been stolen from them.

Shutdowns are often in legal limbo. Courts sometimes intervene, such as the Indian Supreme Court ruling in Anuradha Bhasin v. Union of India (2020), declaring indefinite shutdowns unconstitutional. However, implementation is fleeting. The state cycles off disconnections or alters legal reasons. As Feldstein (2022) argues, "Governments invoke emergency logic without fulfilling the procedural or substantive burdens such a logic demands." According to Ryng et al. (2022), authoritarian actors increasingly transform legal codes to retroactively legitimate repression, giving shutdowns the illusion of legality. This aligns with Buzan et al.'s (1998) point that the "securitization" of information allows states to avoid democratic control by moving governance into the realm of exception. Despite such challenges, resistance is transforming. Civil society forces use mesh networks, VPNs, satellite internet, and various backup apps to resist shutdowns.

Internet Shutdown: Digital Rights and Just Securitization

The central points of digital rights are freedoms of expression, association, and information access. As life turns digital, being offline begins to equal being disenfranchised. On this conception, internet shutdowns are censorship—and more: denials of dignity and democratic expression. Second, Just Securitization Theory (JST), created by Thumfart (2024), analyzes the justice of state action framed as security needs. For a shutdown to be "just," it must be proportionate, necessary, specific, and directed against an immediate threat. Shutdowns are typically broad, long, and forward-looking, failing JST's moral test. Thumfart also indicates that shutdowns applied for preemptive censorship or to impede political protest are not warranted. That is precisely how shutdowns are applied, though, in cases like Iran's 2019 "Bloody November”, where a week-long shutdown masked mass killings, or the 61-hour blackout in Belarus during election protests in 2020. Bangladesh is a more recent bloody example of how the Sheikh Hasina regime carried out a mass killing during the July uprising in 2024, which killed around 1400 protesters.

Legal and Human Rights Perspectives of Internet Shutdown

Internet shutdowns are increasingly viewed as policy decisions and a significant breach of international human rights norms. Globally, the freedom of expression and right to seek, receive, and impart information are guaranteed under Article 19 of the Universal Declaration of Human Rights and Article 19 of the International Covenant on Civil and Political Rights (ICCPR). However, these rights are continually violated when states impose internet shutdowns, particularly in the face of civil unrest and protest.

The United Nations Human Rights Council (2021) reiterated once more that the same rights that people have offline must also be protected online. Nevertheless, as highlighted by Thumfart (2024), from the perspective of Just Securitization Theory, governments increasingly use internet outages as exceptional measures, sidestepping the obligatory requirements of proportionality, specificity, and necessity. In effect, such an action creates a legal gray area, "state of exception," whereby fundamental rights are suspended in the guise of national security.

Banihashemi (2023) argues that when shutdowns are used to silence political opponents or hide regime brutality, then they constitute collective punishment and may even be viewed as crimes against humanity. This is particularly the case in countries like India, Bangladesh, Iran, and Myanmar, which have experienced shutdowns followed by massacres and mass arrests.

Legally, issues are both norm diffusion and enforcement. While some national-level courts—India's Supreme Court in Anuradha Bhasin v. Union of India, for example—have declared that indefinite shutdowns are unconstitutional, enforcement does not exist. The gap between soft law (UN resolutions, rights charters) and complex law (binding treaties and enforceable judgments) allows governments to escape accountability. Shutdowns will remain tools of repression with a veneer of legality as long as binding frameworks do not exist. The international community must move beyond rhetoric and into actual enforcement, including international litigation, economic sanctions, and the codification of digital rights into enforceable legal frameworks.

A Call to Rewire Power

Shutoffs are not temporary disconnections—they are sponsors of state power and performances of digital authoritarianism masquerading as neutral governance. The response to this shutdown has to be multimodal, incorporating litigation, infrastructure resilience, media coverage, and tech activism. The fight against internet shutdowns is more than just preserving access—it is about upholding the terms of democratic life itself.

‘এখানে কোনো তামিমিয়ান নেই, সাকিবিয়ান নেই, কোনো মাশরাফিয়ান নেই। সবাই বাংলাদেশের সমর্থক। এটা বাংলাদেশের ক্রিকেটকে ধ্বংস করেছে। দয়া করে এটা থামান।’ ‘আপনি আমার ভক্ত হতে পারেন, আপনি সাকিবের ভক্ত হতে পারেন, আপনি মাশরাফির ভক্ত হতে পারেন। কিন্তু আমরা যখন খেলি, আমরা বাংলাদেশের হয়ে খেলি। এটা বন্ধ করুন। এসব জিনিস তরুণ প্রজন্মকে ধ্বংস করে।’

‘আমি আমার শেষ বার্তা হিসেবে এটাই বলতে চাই, আমরা সবাই বাংলাদেশি। আর কিছুই না। দয়া করে দলকে সমর্থন করুন। তারা অনেক তরুণ একটা দল। তারা ভুল করতে পারে। ব্যর্থ হতে পারে। কিন্তু এটা আপনাদেরই দল। সুতরাং একসাথে থাকুন। এখানে কোনো স্বতন্ত্র ব্যক্তি নেই। এখানে একটাই দল আছে, সেটা হলো বাংলাদেশ ক্রিকেট দল।’

গত ০৭ ফেব্রুয়ারি রাতে বাংলাদেশের প্রিমিয়ার লীগ (বিপিএল) ফাইনাল শেষে দেশের অন্যতম সেরা ক্রিকেটার তামিম ইকবাল ভক্তদের উদ্দেশ্যে এই কথাগুলো বলেন। দীর্ঘ ১৭ বছরের ক্যারিয়ারের শেষে রাখা এমন বক্তব্য আপাতদৃষ্টে বেশ ইতিবাচক। কিন্তু প্রচ্ছন্নভাবে সেখানে কী ভক্তদের দোষারোপ করার সুর পাওয়া যায়? তামিম আসলে কোন শ্রেণীর ভক্তদের উদ্দেশ্যে এই কথাগুলো বলেছেন? পাঠকেরা একটু দ্বিধান্বিত হতে পারেন এই ভেবে যে, ভক্তদের মধ্যে আবার শ্রেণীবিন্যাস এলো কোথা থেকে!

আসুন, লিটল মাস্টার শচীন টেন্ডুলকারের ‘ঈশ্বর’ হওয়ার পেছনের কথা একটু জেনে নেই। ২০১১ সালের ওয়ানডে বিশ্বকাপের আগে, ওয়েস্ট ইন্ডিজের কিংবদন্তি ব্যাটসম্যান ভিভিয়ান রিচার্ডস বলেছিলেন যে, আবেগগত কারণে এই ট্রফি ভারতের জেতা উচিত। একমাত্র এটার মাধ্যমেই টেন্ডুলকারকে যথাযথ সম্মান জানানো হবে, বলে তিনি উল্লেখ করেছিলেন। এমনকি যদি এর অর্থ তার নিজ দেশের ওয়েস্ট ইন্ডিজকে হারানো হয়, তবুও তিনি ভারতেরই জয়ের পক্ষে ছিলেন।

সেইসময় তিনি টেন্ডুলকারকে ক্রিকেটের ‘ঈশ্বর’ বলে অভিহিত করেন। এটার ব্যাখ্যায় তিনি উল্লেখ করেছিলেন, টেন্ডুলকার ব্যাটসম্যান হিসেবে অনেক ভারতীয় ক্রিকেটারকে অনুপ্রাণিত করেছেন। তিনি বলেছিলেন, ‘আমি মনে করি, ব্যাটসম্যানশিপের পরিমণ্ডলে তিনি ঈশ্বর। ...আমার মতে শচীন যা করেছেন... তিনি এমন একটি ভিত্তি তৈরি করেছেন যেখানে ভারতীয় দলের বাকিদের জন্য ব্যাটসম্যানশিপের পরিমণ্ডলটি গুরুত্বপূর্ণ হয়ে উঠে।’ অর্থাৎ, টেন্ডুলকার যে একজন ‘আইডল’ হয়ে আরও অনেক ব্যাটসম্যানদের অনুপ্রাণিত করেছেন এবং ব্যাটসম্যান হিসেবে গড়ে ওঠার ভিত্তিটা তৈরি করেছেন—এটা তিনি উল্লেখ করেছিলেন।

এই মন্তব্য থেকে আমরা দুইটা কনসেপ্ট পাই। এক, আইডল এবং দুই, ভক্ত। তাহলে এই ‘আইডল’ আর ‘ভক্ত’ এবং তামিমের ‘তামিমিয়ান’, ‘সাকিবিয়ান’, ‘মাশরাফিয়ান’ কী ভিন্ন ভিন্ন ধারণা?

‘তামিম’ বাংলাদেশের ক্রিকেটের সেরা উৎপাদন,
কিন্তু দেশের ক্রিকেট সংস্কৃতিতে তাঁর মনোগত প্রভাবও কী ততটাই?

আসুন, আমরা একটু পেছনে ফিরে যাই। ২০১৭ সালের ২৪ অক্টোবর তামিম তার ভেরিফাইড ফেসবুক পেজে তার এক ছোট ভক্তের লেখা চিঠি শেয়ার করে লেখেন, ‘আমি মনে করি, পৃথিবীতে ঈশ্বরের সৃষ্টির মধ্যে ক্রিকেট হলো সর্বশ্রেষ্ঠ একটা জিনিস। আর ক্রিকেটের ভক্তরাও তাদের দেশবাসীর চেয়েও একে অপরের সাথে অনেক বেশি সাদৃশ্যপূর্ণ। আমার এই সুন্দর ভক্তদের জন্যই, আমরা খেলি।’

সেই ছোট ভক্ত ২০১৬ সালের নভেম্বরে কোনো এক শুক্রবার গোটা অক্ষরে পেনসিল দিয়ে ইংরেজিতে সেই চিঠিটা লেখেন। যার বাংলা অনুবাদ দাঁড়ায়, ‘প্রিয় তামিম ইকবাল, আমি তাদোয়ার ইয়াজদান শাইয়ান। তুমি বাংলাদেশের সেরা খেলোয়াড়। আমি তোমার মতো হতে চাই। আমি তোমার একজন বড় ভক্ত। তুমি কি আমার বন্ধু হবা? আমি তোমার মতো হতে চাই। আমরা কি লাঞ্চে দেখা করে একসাথে খাবার খেতে পারি? ভালোবাসা। তাদোয়ার।’

আবার ২০২৩ সালের এশিয়া কাপে ২৪ বছরের বামহাতি ব্যাটসম্যান তানজিদ হাসান তামিমের বাংলাদেশের জাতীয় দলে জায়গা পাওয়ার পর এক সাক্ষাৎকারে তিনি জানান, ‘এটা আমার ডাকনাম (তামিম)। শৈশব থেকে তাঁর সাথে আমার তুলনার কথা শুনে আসছি।’ তামিমের সাথে তার তুলনা শুধু নামের জন্যই নয়, বরং তার ব্যাটিংয়ের ধরণটাও তামিমের মতোই—এমন প্রসঙ্গে তিনি বলেছিলেন, ‘সত্য কথা হলো, আমি তাঁর খেলা দেখে বড় হয়েছি এবং তাঁর থেকেই অনুপ্রেরণা পেয়েছি।... তিনি আমার আইডল। আমি তাঁর থেকে অনেক কিছু শেখার চেষ্টা করি।’

প্রথমজন যিনি ‘তামিম ইকবাল’ হতে চান, দ্বিতীয়জন যিনি গড়ে উঠেছেন ‘তামিম ইকবাল’কে দেখে। এই যে মনোগত প্রভাব—এটা তামিম কতখানি রেখেছেন, কিংবা আদৌ কোনো প্রভাব রেখেছেন, নাকি তৈরি করেছেন অন্য কোনো সংস্কৃতি?

রাজনীতি, তৈরি হয়েছে বিভাজন

যারা তামিমের ক্রিকেট ক্যারিয়ারের উত্থান দেখেছেন, তারা জানেন তামিমের সাথে আরও একজন সমানভাবে উঠে এসেছেন—তিনি হলেন সাকিব আল হাসান। ২০০৬ সালের অনূর্ধ্ব-১৯ বিশ্বকাপের দলে একসঙ্গে খেলেছিলেন। শোনা যায়, তখন থেকেই তাদের বন্ধুত্বের কথা। প্রথমে বন্ধুত্ব এবং ক্যারিয়ারের শেষের দিকে ঘোর শত্রু। এতটাই শত্রু যে তারা একে অপরের সাথে কথা পর্যন্ত বলেন না! এমনকি এটার জন্য দলের অন্য সবাইকে তাদের দুজনের সাথে বুঝে শুনে কথা বলতে হতো। কারণ একজনের সাথে কথা বললে আরেকজন না পাছে ভেবে বসেন যে, তিনি "তার দলের লোক"! অর্থাৎ, তাদের জন্য টীমে অজান্তেই এক ধরনের দলাদলি (গ্রুপিং) সৃষ্টি হয়েছিল।

কী কারণে তাদের সম্পর্কে এই অবনতি—এটার সুস্পষ্ট কোনো কারণ নেই। তবে ধারণা করা হয়, দুজন দুজনের সাফল্যে ঈর্ষাবোধ, কর্তৃপক্ষের গুরুত্ব পাওয়া-না-পাওয়ার মতো কারণে তাদের সম্পর্কে অবনতি ঘটে থাকতে পারে। এখন তামিম তার শেষ বার্তায় কী এটার জন্য ভক্তদের দায়ী করলেন?

আর একবার পেছনে ফিরে যাওয়া যাক। তামিম-সাকিব দ্বন্দ্ব সম্পর্কে প্রথম জানা যায়, ২০২০–২০২১ সালে কোভিড মহামারী চলাকালীন। এরপর ২০২৩ সালের বিশ্বকাপের দল ঘোষণার সময় তৎকালীন বাংলাদেশ ক্রিকেট বোর্ডের (বিসিবি) সভাপতি নাজমুল হাসান পাপনের বক্তব্যের পর এটা মিডিয়ার সামনে স্পষ্ট হয়ে ওঠে। সেইসময় তিনি ক্রিকেট সংবাদ-সংশ্লিষ্ট ওয়েবসাইট ক্রিকেটবাজ-এ দেওয়া এক সাক্ষাৎকারে বাংলাদেশের ড্রেসিংরুমকে ‘স্বাস্থ্যকর নয়’ বলে অভিহিত করেছিলেন। আর ড্রেসিংরুমের এই সংস্কৃতির জন্য তিনি তামিম-সাকিবের দ্বন্দ্বকে কারণ হিসেবে উল্লেখ করেছিলেন। এই দ্বন্দ্ব থেকেই কী ‘তামিমিয়ান’, ‘সাকিবিয়ান’ ভক্ত সংস্কৃতি গড়ে উঠেছে?

পৃথিবীতে সভ্যতা আসার পূর্ব থেকেই ‘আইডল’-এর ধারণার উদ্ভব ঘটে। রূপকথার গল্পগুলোর আবির্ভাবে ঐতিহাসিক প্রেক্ষাপট বিবেচনা করলে দেখা যায় যে, প্রস্তর যুগ অর্থাৎ প্রাগৈতিহাসিক সময়কাল থেকেই এর অস্তিত্ব পৃথিবীতে বিদ্যমান ছিল। সেই সময় মানুষ কথা বলতে পারতো না। ভাষার উদ্ভব তখনও হয়নি। মানুষ গুহায় খোদাই করে দৈনন্দিন অভিজ্ঞতাগুলো ধারাবাহিকভাবে চিত্রের মতো করে অঙ্কন করতো। এটা তারা করতো তাদের সঙ্গী, সাথীদেরকে নির্দিষ্ট পরিস্থিতি, স্থান সম্পর্কে জানাতে এবং সেখানকার বিপদগুলোর সম্পর্কে ধারণা দিতে এবং সর্বোপরি এর মাধ্যমে তারা একে অপরকে সতর্ক করতো। এরপর যখন মানুষ বলতে শিখলো তখন একই চিত্রই সে কিছু পারিপার্শ্বিক উপাদানের বর্ণনার মাধ্যমে নাটকীয়ভাবে বলতে লাগলো। অর্থাৎ, একজন মানুষ যদি শিকারের জন্য বাইরে গিয়ে সফলভাবে ফিরে আসতো, তাহলে সেখানে সে যেসব বিপদগুলোর মুখোমুখি হতো, সেগুলোকে সে কতটা সাহসিকতা, বীরত্বের সাথে মোকাবিলা করেছে, তার বর্ণনা দিতো অনেক রহস্যময় করে। তার এই অভিজ্ঞতার গল্পে তিনি ছিলেন ‘নায়ক’।

১৪৫০ সালে গুটেনবার্গের মুদ্রণযন্ত্র আবিষ্কারের পর সমাজে গড়ে ওঠে পাঠক শ্রেণী। ১৬শ ও ১৭শ শতাব্দীর মধ্যে প্রথম রূপকথাগুলোকে লিপিবদ্ধ করার উদ্যোগ নেওয়া হয়। গল্পগুলোর বিষয়বস্তু ছিল সমস্যা, সমস্যার সমাধান, অপরাধ এবং অপরাধের শাস্তি, ন্যায়-অন্যায়ের ধরণ, ভালো-মন্দের মধ্যে পার্থক্য, প্রেম-ভালোবাসা, স্নেহ—প্রভৃতি। এই বিষয়বস্তুগুলোকেই বর্ণনা করা হতো জাদুকরী, অলৌকিক, কাল্পনিক বিভিন্ন চরিত্রের মাধ্যমে যেখানে সবচেয়ে সাহসী, বীর, ভালো হিসেবে উপস্থাপন করা ব্যক্তি ছিলেন ‘নায়ক’। সেই নায়ক-ই পাঠকশ্রেণীর কাছে ‘আইডল’ হয়ে উঠতে থাকে। এবং পাঠক, শ্রোতাদের মধ্যে তার মতো হয়ে উঠার আকাঙ্ক্ষা মনের মধ্যে বীজ বুনতে থাকে।

১৬ শতকের শেষ দিকে এসে স্বতন্ত্র ব্যক্তি ব্যক্তিগত উদ্দেশ্যে বই ক্রয় করে সংগ্রহে রাখার ধারা শুরু হয়। এগুলো পাঠকের কাছে সরবরাহ করতে ধীরে ধীরে গড়ে উঠতে থাকে প্রকাশক এবং স্পন্সর ধারণা। ১৯ শতকের শুরুর দিকে বইয়ের পাশাপাশি অনেক সাময়িকী, ম্যাগাজিন এবং সংবাদপত্র নিয়মিত প্রকাশ পেতে শুরু করলো। মুদ্রণযন্ত্র মুদ্রণশিল্পকে সস্তা করার জন্য বাজারে এর সংখ্যাও বাড়তে থাকে। ক্রমেই নির্দিষ্ট বিষয়ের জন্য নির্দিষ্ট পাঠক গড়ে ওঠে। অর্থাৎ কোনো নির্দিষ্ট সামাজিক গোষ্ঠী বা নির্দিষ্ট একটা স্থানে সংগঠিত হওয়ার পরিবর্তে মানুষ কোনো ধরনের শারীরিক উপস্থিতি ছাড়াই একজন নির্দিষ্ট লেখক, বা নির্দিষ্ট বিষয়ের অনুসরণ করার সংস্কৃতি গড়ে তুলতে থাকে।

প্রযুক্তি ও সমাজের ধারাবাহিক পরিবর্তন, বিশেষ করে শহরের মানুষ বৃদ্ধি, সড়কপথের যোগাযোগের উন্নয়ন এবং শিক্ষিতের হার বৃদ্ধি এবং একইসাথে অন্যান্য সামাজিক ও অর্থনৈতিক পরিবর্তনের কারণে বই ও সাময়িকী প্রকাশের ছোট বাজার একটি বৃহৎ ইন্ডাস্ট্রি হয়ে ওঠে। এই মিডিয়া ইন্ডাস্ট্রিগুলো তাদের পরিকল্পনা এবং স্বার্থের সুবিধা অনুযায়ী অডিয়েন্সের নির্দিষ্ট গঠন ও আকার দিয়ে থাকে। অন্যদিকে মিডিয়ার সরবরাহ করা বিনোদন ও তথ্যের বিনিময়ে জনসাধারণ অর্থ প্রদান করতে শুরু করে এবং গড়ে ওঠে একটা নতুন ভোক্তা বিশ্ব।

১৯ শতকের এই সময়েই চলচ্চিত্র আবিষ্কারের শুরুর দিকে এটাকে একটি ব্যবসা হিসেবে প্রতিষ্ঠিত করতে আমেরিকার বিভিন্ন শহরে থিয়েটার গড়ে ওঠে। প্রযোজকদের উদ্দেশ্য ছিল মধ্যবিত্ত শ্রেণীকে থিয়েটারে আনা। এ কারণে তারা চলচ্চিত্রের গুরুত্বপূর্ণ চরিত্র নির্দিষ্ট অভিনেতা ও অভিনেত্রীকে প্রদান করে এবং তাদেরকে আইডল হিসেবে প্রচার করতে থাকে। উত্থান ঘটে ‘স্টার’ প্রক্রিয়ার। আর এটা চলচ্চিত্রকে অসাধারণ জনপ্রিয় করে তোলে।

১৯ শতকে সংবাদপত্র এবং ম্যাগাজিনের উত্থান এবং একইসাথে ভোক্তা সংস্কৃতির গড়ে ওঠার মাধ্যমে এই সময়েই পণ্যের বিজ্ঞাপনের প্রসার ঘটে। ১৯৩০-এর দশকে আমেরিকায় জনপ্রিয় ব্যক্তিদের অর্থাৎ বিভিন্ন সেক্টরের স্টারদের জনপ্রিয়তা আর ইমেজকে ব্যবহার করে পণ্যের প্রচারমূলক বিজ্ঞাপন শুরু হয়। এর বিনিময়ে সেই ব্যক্তিকে অর্থ প্রদান করা শুরু হয়, প্রসার ঘটে সেলিব্রিটি সংস্কৃতির। সময়ের পরিক্রমায় সেলিব্রিটিরা ব্র্যান্ডের সমর্থক হয়ে ওঠে।

’৯০-এর দশকের ভক্তের ধরণটা সম্পর্কে বলা যায়, সেই সময় একজন ভক্ত তার পছন্দের মানুষকে একজন ‘মহানায়কের’ চরিত্রে দেখতে চাইতো। মিডিয়ায় তার সম্পর্কে প্রকাশিত, প্রচারিত বিভিন্ন সংবাদ, সাক্ষাৎকার, বিজ্ঞাপন থেকে প্রাপ্ত বার্তা নিয়ে তার সম্পর্কে ভক্তের মননে এক ধরনের অবয়ব তৈরি হতো। এই অবয়বের বৈশিষ্ট্যগুলো এমন ছিল যে, স্বতন্ত্র ব্যক্তি সমস্ত বিপদ থেকে উদ্ধার করতে পারে, সমস্ত প্রতিকূল পরিবেশকে তিনি তার অনুকূলে আনতে পারেন। আবার মিডিয়ায় চিত্রিত তার শান্ত, ধীর-স্থির চরিত্রের মধ্যেই নিহিত থাকে ভয়কে জয় করার মানসিকতা, হারকে জয়ে রূপান্তরিত করার মানসিকতা। জীবনে এগিয়ে যাওয়ার পথে সফলতা প্রাপ্তির জন্য এই বৈশিষ্ট্যগুলোরই প্রয়োজন। সাধারণ মানুষ, অর্থাৎ ভক্তরা স্বতন্ত্র ব্যক্তিকে অনুসরণ করতেন, তার মতো হতে চাওয়ার স্বপ্ন দেখতেন। অর্থাৎ স্বতন্ত্র সেই ব্যক্তি ভক্তের কাছে এক ধরনের ‘রোল মডেল’ হয়ে উঠতেন।

একবিংশ শতাব্দীতে এসে এই ‘রোল মডেল’ হয়ে যায় ‘ইনফ্লুয়েন্সার’। ২০০৪ সালের দিকে সামাজিক মিডিয়া হিসেবে ফেসবুক, টুইটার, ইনস্টাগ্রামের আবির্ভাবে এক দশকের ব্যবধানে ক্রমেই একটা নতুন ধরনের ভক্তশ্রেণীর উদ্ভব হয়।

অর্থাৎ ‘তামিমিয়ান’, ‘সাকিবিয়ান’,
‘মাশরাফিয়ান’-ও তৈরি হয়ে গেছে বিপিএলের জন্য
ক্রিকেটকে প্রিমিয়ার লিগ হিসেবে ভক্তনির্ভর ইন্ডিয়ান প্রিমিয়ার লিগের (আইপিএল) জন্ম হয় ২০০৮ সালে, আর বাংলাদেশ প্রিমিয়ার লিগের (বিপিএল) শুরুর সময় ২০১২ সাল। ফ্র্যাঞ্চাইজি মডেলনির্ভর বিপিএলে অর্থের বড় একটা অংশ আসে সেই এই ভক্তদের কাছ থেকে। মাঠে, মাঠের বাইরে হাজারো আয়োজন করা হয় এই টুর্নামেন্টকে ভক্তদের কাছে জনপ্রিয় করার জন্য।

ইন্ডিয়ান প্রিমিয়ার লিগেও ‘এমএসডিয়ান’, ‘রোহিতিয়ান’, ‘বিরাটিয়ান’ ভক্ত আছে। ফেসবুকে, ইউটিউবে স্বতন্ত্র এই খেলোয়াড়দের নিয়ে তাদের মধ্যে বাকবিতন্ডাও দেখা যায়। লিগ খেলার ধরণটাই এরকম এবং তাদের মূল লক্ষ্যই ভক্তদের ধরে রাখা। এখন ফেসবুকে ফ্যানবেস্ড পেজ, ফ্র্যাঞ্চাইজি বেস্ড ফ্যানপেজও আছে, ভক্তদের জন্য আয়োজন করা হয় বিভিন্ন ধরনের জার্সি-পেপার প্রভৃতি।

আসলে মিডিয়ার পরিবেশের পরিবর্তন এবং সেই পরিবর্তিত পরিবেশে নতুন নতুন মিডিয়া পণ্যের চাহিদা মোতাবেক সমাজে বিভিন্ন সময়ে বিভিন্ন বৈশিষ্ট্যের ভক্তশ্রেণী গড়ে তোলা হয়েছে। আর তামিমের ‘তামিমিয়ান’, ‘সাকিবিয়ান’, ‘মাশরাফিয়ান’-ও ভক্তকেন্দ্রিক ক্রিকেট কার্নিভাল বিপিএলের সৃষ্টিই।

তাহলে তামিমের ‘তামিমিয়ান’, ‘সাকিবিয়ান’, ‘মাশরাফিয়ান’ কে, বা কারা?

গেল বছর জুলাই অভ্যুত্থানের পর অক্টোবর মাসে দেশে দক্ষিণ আফ্রিকা সফরে সাকিব তার শেষ টেস্ট ম্যাচ খেলার ইচ্ছেপোষণ করেন। এই ইচ্ছেকে সম্মান প্রদর্শন করে বাংলাদেশ ক্রিকেট বোর্ড বাংলাদেশে টেস্ট স্কোয়াডে তার নাম ঘোষণা করলে বিপত্তি দেখা দেয়। এক দল তরুণ, যারা সাকিবের বিরুদ্ধে মিরপুর স্টেডিয়ামের সামনে বিক্ষোভ করতে থাকে। সাকিবের নাম না সরালে তারা তার ‘মিরপুর ব্লকেড’ করবে বলে জানান। পরবর্তীতে বিক্ষোভকারী প্রতিনিধিরা বিসিবির কাছে স্বারকলিপি প্রদান করেন। এরপরে স্কোয়াড থেকে সাকিবের নাম সরানোর পর ‘সাকিবিয়ান’ ব্যানারে সাকিবের সমর্থকরা বিক্ষোভ করেন। তারাও বিসিবির কাছে স্বারকলিপি প্রদান করেন। এরপর বিভিন্ন নাটকীয়তার পর সাকিব দেশে না ফিরতে পারলে দুই পক্ষের মধ্যে ধাওয়া, পাল্টা ধাওয়া, সংঘর্ষ হয়। বলতে দ্বিধা নেই, বিপিএলের মঞ্চে তামিমের বলা ‘তামিমিয়ান’, ‘সাকিবিয়ান’, ‘মাশরাফিয়ান’- এরাই। অর্থাৎ বৃহৎ অর্থে, তামিমের ‘তামিমিয়ান’, ‘সাকিবিয়ান’, ‘মাশরাফিয়ান’ ধারণা রাজনীতির সাথেও জড়িয়ে পড়েছে।

এই ঘটনার পূর্বেও টুর্নামেন্ট চলাকালীন ফেসবুক পেজে আমরা বিভিন্ন সময়ে এই ভক্তদের একে অপরের বিরুদ্ধে কথা বলতে দেখেছি। কিন্তু এই ঘটনার স্রষ্টা আসলে কে? এই ভক্তির দায় আসলে কার? ভক্তদের?

ক্রিকেট জীবনের অবসর নেওয়ার পূর্বেই ২০১৮ সালে রাজনীতিতে যোগদান করেন তৎকালীন বাংলাদেশের জাতীয় দলের ওয়ানডের অধিনায়ক মাশরাফি বিন মুর্তজা। সেই সময়ের ক্ষমতাসীন দল আওয়ামী লীগের হয়ে জাতীয় নির্বাচনে লড়াইয়ের জন্য তিনি মনোনয়নপত্র সংগ্রহ করেন। পরের বছর নড়াইল-২ আসন থেকে সাংসদ নির্বাচিত হন। এর চার বছর পর ২০২৩ সালে তার পদাঙ্ক অনুসরণ করে সাকিব আল হাসানও আওয়ামী লীগের হয়ে মনোনয়নপত্র সংগ্রহ করেন এবং পরের বছর তার এলাকা মাগুরা-১ আসন থেকে সাংসদ নির্বাচিত হন। স্বাধীন দেশের নাগরিক হিসেবে তারা রাজনীতি করবেন কি না—এটা অবশ্যই তাদের মৌলিক অধিকার বিষয়। কিন্তু এটা তাদের খেলোয়াড়ী জীবনের শেষ হওয়ার পূর্বেই কেন?

আবার বিপিএলের আয়েরও অন্যতম উৎসই ভক্তশ্রেণী। সামাজিক মিডিয়ার কল্যাণে এই ভক্তশ্রেণী বিভিন্ন ফেসবুকে বিভিন্ন পেজ খুলে বিভিন্ন খেলোয়াড়কে সমর্থন করতে দেখা যায়। তারাই তাদের পেজের নাম রাখে তামিমের ভক্ত ‘তামিমিয়ান’, সাকিবের ভক্তরা ‘সাকিবিয়ান’, এভাবেই মাশরাফির ভক্তরা ‘মাশরাফিয়ান’ নামে পেজ খোলে। এবং তাদের পছন্দের খেলোয়াড়দের বিভিন্ন ইভেন্টস, তথ্য, ভিডিও প্রভৃতি শেয়ার করেন। পরে দেখা যায়, তারা একে অপরের বিরুদ্ধে কথা বলছে। সামাজিক মিডিয়ার যুগে ট্রলিং খুব সাধারণ একটা বিষয় হয়ে গেছে। কিন্তু আমরা দেখেছি এই বিষয়গুলো তামিম এবং সাকিবের মধ্যকার সম্পর্কে বিরোধিতা সৃষ্টি করেছে। প্রশ্ন হলো, ভক্তদের এসব বিরোধিতা আন্তর্জাতিক একজন খেলোয়াড় হয়ে তারা কেন প্রবেশ করলেন?

তাহলে মোটের উপর প্রশ্ন—বাংলাদেশ বিভিন্ন ধাপ পেরিয়ে যখন যোগ্যতা-সম্পন্ন বেশ কিছু খেলোয়াড়কে একসঙ্গে পেল, তখন কেন দলে দু’জন তারকা খেলোয়াড়ের মধ্যে ‘বন্ধুত্ব’ থেকে ‘শত্রুতা’র সম্পর্কের দিকে এগুলো এবং স্থায়ী হয়ে উঠলো? কেন এটাকে স্থায়ী করা হলো? দলের জুনিয়রদের কাছে তারা অন্যদের ‘অনুপ্রেরণা’ না হয়ে কেন ‘ভয়ের কারণ’ হলেন? কেন আনন্দ দেওয়ার, পছন্দের দুই তারকার জন্য পৃথক পৃথক বলিষ্ঠ ভক্তশ্রেণী গড়ে উঠলো? ‘বলিষ্ঠ’ একারণেই লিখলাম, কারণ তারা পরস্পরকে ‘দেখতে’ বা ‘সহ্য করতে না পারার’ পর্যায়ে চলে গিয়েছিলেন। এখন দিন শেষে, তামিম তার বিদায়বেলায় এর পুরো দায় ভক্তশ্রেণীকেই দিয়ে গেলেন! ভক্তদের মধ্যকার এই বিভক্তির জন্য তামিম-সাকিব কি কোনোভাবে দায়ী নন? ভক্তদের কাছে কেন তারা কেবল ‘আইডল’ হয়ে থাকতে পারলেন না?

একজন তামিমকে দেখে আরও ১০ জন তামিম তৈরি হয়। একজন সাকিবের জন্যই আরও ১০ জন সাকিব তৈরি হয়। যারা খেলাটাকে পেশা হিসেবে নিতে চান, তারা তাদের অগ্রজকে অনুসরণ করেই স্বপ্ন দেখেন তাঁর মতো হয়ে ওঠার। কিন্তু তামিম, সাকিব কি এধরনের কোনো মনোগত প্রভাব তৈরি করতে পেরেছেন? তাঁরা রেখে গেছেন রেষারেষির সংস্কৃতি, ভক্তদের বিরোধিতার সাথে তাল মিলিয়ে ভক্তদের মধ্যে তৈরি করেছেন বিভক্তি।

এই ভুলগুলোর যেন আর পুনরাবৃত্তি না হয়, এজন্য দায়িত্ব নিতে হবে বাংলাদেশ ক্রিকেট বোর্ডকে (বিসিবি)। বিসিবির আচরণবিধির মধ্যে অবশ্যই এটা অন্তর্ভুক্ত করতে হবে যেন কোনো খেলোয়াড় তাঁর অবসরের পূর্বেই কোনো ধরনের রাজনীতির সঙ্গে সংশ্লিষ্ট হতে না পারেন।

দ্বিতীয়ত, দায়িত্ব নিতে হবে বাংলাদেশ ক্রীড়া শিক্ষা প্রতিষ্ঠানকে (বিকেএসপি)। বিকেএসপিতে ২০১৬ সালে ‘ক্রীড়াবিজ্ঞান’ নামে একটি বিভাগ খোলা হয়। অনাবাসিক শিক্ষার্থীদের জন্য ক্রীড়াবিজ্ঞান বিভাগের অধীনে ১০ মাসের একটি ডিপ্লোমা কোর্সেরও উদ্বোধন করা হয়। এর মধ্যে “ক্রীড়া মনোবিজ্ঞান” (Sports Psychology) নামে একটি বিষয় আছে। এর পাঠ্যসূচি হালনাগাদ করে সামাজিক মিডিয়ার আবির্ভাবে খেলাধুলার পরিমণ্ডলে যে পরিবর্তনগুলো হচ্ছে সেগুলো শনাক্ত করতে হবে। সেই বিষয়গুলো খেলোয়াড়দের মধ্যে কী ধরনের প্রভাব ফেলছে—তাও অনুসন্ধান করতে হবে।

প্রতিটি ঘরোয়া এবং আন্তর্জাতিক ক্রিকেট টুর্নামেন্টে কোনো খেলোয়াড় বা খেলা-সংশ্লিষ্ট কেউ কোনো ধরনের ট্রলিং বা সাইবার বুলিংয়ের শিকার হচ্ছেন কি না—এদিকে নজর দিতে হবে, এবং তা নিয়ে একটি প্রতিবেদন তৈরি করে তা বিকেএসপির ক্রীড়াবিজ্ঞান বিভাগে পেশ করতে হবে। এর মাধ্যমে তারা কিছু নির্দেশনা তৈরি করতে পারবেন।

একজন তামিম, সাকিব যেন শত শত তামিম, সাকিব তৈরি করতে পারেন, তাঁরা যেন ভক্তদের মধ্যে অনুসরণীয় হয়ে উঠতে পারেন—সেদিকে লক্ষ্য রাখতে হবে। সামাজিক মিডিয়ার কোলাহলপূর্ণ পরিবেশ যেন কোনোভাবে ব্যক্তিগত দ্বন্দ্বের কারণ না হয়ে ওঠে—এটা নিশ্চিত করতে হবে। সর্বোপরি, একটি সুস্থ, স্বাভাবিক, অনুপ্রেরণামূলক ড্রেসিং রুম সংস্কৃতি নিশ্চিত করতে হবে।

শেখ হাসিনার পলায়নের পর ভারত বাংলাদেশকে হিন্দু নিপীড়নের অভিযোগে অভিযুক্ত করলেও, ফ্যাক্টচেকারদের মতে এর বেশিরভাগই ভুয়া তথ্য। অথচ ভারতের নিজ দেশে সংখ্যালঘু নিপীড়ন বাড়লেও, সে বিষয়ে তাদের মিডিয়া বা রাজনৈতিক মঞ্চে তেমন কোনো উচ্চবাচ্য নেই। অনেক আন্তর্জাতিক মানবাধিকার সংস্থার মতে, ভারতের এই সংখ্যালঘু নির্যাতন জেনোসাইডের কাছাকাছি পৌঁছে গেছে বলে আশঙ্কা করা হচ্ছে।

Following the ouster of Sheikh Hasina—a close ally of India—on August 5, 2024, diplomatic relations between Bangladesh and India deteriorated. Since then, the Indian government officials, media, and social media users have repeatedly accused Bangladesh of persecuting its Hindu minority. However, independent fact-checkers, including Rumor Scanner, reported that at least 148 pieces of misinformation targeting Bangladesh were disseminated by Indian sources in 2024 alone.

International human rights organizations and global media reports suggest minority persecution in India has been rising. Some genocide researchers have even warned that India is on the brink of committing genocide against its Muslim minority. Nevertheless, while the Indian government and media remain vocal about minority issues in Bangladesh, they appear largely silent regarding similar issues within their own borders. When such concerns are raised, India often dismisses them as their internal matters. Fire at Hindu Artist’s Residence Sparks Misinformation

April 16: A fire broke out at the Manikganj home of Manabendra Ghosh, a Hindu sculptor in Bangladesh. Some Indian media outlets quickly alleged a communal arson attack. However, Ghosh himself told local media that communal hatred was not the motive; rather, misinformation regarding a satirical effigy of Sheikh Hasina may have sparked the incident. Cultural Affairs Adviser Mostafa Sarwar Farooki blamed individuals tied to the ousted Awami League faction.

‘Suspicious Death’ of Hindu Leader in Dinajpur

April 17: Local Hindu community leader Bhabesh Chandra Roy died under suspicious circumstances in Dinajpur in Bangladesh. Initially, some local media including The Daily Star reported that Roy was “beaten to death after abduction”. Indian outlets, The Hindu and Times of India, among others, quickly picked up the story citing The Daily Star report and framed it as a communal attack.

However, independent fact-checkers like Quadaruddin Shishir pointed out inconsistencies and political bias in early reports of the incident. Following the fact-check, The Daily Star retracted its story, which was cited by most of the Indian media, apologizing for publishing without adequate fact-checking on April 20. Bangladesh Police said that Roy collapsed suddenly at a local market after spending time with acquaintances. No signs of physical injury were found, though a viscera analysis is underway.

Md. Sumon Ali, a researcher and also local of Roy's Upazila, wrote in his Facebook account that three journalists who investigated the incident confirmed that claims of "beating to death" were false and they found no evidence of abduction or murder, suggesting instead that Roy might have died from other causes, verified by three local doctors. Ali alleged that the news claim of “beating to death” was spread by Subal Roy, a local journalist from Biral. “You can investigate in Biral to understand the kind of journalist Subal Roy is. You should also investigate how a local incident in Biral spread so far into India.There have long been allegations of Subal Roy’s links with RAW (India’s intelligence agency),” Mr. Ali added.

Despite the fact-check and retraction, India’s Ministry of External Affairs continued to condemn the death, calling it part of a “systematic persecution”. No Indian media that published the news citing The Daily Star, removed the report so far.

Members of Far-Right Hindu Group Attack Easter Service in India

April 20: Members of a far-right Hindu group raided a church service on Easter Sunday in the Indian city of Ahmedabad, who accused participants of carrying out religious conversions. Videos posted on social media showed activists from the Bajrang Dal and Vishva Hindu Parishad (VHP) storming into a private gathering in the city's Odhav area, brandishing sticks and chanting slogans like “Jai Shree Ram” (Glory to Lord Ram) and “Har Har Mahadev” (Hail Lord Shiva).

Hindutva calls for ‘Muslim massacre’ after Kashmir attack

April 22: Gunmen opened fire on tourists in Pahalgam of Indian-administered Kashmir, killing 26 people and injuring several others. The Kashmir Resistance (TRF), an offshoot of the Pakistan-based Lashkar-e-Taiba, claimed responsibility. Reports suggested the gunmen separated victims by religion; 25 Hindus and 1 Muslim (a Kashmiri who tried to stop the attackers from murdering the tourists) were killed. In the aftermath, Indian social media witnessed a wave of calls for Muslim genocide by Hindutva groups spreading anti-Muslim and anti-Kashmiri rhetoric. Opposition leader of West Bengal, Suvendu Adhikari, was seen spreading such hatred against Muslims when the body of tourist Bitan Adhikary, who was killed in the attack, arrived in Kolkata.

“He was killed just because he was a Hindu. In Hindustan, a Hindu will be killed! We are Modi's children. Just as Israel has destroyed Gaza, we will also wipe them out. We will erase their name and trace,” he said.

April 2025 saw a dangerous intensification of cross-border claims, communal rhetoric, and political opportunism. জুলাই-আগস্ট বিপ্লব পরবর্তী বাংলাদেশে এখন যার যা খুশি, তাই লিখছে। হাসিনা সরকারের পতনের পর রাষ্ট্রীয় নিয়ন্ত্রণ উঠে যাওয়ায় সামাজিক মাধ্যম একটা খেয়াল-খুশির বাহনে, পরিণত হয়েছে। যাচাই-বাছাই ছাড়াই পোস্ট, ছবি বা ভিডিও শেয়ার করা এখন এক সাধারণ অভ্যাস। এর ফলে গুজব ও অপতথ্য বা মিসইনফরমেশন দ্রুত ছড়াচ্ছে সমাজে।

এই মিথ্যা ও বিভ্রান্তিকর তথ্যের উদাহরণও কম নয়। যেমন, ২০২৩ সালে তোলা ছবিতে দেখা যায়, একজন লোক ডাস্টবিন থেকে কুড়িয়ে খাবার খাচ্ছে। ২০২৫ সালে আওয়ামী লীগ সমর্থিত অনেকেই ছবিটি শেয়ার করতে থাকেন। কয়েকদিন আগে সিলেটের বাটা শো-রুমে লুটপাটের ঘটনায় দুটি এআই-জেনারেটেড ছবি ছড়ানো হয়। যেখানে দেখানো হয় দাড়ি ও টুপি পরে লোকজন লুটপাট করছে। মুন্সিগঞ্জের টঙ্গীবাড়ি থানা পুলিশের লুট হওয়া অস্ত্র উদ্ধারের ছবি দেখিয়ে ছাত্রদল ও শিবিরের কর্মীরা দাবি করেন, রাজশাহী বিশ্ববিদ্যালয়ে তাদের প্রতিপক্ষের হল সভাপতির কক্ষ থেকে ওইসব অস্ত্র উদ্ধার করা হয়।

এমন বিভ্রান্তি শুধু দেশের মধ্যে সীমাবদ্ধ নয়। ভারতীয় গণমাধ্যমে হিন্দু নির্য়াতন নিয়ে বাংলাদেশের ছবি বলে বহু ভুয়া ছবি ও পোস্ট ছড়ানো হয়েছে। যেমন ক্রিকেটার মাশরাফির বাড়ি পুড়ে যাওয়ার ভিডিও বা ছবিকে আরেক ক্রিকেটার লিটন দাসের বাড়ি বলে প্রচার করা হয়। অনেক বাংলাদেশিও তা শেয়ার করেন। আবার আওয়ামী লীগের নতুন একটি প্রপাগান্ডা পেইজ দাবি করে, তৎকালীন তথ্য উপদেষ্টা নাহিদ ইসলামের বাবা ১০ কোটি টাকা টাকায় বাড়ি কিনেছেন—যা নিরপেক্ষ ফ্যাক্ট-চেকাররা মিথ্যা প্রমাণ করেছেন।

কারা গুজব ছড়ায়

যুক্তরাষ্ট্রের ইউনিভাসিটি অব মায়ামির পলিটিক্যাল সাইন্স বিভাগের অধ্যাপক শন লিটরেলের এর নেতৃত্বে একদল গবেষক দেখিয়েছেন—চার ধরনের মানুষ গুজব ছড়ায়। প্রথমত, যারা উদ্দেশ্য প্রণোদিতভাবে গুজব তৈরি করে। রাজনৈতিক, সামাজিক বা অর্থনৈতিক লাভের জন্য তারা মিথ্যা তথ্য বানায় এবং পুরোনো বা ভুল ছবি-ভিডিও দিয়ে মিথ্যা ন্যারেটিভ তৈরি করে। যেমন, জুলাই বিপ্লবের পর থেকে এটিম নামের একটি ফেসবুক পেইজ থেকে এমন বেশকিছু ডিসইনফরমেশন বা ভুয়া তথ্য ছড়ানো হয়েছে। আওয়ামী লীগ ও নিষিদ্ধ ছাত্রলীগের কর্মীরা তাদের পেইজ থেকে নানা বিকৃত ছবি ও ভিডিও বানিয়ে অপতথ্য কিংবা ভুয়া তথ্য প্রচার করে যাচ্ছে।

দ্বিতীয়ত, মিডিয়া ব্যবহারকারী যারা ওই গুজব-চক্রকে সাপোর্ট করে তারাও গুজব ছড়ায়। আওয়ামী লীগ, বিএনপি, জামায়াত বা বামপন্থী, সেক্যুলারপন্থী বা ইসলামপন্থীরা তাদের ন্যারেটিভ প্রচার করতে কিংবা তার প্রতিপক্ষকে হেয় করতে একরম মিথ্যা তথ্য ছড়ান। কিছুদিন আগে দেখলাম ফেসবুকে বিএনপিপন্থী ও জামায়াতপন্থী দুটো গ্রুপ একে অপরকে গুজব ছড়ানোর জন্য দায়ী করছে।

তৃতীয়ত, যাদের চিন্তা ও চেতনা গুজবের ন্যারেটিভের সাথে মিলে যায়। যেমন, বিএনপির কোন নেতা চাঁদাবাজির দায়ে আটক হয়েছে—এই খবরটি আওয়ামী লীগ, জামায়াত, বামপন্থী বা এনসিপি সব গ্রুপের কাছেই লোভনীয় খবর। এরকম কিছু দেখলে তারা বাছ-বিচার ছাড়াই শেয়ার করেন।

চতুর্থত, যাদের মিডিয়া লিটারেসি কম, ভালো-মন্দ বিচার না করেই গুজবকে সত্য বলে মনে করে। সমাজে এই ধরনের লোকের সংখ্যা সবচেয়ে বেশি। গুজব ছড়াতে এরাই সবচেয়ে বড় ভূমিকা পালন করে। কারণ সামাজিক মিড়িয়ার এলগরিদম তাদেরকে সহায়তা করে। আমি কিছুদিন ধরে খেয়াল করছি উচ্চশিক্ষিত লোকজনও গুজব শেয়ার করছে। এদের মধ্যে অনেকেই আছেন খুববেশি সামাজিক মিডিয়া ব্যবহার করেন না। অল্প সময়ের জন্য আসেন। অনেক সময় কিছু একটা শেয়ার করেন। আবার দ্রুত বের হয়ে যান। এরপর কি ঘটছে তা চিন্তা করেন না। কেউ কমেন্ট করলেও তা পড়েন না। মিথ্যা বা গুজব সরিয়ে দিতে অনুরোধ করলেও তারা আর দেখেন না। তারা মনে করেন—দিসি তো দিসিই।

যারা গুজব তৈরি করে এবং যারা গুজব থেকে ফায়দা নেয়—এই দুই গ্রুপকে মিথ্যা তথ্য ছড়ানো থেকে বিরত রাখা প্রায় অসম্ভব। বিশেষ করে যে রাষ্ট্রে নাগরিকের বাক-স্বাধীনতা থাকে, কিন্তু অপতথ্য বা ভুয়াতথ্য ছড়ানো প্রতিরোধে শক্ত আইনি ও তার প্রয়োগ নেই, সেখানে এমন লোকদের নিয়ন্ত্রণ করা কঠিন। তবে যাদের চিন্তা ও চেতনা গুজবের সাথে মিলে যায় এবং যাদের মিডিয়া লিটারেসি কম—অর্থ্যাৎ তৃতীয় ও চতুর্থ গ্রুপের মানুষকে গুজব থেকে নিবৃত করার সুযোগ রয়েছে। সেজন্য প্রয়োজন কার্যকর উদ্যোগ। রাষ্ট্র বা সমাজে মিডিয়া লিটারেসি বা গণমাধ্যম সাক্ষরতা বাড়ানোর মাধ্যমে এটা করা সম্ভব।

২০১৯ সালে সিএনএন-এর রিপোর্টে উঠে আসে, পৃথিবীর মধ্যে সবচেয়ে কম মিথ্যা ছড়ায় ফিনল্যান্ডে। এরপর আছে যথাক্রমে ডেনমার্ক, নেদারল্যান্ডস, সুইডেন, এস্তোনিয়া ও আয়ারল্যান্স। কারণ এই দেশগুলোর মিডিয়া সাক্ষরতার হার সবচেয়ে বেশি। এসব দেশের নাগরিকরা সামাজিক মাধ্যমে কোনকিছু শেয়ার করার আগে কয়েকবার চিন্তা করে। গুগল বা অন্য কোন উপায়ে সত্যতা যাচাইয়ের চেষ্টা করে। এর অন্যতম কারণ হচ্ছে এই দেশগুলো মিডিয়া লিটারেসি বাড়ানোর উদ্যোগ নিয়েছে।

মিডিয়া লিটারেসি কী?

মিডিয়া লিটারেসি বা মিডিয়া সাক্ষরতা হলো গণমাধ্যমের সংবাদ, ছবি, বার্তা, চিহ্ন ও প্রতীকগুলিকে সমালোচনার চোখে বিশ্লেষণ, মূল্যায়ন এবং বুঝতে পারার দক্ষতা। এটি আমাদেরকে মিডিয়ার বিভিন্ন রূপ যেমন সংবাদপত্র, টেলিভিশন, রেডিও, ইন্টারনেট এবং সামাজিক মাধ্যমের বার্তাগুলোকে সঠিকভাবে ব্যাখ্যা করতে সাহায্য করে। মিডিয়া সাক্ষরতা শুধু তথ্য গ্রহণই নয়, বরং তা যাচাই-বাছাই করে সঠিক সিদ্ধান্ত নেওয়ার ক্ষমতা প্রদান করে। এটি আমাদেরকে মিডিয়ার অপ্রত্যাশিত প্রভাব থেকে সচেতন করে। একটি বুদ্ধিমান ও বিচক্ষণ সমাজসদস্য হিসেবে গড়ে তুলতে সহায়তা করে। লেখাপড়া করে সাক্ষরজ্ঞান সম্পন্ন হওয়ার মতই মিডিয়া সাক্ষর না হলে আপনি সমাজের জন্য ক্ষতিকর কাজ করে ফেলতে পারেন।

বর্তমান ডিজিটাল যুগে মিডিয়া লিটারেসির গুরুত্ব আগের যেকোনো সময়ের চেয়ে বেশি। ইন্টারনেট এবং সোশ্যাল মিডিয়ার প্রসারের সাথে সাথে তথ্যের প্রবাহ অসীম হয়ে উঠেছে। প্রতিদিন আমরা হাজারো সংবাদ, বিজ্ঞাপন, ব্লগ পোস্ট এবং ভিডিওর মুখোমুখি হই, যার মধ্যে অনেকটাই ভুল তথ্য বা "ফেক নিউজ" হতে পারে। যুক্তরাষ্ট্রের ন্যাশনাল এসোসিয়েশন অব মিডিয়া লিটারেসি মোটাদাগে চারটি গুরুত্বের কথা বর্ণনা করেছে।

১. ভুল তথ্য চিহ্নিত করা: ইন্টারনেটে ভাইরাল হওয়া অনেক তথ্য বিভ্রান্তিকর বা মিথ্যা হতে পারে। মিডিয়া লিটারেসি আমাদেরকে এই তথ্যগুলো যাচাই করতে শেখায়, গুগলে কী-ওয়ার্ড দিয়ে তথ্য চেক করা, উৎসের নির্ভরযোগ্যতা যাচাই করা এবং অন্যান্য বিশ্বস্ত সূত্রের সাথে ক্রস-চেক করা।

২. পক্ষপাত ও প্রোপাগান্ডা সনাক্ত করা: মিডিয়া বার্তাগুলো কখনও কখনও নির্দিষ্ট এজেন্ডা বা পক্ষপাত দ্বারা প্রভাবিত হয়। মিডিয়া সাক্ষরতা আমাদেরকে এই পক্ষপাত বুঝতে এবং নিরপেক্ষ দৃষ্টিভঙ্গি গড়ে তুলতে সাহায্য করে।

৩. ব্যক্তিগত প্রভাব মোকাবেলা করা: গবেষণায় দেখা গেছে, মিডিয়া আমাদের মানসিক স্বাস্থ্য, শরীরের চিত্র এবং সামাজিক দৃষ্টিভঙ্গিকে প্রভাবিত করতে পারে। মিডিয়া লিটারেসি এই নেতিবাচক প্রভাবগুলো কমাতে সহায়তা করে।

৪. নাগরিক দায়িত্ব পালন: গণতান্ত্রিক সমাজে সঠিক তথ্যের ভিত্তিতে সিদ্ধান্ত নেওয়া অপরিহার্য। মিডিয়া সাক্ষরতা ভোটারদেরকে রাজনৈতিক প্রচারণা এবং সংবাদের সত্যতা যাচাই করতে সাহায্য করে।

যুক্তরাষ্ট্রের কর্নেল ইউনিভাসির্টির গবেষক ড. মেলিসা নিউকম্ব মিডিয়া লিটারেসি অর্জনের বেশ কিছু পদ্ধতির কথা বলেছেন।

১. সোশ্যাল মিডিয়ায় আপনি যা পড়ছেন (এবং পোস্ট করছেন) সে ​​সম্পর্কে সতর্ক থাকুন।

খুব কম বা কোনও তথ্য যাচাই না করলে, ভুল তথ্য (ভুল তথ্য) এবং বিভ্রান্তি (ইচ্ছাকৃতভাবে প্রতারণার উদ্দেশ্যে তৈরি মিথ্যা) সোশ্যাল মিডিয়ায় দাবানলের মতো ছড়িয়ে পড়তে পারে।

ফেসবুক এবং ইনস্টাগ্রামের মতো প্ল্যাটফর্মগুলি ব্যায়াম, ঘরের সাজসজ্জা এবং রেসিপি শেয়ার করার জন্য দুর্দান্ত হতে পারে - তবে তারা মানসম্পন্ন সংবাদের জন্য খুব অবিশ্বস্ত উৎস।

২. URL বা লিংকটি দুবার পরীক্ষা করুন

কিছু ওয়েবসাইট বিশেষভাবে গোপন উপায়ে বিভ্রান্তিকর তথ্য ছড়িয়ে দেয়: নিজেদেরকে নামী এবং পরিচিত সংবাদ উৎস হিসেবে ছদ্মবেশ ধারণ করে। যেমন বিবিসি বাংলা ডট কমের মতই দেখতে বিসিবি বাংলা ডট কম, যা একইরকম দেখতে কিন্তু বানানে ভিন্নতা আছে।

৩. অগোছালো লেখা থেকে সাবধান থাকুন

বিশ্বাসযোগ্য সংবাদ উৎস থেকে সংবাদগুলো একটি কঠোর সম্পাদনা প্রক্রিয়ার মধ্য দিয়ে যায়। যদি লেখাটি বানান এবং ব্যাকরণগত ত্রুটিতে ভরা থাকে, তাহলে এটি একটি স্পষ্ট লক্ষণ যে উৎসটি সঠিক নাও হতে পারে। কে বলেছে, কোথায় বলেছে এই ধরণের তথ্য আছে কিনা সংবাদ শেয়ার করার আগে দেখে নিন।

৪. 'ভুয়া খবর' সম্পর্কে সন্দিহান হোন

সামাজিক মাধ্যমে কোন একটি খবর দেখলেই তা সত্য বলে মনে করা থেকে বিরত থাকুন। ধরা যাক একটি সংবাদ দেখলেন, জামায়াত নেতার প্রশংসা করলেন আওয়ামী লীগ নেতা। এটা দেখেই লাফ দেবেন না। বরং সন্দেহ প্রকাশ করুন। কোন একটি ঘটনা অবিশ্বাস্য মনে হলে, মনে সন্দেহ হওয়াটাই মিডিয়া লিটারেসি বা সাক্ষরতা।

৫. শেয়ার করার আগে বিরতি দিন

কোনও লেখা ফরোয়ার্ড বা শেয়ার করার আগে বা সোশ্যাল মিডিয়ায় শেয়ার করার আগে, বিশেষ করে যদি এটি আপনাকে উত্তেজিত করে, দুবার ভাবুন, গভীরভাবে শ্বাস নিন, তারপর সিদ্ধান্ত নিন।

৬. বিশ্বস্ত উৎসগুলিতে লেগে থাকুন

যতটা সম্ভব, সংবাদের জন্য সোশ্যাল মিডিয়ার উপর নির্ভর করা এড়িয়ে চলুন—কারণ তাদের অ্যালগরিদমগুলি আপনার মতামতকে আরও শক্তিশালী করার জন্য ডিজাইন করা হয়েছে, আপনাকে সঠিক বা বস্তুনিষ্ঠ দৃষ্টিভঙ্গি দেয়ার জন্য নয়। নিয়মিত গণমাধ্যম যেমন প্রতিষ্ঠিত দৈনিক পত্রিকা ও টেলিভিশনের সংবাদ ও ওয়েবসাইট অনুসরণ করুন। কোন তথ্য অবিশ্বাস্য মনে হলে সেই ওয়েবসাইটে গিয়ে যাচাই করুন।

পরিশেষে বলবো, মহানবী মুহাম্মদ (সা)বলেছেন, কেউ যদি তোমাদের কাছে কোন নতুন তথ্য নিয়ে আসে, তা যাচাই করো। তথ্য যাচাই করার এই মানসিকতা হচ্ছে মিডিয়া সাক্ষরতা। বিভিন্ন মিডিয়ার তথ্য ও সংবাদ এবং নির্ভরযোগ্যতার জন্য তথ্য বিশ্লেষণ এবং মূল্যায়ন করতে সক্ষম হওয়া, আমাদের সিদ্ধান্ত নেওয়ার জন্য অত্যন্ত গুরুত্বপূর্ণ। ক্ষতিকারক, মিথ্যা তথ্য প্রতিরোধ এবং ঘৃণা ও পক্ষপাত মোকাবেলার জন্য বাংলাদেশের জনগণের মধ্যে সমালোচনামূলক চিন্তাভাবনার দক্ষতা অপরিহার্য। এজন্য তথ্য বা শিক্ষা মন্ত্রণালয় সাক্ষরতা কর্মসূচির মতো একটি ব্যাপক উদ্যোগ নিতে পারে।

২০১৪ সালে ফিনল্যান্ড সরকার স্কুল শিক্ষার্থীদের মিডিয়া সাক্ষরতা বাড়ানোর উদ্যোগ নেয়। আমি এখানে যেসব বিষয় নিয়ে পরামর্শ দিয়েছি, সেসব হাতে কলমে শেখানো হয় বিশেষ করে একাদশ- দ্বাদশ শ্রেনির শিক্ষার্থীদের। তাদের শেখানো হয়—মিডিয়ায় কোন তথ্য সরবরাহ করা হচ্ছে, তার উৎস কী, এই গল্পটি কেন তৈরি করা হয়েছে, এতে কার বা কাদের দৃষ্টিভঙ্গী উপস্থাপন করা হচ্ছে, তথ্যটি কতটা নির্ভরযোগ্য এবং এর পেছনে মিডিয়ার কোন উদ্দেশ্য থাকতে পারে। এই বিশ্লেষণী দক্ষতাই শিক্ষার্থীদের তৈরি করে সচেতন ও দায়িত্বশীল গণমাধ্যম ব্যবহারকারী হিসেবে।

এক শ্রেণির মানুষ নিজেদের স্বার্থে সত্য-মিথ্যা মিশিয়ে গুজব বানায়। বেশিরভাগ লোক না বুঝে তা শেয়ার করে বসে। মিডিয়া লিটারেসির অভাবে তাদের মধ্যে কোন প্রশ্ন ওঠেনা, খটকা লাগে না। মিডিয়া লিটারেসি বাড়ানোর মাধ্যমে ফিনল্যান্ডে মিথ্যা ছড়ানোর হার এখন খুব কম। ফেসবুকে কিছু দেখলেই শেয়ার করা একটা ব্যাধিতে পরিণত হয়েছে। সাধারণ সাক্ষরতার মতো মিডিয়া সাক্ষরতা বাড়ানোর মাধ্যমে এই ব্যাধি দূর করতে হবে। আমি মনে করি বাংলাদেশে বিষয়টি নিয়ে ভাবার সময় এসেছে। তথ্যপ্রযুক্তি শিক্ষার সঙ্গে মিলিয়ে মিডিয়া লিটারেসিকে পাঠ্যক্রমে অন্তর্ভুক্ত করা জরুরি। যেন আমাদের দেশের শিক্ষার্থীরা কোন কিছু শেয়ার করার আগে দু’বার ভাবে—আমি মিথ্যা বা ক্ষতিকর কিছু ছড়িয়ে দিচ্ছি না-তো। মানুষকে এভাবে ভাবানো গেলে মিথ্যা তথ্য প্রতিরোধে বাংলাদেশও অনন্য হয়ে উঠবে।

২০২৪ সালের নভেম্বরের শেষ সপ্তাহে আইপিএল মেগা নিলাম-পরবর্তীতে কমবেশি সকলের আগ্রহের কেন্দ্রে ছিল, নিলামে সর্বোচ্চ দামে বিক্রি হওয়া খেলোয়াড় কে? ২০০৮ সালে ফ্র্যাঞ্চাইজি-নির্ভর এই টি-২০ লিগ শুরু হওয়ার পর ক্রিকেট খেলুড়ে বিভিন্ন দেশেও একই মডেলে লিগ খেলা শুরু হয়। যেমন: বাংলাদেশে বাংলাদেশ প্রিমিয়ার লিগ (বিপিএল), অস্ট্রেলিয়ায় বিগ ব্যাস লিগ (বিবিএল), পাকিস্তানে পাকিস্তান প্রিমিয়ার লিগ (পিএসএল) প্রভৃতি। কিন্তু এগুলোর কোনোটার নিলাম-পরবর্তীতে ‘সর্বোচ্চ দামি খেলোয়াড়’- সংক্রান্ত কোনো সংবাদ মিডিয়ায় চোখে পড়ে না। থাকলেও সংবাদের শিরোনামগুলো হয় একটু ভিন্ন ধরনের; যেমন: ‘ড্রাফটে সর্বোচ্চ দামি খেলোয়াড়’, ‘সর্বোচ্চ দামি ক্যাটাগরিতে খেলোয়াড়’, কিংবা ‘ড্রাফটে সবচেয়ে দামি ক্যাটাগরিতে খেলোয়াড়’।

প্রশ্ন আসাটা খুবই স্বাভাবিক—কেন এই পার্থক্য? কেবল এটাই না, যারা আইপিএলের গত নিলামের সংবাদ পড়েছেন, কিংবা লাইভ দেখেছেন তারা জানেন যে ভারতের শ্রেয়াস আয়ারকে পাঞ্জাব কিংস সর্বোচ্চ দাম দিয়ে কেনার পর ২০ মিনিটেরও কম সময় তিনি আইপিএলের ইতিহাসে ‘সর্বোচ্চ দামি খেলোয়াড়’ ছিলেন। এরপরই ভারতের বর্তমানে সর্বাধিক আলোচিত ক্রিকেটার ঋষভ পন্ত আইপিএলের ইতিহাসের ‘সর্বোচ্চ দামি খেলোয়াড়’ হন। তাকে লক্ষ্ণৌ সুপার জায়ান্টস ২৭ কোটি রুপিতে কিনে নেয়। প্রশ্ন ওঠে, কিসের ভিত্তিতে একটা ফ্র্যাঞ্চাইজি একজন খেলোয়াড়কে এতো দাম দিয়ে কিনলো? এর মাধ্যমে দলের কী কোনো লাভ-ক্ষতি আছে? আইপিএল আসলে কী? এটা কি শুধুই ভারতীয় ক্রিকেট বোর্ড আয়োজিত বাৎসরিক কোনো টুর্নামেন্ট? নাকি এটা মারকাটারি ক্রিকেটের প্যাকেটে মোড়ানো এক বিশাল বাণিজ্যিক পণ্য, যেটাকে ক্রিকেটপাগল কোটি কোটি ভারতীয়র সামনে উপস্থাপন করা হয় মিডিয়া ন্যারেটিভ হিসেবে?

২০০৮ সালে আইপিএলের আবির্ভাবের মাধ্যমে ক্রিকেটবিশ্ব প্রথমবারের মতো ফ্র্যাঞ্চাইজি-নির্ভর ক্রিকেট টুর্নামেন্টের সাথে পরিচিত হয়। ভারতীয় ক্রিকেট বোর্ড আটটি ফ্র্যাঞ্চাইজি বিক্রি করে আটজন ফ্র্যাঞ্চাইজারের কাছে। বিশ্বক্রিকেটের এক ঝাঁক নামিদামী তারকা কে কোন দলে খেলবেন-তা নির্ধারণ করতে ক্রিকেট ইতিহাসে প্রথমবারের মতো আয়োজিত হয় নিলাম। লাখ লাখ দর্শক টিভি স্ক্রিনে দেখলেন, ক্রিকেট তারকাদের দলে ভেড়াতে কর্পোরেট জগতের তারকা আর বলিউডের তারকারা নিলামের ডাক দিচ্ছেন! বিজনেস টাইকুন, বিনোদন আর ক্রিকেট জগতের সংমিশ্রণে এটা যেন সরাসরি সম্প্রচারিত চিত্রনাট্য হয়ে উঠলো।

ক্রিকেট হয়ে ওঠে লাইভ সিনেমা!

আসলে আইপিএল বললেই যেন আমাদের চোখে ভেসে ওঠে চার-ছক্কার ধুন্ধুমার ক্রিকেটের পাশাপাশি বৈচিত্র্যময় নানা রঙ ও রূপের মেলা! স্টেডিয়ামের দর্শক থেকে শুরু করে চিয়ার লিডার প্রত্যেকেই বর্ণিল রঙে রঙিন! দর্শকরা তাদের পছন্দের দলের জার্সির অনুরূপ জার্সি পরেন। একইভাবে চিয়ার লিডাররাও খেলায় অংশ নেওয়া দুই দলের জার্সি-কেন্দ্রিক রঙ বাছাই করে মেকআপ নেন। ফ্লাডলাইটের নিচে স্টেডিয়ামের বর্ণিল আলোকসজ্জা অভিভূত করে ক্রিকেটপ্রেমিদের। টিভি স্ক্রিনে যতদূর চোখ যায়, পুরোটাই রঙিন বিজ্ঞাপনের দখলে। সময়ের সাথে পাল্লা দিয়ে আইপিএলের জৌলুসও বেড়েছে বহুগুণে। আইপিএলের পঞ্চম আসর, ২০১২ সাল থেকে ক্রিকেটারদের জুতাও রঙিন করা হয়। ২০১৬ সালে দেখা গেল অভিনব এক সংযোজন। আইপিএলের নবম আসরে বিরাট কোহলি, গৌতম গম্ভীর, যুবরাজ সিং, ডেভিড ওয়ার্নার প্রায় কমবেশি সবারই দুই পায়ে ছিল ভিন্ন ভিন্ন রঙের জুতা! খেলা শুরুর আগমুহূর্তে খেলোয়াড়দের মাঠে প্রবেশের সময় মিউজিক, আতশবাজি সবাইকে উদ্বেলিত করে তোলে। খেলার মাঝে শাহরুখ খান, প্রীতি জিনতার মতো বলিউড সুপারস্টারদের উপস্থিতি-- ভক্ত-অনুরাগীদের যেন টেলিভিশনের পর্দা ছেড়ে একচুলও নড়তে দেয় না! তাহলে পুরো বিষয়টা কী দাঁড়ালো? পুরো আইপিএল কাঠামোটাকে এমনভাবে সাজানো হয়েছে যেন দর্শকের মনোযোগ আকর্ষণ করা যায় সহজেই। নিলাম যেন ‘নতুন পর্বের সম্ভাব্য সেরা ট্রেলার’ নিলামে মূলত একজন খেলোয়াড়ের বেস বা ভিত্তি মূল্যের সাথে ফ্র্যাঞ্চাইজিগুলো বিভিন্ন খেলোয়াড়দের জন্য দাম হাকেন, এবং এদের মধ্যে যিনি সর্বোচ্চ দিতে রাজি হন, তিনি ওই নির্দিষ্ট খেলোয়াড়কে তার দলে ভেড়াতে পারেন। আর এটা উক্ত খেলোয়াড়ের সেই মৌসুমের বেতন। আগেই উল্লেখ করা হয়েছে, এই ফ্র্যাঞ্চাইজিগুলোর মালিক হলেন ভারতের সর্বোচ্চ ধনী ব্যবসায়ী এবং বলিউডের তারকারা। আর তাদেরকেই আমরা টেলিভিশনের পর্দায় দেখি ক্রিকেট তারকাদের নিয়ে নিলাম যুদ্ধে লিপ্ত হতে! আইপিএলের উদ্ভাবক ব্যবসায়িক পরিবারের সন্তান ললিত মোদির ভাষায়, ‘নিলাম হলো নতুন পর্বের সম্ভাব্য সেরা ট্রেলার’।

খেলোয়াড় শুধু ম্যাচ-উইনার নয়, বরং স্পন্সর-প্রিয়ও হতে হবে

আলোচনা সাপেক্ষে এটা বোধগম্য যে খেলোয়াড় নির্বাচনের এই নিলাম প্রক্রিয়ায় দুইটা বিষয় কাজ করে: ১। ফ্র্যাঞ্চাইজি শুধু ম্যাচ জয়ের জন্যই খেলোয়াড় নির্বাচন করেন না। বরং তারা স্পন্সরদের কথা বিবেচনায় নিয়ে ক্রিকেটারের সাথে ব্র্যান্ডের উপরও বিনিয়োগ করেন। ২। আর এই বিনিয়োগ, অর্থাৎ খেলোয়াড়ের মূল্য নির্ধারিত হয় বাজারের চাহিদা, ফ্র্যাঞ্চাইজির প্রয়োজন ও যোগানের উপর।

বিষয়টা ব্যাখ্যা করলে সহজ হবে। প্রথমতঃ ফ্র্যাঞ্চাইজিগুলোর আয়ের বড় একটা উৎস হলো মিডিয়া স্বত্ত্ব, যেটা আইপিএল কর্তৃপক্ষ বিক্রি করেন সম্প্রচারকারী টেলিভিশন চ্যানেল এবং অনলাইন স্ট্রিমারদের কাছে। এটা থেকে যে অর্থ আসে, সেটা ভাগ হয় ফ্র্যাঞ্চাইজিগুলোর মধ্যে। এক্ষেত্রে লিগ টেবিলে ফ্র্যাঞ্চাইজিগুলোর অবস্থানটা সবচেয়ে গুরুত্বপূর্ণ বিষয়। অর্থাৎ, রাউন্ড রবিন পদ্ধতিতে হওয়া খেলায় লিগ থেকে বাদ পড়ে যাওয়া দলগুলো মিডিয়া স্বত্ত্ব বাবদ যে অর্থ পায়, তার চেয়ে বেশি অর্থ পায় প্লে-অফ খেলা দলগুলো। আর ফাইনালে খেলা দল দু’টি পায় সর্বাধিক অর্থ।

দ্বিতীয়তঃ ফ্র্যাঞ্চাইজির প্রয়োজন ও যোগান কী? খুব স্বাভাবিকভাবেই এক ঝাঁক তারকা খেলোয়াড় থেকে একটা দল সেরা একাদশটাই বাছাই করতে চায়। এক্ষেত্রে দলটি সর্বমোট ২৫ জন এবং সর্বনিম্ন ১৮ জন খেলোয়াড় নির্বাচন করতে পারে। এখন এই দলটির একাদশের জন্য প্রয়োজন দ্রুতগতির বোলার, স্পিনার, বিভিন্ন অর্ডারে খেলা ব্যাটসম্যান, উইকেটকিপার, অলরাউন্ডার, আর একজন অধিনায়ক। পূর্বের মৌসুমে খেলা কিছু খেলোয়াড়কে রিটেন করা ছাড়া বাকি খেলোয়াড়কে নিতে হয় নিলামের মাধ্যমে। বাকি খেলোয়াড়গুলো থাকে নির্দিষ্ট দক্ষতার। কোনো দলের দ্রুতগতির বোলারের ঘাটতি থাকতে পারে, কারো মিডল অর্ডার ব্যাটসম্যান, কারো হয়ত উইকেটকিপার কিংবা অলরাউন্ডার। এটাই হলো ফ্র্যাঞ্চাইজির প্রয়োজন। এখন ফ্র্যাঞ্চাইজির মোট অর্থ থেকে পূর্বের মৌসুমের খেলোয়াড়কে রিটেন করার পর যে অর্থ থাকে সেটা নিয়েই দলটিকে নিলাম প্রক্রিয়ায় যেতে হয়। এই অর্থটাই হলো ফ্র্যাঞ্চাইজির যোগান।

সুতরাং, নিলামের সময় ফ্র্যাঞ্চাইজির শুধু একজন ম্যাচ-উইনারই প্রয়োজন হয় না, বরং এটার পাশাপাশি খেলোয়াড় নির্বাচনের বিষয়টা স্পন্সরদের পছন্দ, দলের বাজেট, দলের প্রয়োজন এবং তাদের ফাঁকা স্পটের উপর নির্ভর করে।

ব্যতিক্রমী নিয়মে বাড়তি ড্রামা

কোটি কোটি দর্শককে চুম্বকের মতো ধরে রাখতেই আইপিএল-কর্তৃকক্ষ আন্তর্জাাতিক ক্রিকেটের নিয়মকানুন পাশ কাটিয়ে সংযোজন করেছে বিভিন্ন ধরনের ব্যতিক্রমী অনুষঙ্গ। ওয়াইড, নো বলে রিভিউ নেওয়া, এক ওভারে বোলারের দু’টা বাউন্সার দেয়ার সুযোগ প্রভৃতি।

নিলামে আছে রাইট টু ম্যাচ কার্ড। এর মাধ্যমে আইপিএল দলগুলোকে তাদের ষষ্ঠ খেলোয়াড় ধরে রাখার সুযোগ দেয়। এর ফলে প্রাথমিকভাবে কোনো ক্রিকেটারকে ছেড়ে দেওয়ার পরেও নিলাম থেকে তাঁকে নেওয়ার পথ খোলা থাকে। আবার ‘ইমপ্যাক্ট প্লেয়ার’ নিয়মের জন্যই এখন আইপিএলকে অনেকেই ১১ জনের পরিবর্তে ১২ জনের খেলা বলে অভিহিত করছেন। খেলার ফলাফলের পরিবর্তনের জন্য প্রয়োজন মনে করলে কোচ কিংবা অধিনায়ক নতুন একজন খেলোয়াড়কে মাঠে নামাতে পারেন। আরও আছে স্ট্র্যাটেজিক টাইম আউট। এটা ম্যাচ চলাকালীন সংক্ষিপ্ত সময়ের বিরতি, যা দুই ইনিংসে দুই মিনিট ৩০ সেকেন্ড করে মোট পাঁচ মিনিটের হয়ে থাকে। আপাতদৃষ্টিতে এই সময়ে খেলোয়াড়রা তাদের খেলার জন্য কিছু পরিকল্পনা করতে পারেন। কিন্তু প্রকৃতপক্ষে এটা স্পন্সরদের জন্য নির্ধারিত বিজ্ঞাপনের সময়।

অর্থাৎ আইপিএল মাঠে গড়ানোর পূর্বে খেলোয়াড় নির্বাচন, নিলাম প্রক্রিয়া, খেলার অভিনব নিয়ম এবং খেলা চলাকালীন মাঠের সাজ-সজ্জা, রঙিন বিজ্ঞাপন- পুরো কাঠামোটাই দর্শককেন্দ্রিক মিডিয়া উপযোগী একটা বাণিজ্যিক পণ্য।

অতএব ‘দামি খেলোয়াড়’ মিডিয়ার ন্যারেটিভ ছাড়া আর কিছুই না!

মিডিয়ার অর্থনৈতিক কাজ হলো মুনাফা অর্জন করা। এটা করতে যেয়ে তারা সমাজের বিভিন্ন স্তরের, বিভিন্ন শ্রেণীর গল্পগুলো খুঁজে বের করে এবং গল্পগুলোকে নির্দিষ্ট মিডিয়ার ধরণ অনুযায়ী গুছিয়ে, সাজিয়ে নির্দিষ্ট অডিয়েন্সের কাছে উপস্থাপন করে। এই নির্দিষ্ট মিডিয়ার ধরণ অনুযায়ী গল্পগুলোকে উপস্থাপন করাটাই হলো ন্যারেটিভ।

ন্যারেটিভ বলতে কেবল গল্পের উম্মোচনকেই বোঝানো হয় না, বরং এর ভেতরের স্তরগুলোকেও সনাক্ত করা, স্তরগুলোর পারস্পরিক যোগসূত্রকে চিহিৃত করাকেও বোঝায়। ন্যারেটিভের অর্থ এক শব্দ থেকে আরেক শব্দে যাওয়া নয় বরং এক স্তর থেকে পরবর্তী স্তরে যাওয়াকে বোঝায়। অতএব গল্পটা বলার জন্য ন্যারেটিভের নির্দিষ্ট কিছু মানদন্ড আছে। আইপিএলকেও ন্যারেটিভের এই বাক্সের মধ্যে ফেলেই জনপ্রিয় করা হয়। এজন্যই একটা টুর্ণামেন্টকে কেন্দ্র করে নিলাম প্রক্রিয়া, অভিনব নিয়ম, খেলোয়াড়ের সাজসজ্জা, স্টেডিয়ামের সাজসজ্জা, প্রভৃতির আয়োজন করা হয়।

ঠিক একইভাবে আইপিএলের নিলামের দামি খেলোয়াড়ও এই ন্যারেটিভের মানদন্ডেরই আরেকটা অংশ। কীভাবে- এটা জানতে আমরা এবারের দামি খেলোয়াড় পন্তের বিষয়টার দিকে নজর দেবো। যেমনটা আগে উল্লেখ করা হয়েছে, পন্তকে লক্ষ্ণৌ ২৭ কোটি রুপিতে কিনে নেয় আর এতে করে পন্ত হয়ে গেলেন আইপিএলের ইতিহাসে সবচেয়ে ‘দামি খেলোয়াড়’। তাকে কেন্দ্র করে নিলামের অংশটুকুও ছিল বেশ নাটকীয়। টেলিভিশনের সামনে বসে দেখা সেই মুহূর্তের যে উত্তেজনা তা কোন শব্দ, বাক্য বা ভাষা দিয়ে হয়তো বোঝানো সম্ভব নয়, তবে সেই পরিবেশটা বর্ণনা করলে ন্যারেটিভের মানদন্ডগুলো বোঝা যায়। যাহোক, নিলামে যখন পন্তের নাম ঘোষণা করা হয়, তখন অডিয়েন্সের হাততালিতে পুরো হল সরব হয়ে ওঠে। দুই কোটি টাকার বেস প্রাইজের পন্তের জন্য শুরুতেই দর হাকে লক্ষ্ণৌ। নিলাম যুদ্ধটা শুরুই হয় রয়েল চ্যালেঞ্জার্স বেঙ্গালুরু এবং লক্ষ্ণৌ-এর মধ্যে দর কষাকষির মাধ্যমে। এটা যেয়ে ঠেকে লক্ষ্ণৌ-এর ১১.২৫ কোটি রুপিতে। এই সময় বেঙ্গালুরু পিছু হটে যায়। পুরো সময়টা বেশ মনোযোগ দিয়ে পর্যবেক্ষণ করছিলেন পন্তের পুরোনো ফ্র্যাঞ্চাইজি দিল্লি ক্যাপিটালস, যার কাছে ছিল আরটিএম কার্ড, আর দেখছিলেন সানরাইজার্স হায়দরাবাদ। যাহোক, বেঙ্গালুরু পেছনে সরে গেলে মনে হচ্ছিল পন্ত ১১.২৫ কোটি রুপিতেই লক্ষ্ণৌ-এর দলে ভিড়তে যাচ্ছেন। কিন্তু হঠাৎই পন্তের জন্য ১১.৫০ কোটি রুপি দর হাকেন হায়দরাবাদের মালিক কাব্য মারান। এই সময় হায়দরাবাদ আর লক্ষ্ণৌ-এর মধ্যে উত্তেজনাপূর্ণ নিলাম যুদ্ধ চলতে থাকে। চারদিকে অডিয়েন্সের করতালির আওয়াজে নিলামদারের কথা অস্পষ্ট হয়ে যায়। একপর্যায়ে হায়দরাবাদের ২০ কোটি রুপি ঘোষণার বিপরীতে লক্ষ্ণৌ ২০.৭৫ কোটি দর হাকে। এরপর হায়দরাবাদ আর নতুন করে কোনো দর ঘোষণা করে না। এই পর্যায়ে দিল্লি তাদের আরটিএম কার্ড ব্যবহারের সিদ্ধান্ত নেয়। কিন্তু লক্ষ্ণৌ তখন সব রেকর্ড ভেঙে দিয়ে ২৭ কোটি রুপি ঘোষণা করে। নিলামে ফ্র্যাঞ্চাইজিদের এই লড়াইটা যেকোনো সিনেমার উত্তেজনাকেও হার মানায়।

আইপিএলকে এই নিলাম প্রক্রিয়াটাই অন্যান্য ক্রিকেট লিগ থেকে আলাদা করেছে। এখানে খেলোয়াড় নির্বাচন করার জন্য নিলাম যুদ্ধের মাধ্যমে খেলোয়াড়ের দাম নির্ধারণ করা হয়। আর অন্যান্য লিগগুলোতে ড্রাফটের মাধ্যমে খেলোয়াড় নির্বাচন এবং দাম নির্ধারণ করা হয়। সুনির্দিষ্ট সংখ্যক খেলোয়াড়দের বিভিন্ন বিভাগে ভাগ করা হয়। বিভাগগুলোর জন্য দামের একটা পরিসীমা নির্ধারণ করে দেওয়া থাকে। বিভিন্ন ফ্র্যাঞ্চাইজিগুলো নির্দিষ্ট ওই পরিসীমা থেকে খেলোয়াড়দের জন্য দাম নির্ধারণ করে। আর এজন্যই আইপিএল বাদে অন্যান্য লিগ খেলাগুলোতে আমরা ‘দামি খেলোয়াড়’ শিরোনামের পরিবর্তে ‘ড্রাফটে সর্বোচ্চ দামি খেলোয়াড়’, ‘সর্বোচ্চ দামি ক্যাটাগরিতে খেলোয়াড়’, কিংবা ‘ ‘ড্রাফটে সবচেয়ে দামি ক্যাটাগরিতে খেলোয়াড়’- এই ধরনের শিরোনামের সংবাদগুলো দেখি।

এবার দেখা যাক, নিলাম-পূর্ববর্তী ঘটনাগুলো। এবারের সর্বোচ্চ দামি খেলোয়াড় পন্তের গল্পটা আমরা আলোচনা করছিলাম। আইপিএলের নিলামের নিয়ম ‘আরটিএম’-এর জন্যই পন্ত আইপিএলের ইতিহাসে সবচেয়ে দামি খেলোয়াড় হয়েছেন। এমনটা যে হবে এটা অনেকেই আগে থেকে অনুমান করেছিলেন। অনুমান করেছিলেন পন্ত নিজেও। কারণ খেলোয়াড় হিসেবে তিনি একজন উইকেটরক্ষক-ব্যাটসম্যান, যার নেতৃত্ব দেওয়ার মতো সক্ষমতাও আছে। বিভিন্ন দলের প্রয়োজন বিবেচনায় এই মৌসুমে বেশ কয়েকটি দলের এমন বৈশিষ্ট্যের খেলোয়াড় প্রয়োজন ছিল। আর এই বিশ্লেষণটা পন্ত ভালোভাবেই আঁচ করতে পেরেছিলেন। সাথে বাজারের একটা চাহিদাও ছিল। ভয়াবহ একটা দুর্ঘটনা থেকে বেঁচে, পুনরায় ক্রিকেটে ফিরে আসায় ক্রিকেটপ্রেমিদের কাছে তার গ্রহণযোগ্যতা অধিক মাত্রায় বৃদ্ধি পায়। আর বাজার এই আবেগটাকেই ধরতে চেয়েছিল। এজন্যই দিল্লি তাকে রিটেন করতে চাইলেও তিনি সামাজিক মিডিয়া এক্সে আচমকাই মধ্যরাতে পোস্ট দিয়েছিলেন, ‘নিলামে যদি আমার নাম ওঠে, আমি কি বিক্রি হবো, নাকি অবিক্রিত থেকে যাব? হলে কত মূল্যে?’

লক্ষ্ণৌ তাদের উইকেট-কিপার ব্যাটসম্যান এবং অধিনায়ক লোকেশ রাহুলকে রিলিজ করেছিল। যদিও আরটিএম কার্ড ব্যবহার করে তারা তাকে রিটেন করতে পারতো। কিন্তু রাহুলের সেখানে আবার ফিরে যাওয়ার কোনো কারণ ছিল না। গত মৌসুমে তার আর লক্ষ্ণৌর মালিক সঞ্জীব গোয়েঙ্কার বিবাদের ঘটনাটা অনেকেই জানেন। ভারতীয় ক্রিকেট মহলে বিতর্কিত অধ্যায় হিসেবে থেকে যাবে ১৭তম আইপিএলে রাহুল ও গোয়েঙ্কার সেই বিবাদ। গত মৌসুমে লক্ষ্ণৌ হায়দরাবাদের কাছে এক ম্যাচ হেরে যাওয়ার পর মাঠে প্রকাশ্যে রাহুলকে ভর্ৎসনা করেছিলেন দলের মালিক গোয়েঙ্কা। এমনকি লক্ষ্ণৌর দলের মালিক রাহুলের সাথে উত্তপ্ত কথোপকথন ক্যামেরায় ধরাও পড়েছিল। আর এটা দ্রুতই ভক্ত এবং ক্রিকেট বিশেষজ্ঞদের মধ্যে একটি চর্চার বিষয় হয়ে উঠেছিল। এই ঘটনাটা লক্ষ্ণৌর ইমেজকে অনেকটাই খারাপ করে ফেলেছিল। এজন্য লক্ষ্ণৌও অডিয়েন্সের ঐ আবেগকে জিততে চেয়েছিল।

রাহুল দল থেকে চলে যাওয়ার পর লক্ষ্ণৌর দরকার ছিল এমন একজন উইকেটরক্ষক-ব্যাটসম্যান, যার নেতৃত্ব দেওয়ার মতো সক্ষমতা আছে। এক্ষেত্রে পছন্দের শীর্ষে ছিল পন্ত, রাহুল আর জস বাটলার। তবে রাহুলের ফেরার সম্ভাবনা না থাকার কারণে পন্ত, আর বাটলার ছিল তাদের অপশন। কিন্তু লক্ষ্ণৌর প্রয়োজন ছিল এমন একজন মার্কি খেলোয়াড় যার মাধ্যমে ফ্র্যাঞ্চাইজির ইমেজ উন্নত হবে এবং ব্যবসায়িক দিক দিয়েও লাভবান হওয়া যাবে। সুতরাং পন্ত ছাড়া লক্ষ্ণৌ-এর কাছে আর কোনো বিকল্প ছিল না। আর নিলামে আসার আগে থেকেই এটাই ছিল তাদের পরিকল্পনা। এজন্য ৬৯ কোটি রুপি নিয়ে নিলামে আসা এই ফ্র্যাঞ্চাইজি দিল্লির আরটিএম কার্ড ব্যবহারের সিদ্ধান্তের পরিপ্রেক্ষিতে হায়দরাবাদের ডাকা ২০. ৭৫ কোটি থেকে এক লাফে ২৭ কোটি রুপিতে চলে যাওয়াটা বিস্ময়কর কোনো বিষয়ই ছিল না!

লক্ষ্ণৌ-এর কর্ণধার গোয়েঙ্কা বলছিলেন ‘এটা শুধু একজন ব্যক্তিগত খেলোয়াড়ের বিষয় ছিল না।... আমরা কি সবচেয়ে দামি খেলোয়াড় কিনতে চেয়েছিলাম? না, সেটাও নয়। দিনের শেষে, এটি ফ্র্যাঞ্চাইজির কাছে খুব একটা বড় বিষয় নয়। ... আমি আশা করছি, তাকে এলএসজির অংশ হিসেবে দেখে ভক্তরা নিশ্চয়ই খুব খুশি হবে।’

গোয়েঙ্কা যথার্থই বলেছিলেন, এটা শুধু একজন ব্যক্তিগত খেলোয়াড়ের বিষয় ছিল না। কারণ তারা ২৭ কোটি রুপির বিনিময়ে শুধু একজন খেলোয়াড়কেই কেনেননি। তারা কিনেছেন ফ্র্যাঞ্চাইজির ইমেজকেও। মুক্ত বাজার অর্থনীতিতে বাজার ধরে রাখতে এটার কোনো বিকল্প ছিল না। সড়ক দুর্ঘটনায় মৃত্যুর মুখ থেকে ফিরে পুনরায় ক্রিকেট মাঠে ফিরে আসলে সারা বছর ধরে পন্তকে কেন্দ্র করে মিডিয়ার আবেগঘন সংবাদ, ফিচার, তাকে ঘিরে বিভিন্ন তারকাদের বক্তব্যের কারণে তাকে কেন্দ্র করে একটা বিশাল বাজার তৈরি হয়ে যায়। অন্যদিকে, ফ্র্যাঞ্চাইজিদের দলের সৃষ্ট প্রয়োজন বা ফাঁকা জায়গা বিবেচনায় এটা বোঝা খুবই সহজ যে এই আসরে পন্ত-ই ছিলেন সেই চিত্রনাট্যের তারকা, সবচেয়ে ‘দামি খেলোয়াড়’। কিন্তু আইপিএলের ক্রিকেট আসরে এই দামি খেলোয়াড়রা যে সবসময় সবচেয়ে ভালো পারফর্ম করতে পারেন, কিংবা করেছেন- এমনটা মোটেও না। বরং সর্বশেষ কয়েকটা আসর বিবেচনায় নিয়ে দেখা যায়, বেশিরভাগ ক্ষেত্রেই তারা ব্যর্থ হয়েছেন। কিন্তু এটা নিয়ে সেই নির্দিষ্ট ফ্র্যাঞ্চাইজির কোনো আফসোসও দেখা যায়নি কখনোই! কারণটা খুবই স্পষ্ট। যে বাজারকে ধরতে তারা এই বিশাল অংক খরচ করেছিলেন, বা করেন, সেটা তারা বিশাল অংকের মুনাফা সমেত ফিরে পান।

৭৪ ম্যাচের দীর্ঘ দুই মাসের ক্রিকেট আসরকে কেন্দ্রে রেখে টুর্নামেন্ট শুরু হওয়ার আগে থেকেই এতো আয়োজন, জাঁকজমকপূর্ণ নিলাম প্রক্রিয়া, নিলামের অভিনব কায়দা- কানুন- সবটাই সাজানো হয় এই ‘দামি খেলোয়াড়’-এর কনসেপ্টকে ঘিরে। অর্থাৎ এটা খুবই সহজবোধ্য যে, মিডিয়ার মুনাফা অর্জনের জন্য ‘দামি খেলোয়াড়’ তকমা মিডিয়া-সৃষ্ট একটা ন্যারেটিভ।

ভুল তথ্য মোকাবেলায় বাংলাদেশের নীতিনির্ধারকরা মোটাদাগে আটটি বিষয়ে নজর দিতে পারেন। কারণ ভুল তথ্য ও বিভ্রান্তিমূলক তথ্য নতুন কিছু নয়। তবে এর থেকে উত্তরণের জন্য মিডিয়া লিটারেসি এবং কমিউনিটি নির্ভর তথ্য যাচাইয়ের উপর জোর দেওয়া প্রয়োজন, শুধুমাত্র ফ্যাক্ট চেকিংয়ের উপর নির্ভরশীল না হয়ে।

Fake news, misinformation, and disinformation have long been a global challenge, and Bangladesh is no exception. While an informed public requires no further explanation of its consequences, the way misinformation and disinformation have been framed as policy concerns by the Hasina government demands a closer scrutiny. Over the past 15 years, these have been repeatedly weaponized to justify censorship and suppress dissent. Alternative views and voices have frequently been dismissed as rumors and false, leading to legal action, harassment, and imprisonment of those who shared and circulated them. This is not to suggest that these individuals never spread misinformation. Indeed, they do. However, I want to highlight how the government selectively misused “fake news” toward suppressing dissent rather than combating misinformation.

After the July revolution and the fall of the Hasina government on August 5, 2024, Bangladesh has witnessed and faced firsthand how fake news escalated beyond small-scale harm and turned into a national crisis. A surge of false or misleading information flooded social media, later making its way into international media, including in neighboring countries. This mis-/disinformation significantly influenced Bangladesh’s relations with India and other nations. Consequently, under the leadership of Dr. Muhammad Yunus, the government seems to have begun treating the issue as a matter of national security. Yet, despite identifying the problem, both the government and civil society displayed a lack of clarity in their responses. As one of Bangladesh's earliest fact-checkers, I had the opportunity to share insights on this issue and provide input to various initiatives. I noticed that there is a serious gap in understanding this issue of misinformation and fake news in Bangladesh. Considering the global trend in misinformation research as well as my professional expertise and experience, I have put together the following eight things, primarily for policy makers, to better know the issues of fake news, misinformation, and disinformation in the context of Bangladesh.

1. Fake news is not a new phenomenon

Policymakers often discuss fake news as though it is a new challenge. However, fake news and other related terms such as misinformation, rumors, and propaganda have existed throughout history. A study by the International Center for Journalists traced fake news in Europe back over 2,000 years, showing that such misinformation was often published in contemporary media. Fake news has played a role in wars, political transitions, revolutions, and uprisings. This clarifies that fake news is not merely a social media problem—rather, the reach and influence of social media have exacerbated its negative effects. Just as past governments wanted to tackle fake news, so too did the Hasina administration. However, instead of finding solutions, the Hasina Regime turned to suppressing free speech. Through the CRI and other state apparatus, the government rather funded and facilitated networks to spread counter-misinformation, which ultimately backfired. Platforms such as Facebook, Twitter, and TikTok later exposed these government-affiliated disinformation campaigns.

2. Not everyone spreads fake news intentionally

Many policymakers advocate for strict, punitive measures against those who spread fake news. However, they need to understand the difference between misinformation and disinformation. Misinformation arises from ignorance or bias, where individuals unintentionally spread false information as truth. Disinformation, on the other hand, involves deliberate fabrication and coordinated dissemination to harm individuals, societies, or political entities. So, both misinformation and disinformation require distinct responses. For example, media literacy and information resilience programs may help better educate those who spread misinformation unintentionally. In the case of disinformation, nuanced detection methods need to be employed to identify the responsible actors. With my extensive experience in these issues, I can attest that experts have developed numerous ways to track such actors of disinformation. One potential solution is to implement regulatory mechanisms that would impact the financial incentives of media organizations that are found to spread mis/disinformation persistently. For instance, press councils or relevant authorities could introduce accountability measures on the disbursement of advertisement revenues. Alternatively, the Ministry of Information could collaborate with universities to publish monthly reports on media outlets that spread mis/diinformation. However, the government should avoid directly engaging in fact-checking activities or statistical analysis; its role should be to facilitate independent oversight.

3. Fake news cannot be tackled solely through fact-checking

During seminars and discussions, concern over fake news is invariably followed by a call for widespread fact-checking. However, this is neither feasible nor sufficient. Fact-checking is not a singular skill; but it requires a combination of news literacy, critical thinking, technical proficiency, journalistic acumen, and an understanding of social media policies. Furthermore, it is unrealistic for a society or state to expect universal fact-checking capabilities. Instead, the focus should be on advancing media literacy. Understanding the core elements that make information reliable should be a fundamental focus of education. Many countries have integrated such lessons into primary and secondary education. Ministries such as Youth Development and Social Welfare could introduce long-term, structured programs to enhance mass level media literacy.

4. Restricting the internet or imposing legal penalties will not solve fake news

In Bangladesh, discussions on fake news are often linked to censorship. Globally, restrictions on media freedom have resulted in the widespread public distrust in mainstream news outlets. The lack of institutional mechanisms to counter misinformation often lead the authorities to take a punitive rather than corrective approach, such as media shutdowns and impractical penalties. Such harsh measures ultimately harm the entire nation. Instead, media accountability should be strengthened through institutional mechanisms, such as independent research units in universities and government institutions like the Press Institute of Bangladesh (PIB). Establishing independent media watchdog organizations could also contribute to a more structured approach to addressing fake news.

5. Fact-checking is not a purely technical skill

Discussions on fake news often imply that fact-checking is a complex science, with policymakers frequently consulting computer scientists and engineers. While Bangladesh’s ICT Ministry has undertaken various initiatives to ensure fact-checking, the fundamental fact remains the same: fighting misinformation truly requires developing common sense and imparting basic media literacy. Fact-checking does not always require advanced technological expertise. While open-source intelligence (OSINT) techniques do demand technical skills, the broader task of verifying information depends on public understanding of what constitutes fact and evidence, which originally comes from having basic information and digital literacy. So, fact-checking should not be seen as an exclusive domain of tech professionals.

6. The less educated are not necessarily more vulnerable to fake news

In discussions about fake news, educated elites often cite rural populations as the most susceptible to misinformation. They argue that limited education and lack of digital literacy make these communities more vulnerable. However, research indicates that dissemination of fake news and accepting it as fact are influenced not only by educational levels but also by political polarization, religious biases, social divides, and personal incentives. Education alone is not the primary determinant of vulnerability to misinformation; various factors make it more complex.

7. Fact-checking is not solely the responsibility of professional fact-checkers

It is widely assumed that only professional fact-checkers should verify information. However, access to reliable information is a fundamental right of all citizens. Fact-checking should be embedded within various professional and social communities. The limited number of professional fact-checkers cannot address the vast volume of misinformation alone. Instead, community-based fact-checking models should be encouraged. Social media influencers, medical professionals, scientists, and other professionals should be equipped with the necessary skills to circulate accurate information. Mistakes will occur, but with continuous training and engagement, communities can develop strong fact-checking capacities.

8. Not all fake news can be fact-checked

Every field has limitations, and fact-checking is no exception. Fact-checking aims to determine the accuracy of claims and clarify what is true. However, certain types of information cannot be fact-checked, including personal beliefs, predictions, unverifiable claims, especially the ones lacking tangible evidence.

By addressing these eight key issues, policymakers can develop more effective strategies to combat misinformation while safeguarding freedom of expression and ensuring access to reliable information for all.

সাবেক প্রধানমন্ত্রী শেখ হাসিনার সরকারকালে (২০০৯-২০২৪) বাংলাদেশে গণমাধ্যমের স্বাধীনতা শুধুমাত্র একটি ফাঁকা বুলিতে পরিণত হয়েছিল। অধিকাংশ সংবাদমাধ্যম ভয় ও চাপের ফলে সরাসরি বা পরোক্ষভাবে রাষ্ট্রীয় প্রচার মাধ্যমের মত ভূমিকা রেখেছে। যার ফলে ফ্রিডম ইনডেক্সে বাংলাদেশের অবস্থান নেমে আসে ১৬৫তম যা আগে ছিল ১১৮তম।

Media is often called the fourth estate of a country, complementing the constitutionally established executive, legislative, and judicial branches. "Fourth Estate" reflects the media's vital role in empowering citizens with information to hold governments accountable. Media is also called the mirror of the world, as it reflects events, issues, and developments occurring globally, providing a snapshot of society much like a mirror reflects an individual's image.

However, over the past 16 years, Bangladesh has witnessed one-sided representation of the media. Most media outlets in the country refrained from publishing reports critical of Sheikh Hasina, the former Prime Minister of Bangladesh. While destroying the independence of the executive, legislative, and judicial branches, Sheikh Hasina also dismantled the media system. During her tenure, press freedom in Bangladesh collapsed entirely.

According to Reporters Without Borders’ (RSF) 2024 Press Freedom Index, Bangladesh ranked 165th out of 180 countries and regions—its lowest position to date. The Press Freedom Index, published annually since 2002, ranked Bangladesh 118th in its first edition. Since the Awami League came to power in December 2008, Bangladesh has dropped 44 places in the index. In 2009, Bangladesh ranked 121st, scoring 42.2 out of 100. By 2024, the score had plummeted to 27.64. RSF has classified Bangladesh's press freedom situation as "Very Serious."

The RSF evaluates five key criteria for the Press Freedom Index: political context, legal framework, economic context, sociocultural context, and journalist safety. Regarding political context, RSF states, "Sheikh Hasina, in power since 2009, is no exception. Supporters of her party, the Awami League, regularly launch violent physical attacks against journalists they dislike, while judicial harassment campaigns are carried out to silence certain journalists or force media outlets to close."

Under Hasina's regime, most media outlets functioned as mouthpieces for the government. Those who attempted to challenge this narrative faced severe repercussions. For instance, two of the country's leading newspapers—the Bengali-language Prothom Alo and the English-language Daily Star—struggled to maintain editorial independence. In retaliation, Sheikh Hasina's government excluded these newspapers from press conferences, denied them government advertisements, and pressured private companies to withhold advertising. During a parliamentary session on February 29, 2016, Hasina publicly criticized these outlets, stating, "I do not read Prothom Alo and Daily Star." Such statements from the Prime Minister created a terrifying effect, fostering a hostile environment for independent journalism. The government also challenged these newspapers through political and financial pressures. Despite these hardships, Prothom Alo and Daily Star remained resilient, even as they became isolated in a media landscape dominated by pro-government outlets.

Although Hasina's tenure saw a significant increase in media outlets, this growth was limited to quantity, not quality or independence. Ownership patterns reveal the nature of the media system Hasina fostered. A study titled Who Owns the Media in Bangladesh by Mohammad Sajjadur Rahman and Dr. Ali Riaz found it nearly impossible to own and operate media outlets—especially television channels—without close ties to the ruling party. Between 2009 and 2013, the Hasina government issued 29 no-objection certificates (NOCs) for television channels, followed by seven more from 2014 to 2018. In October 2009 alone, 10 television channel licenses were approved.

Since Awami League supporters owned most television channels, they acted as extensions of government propaganda. These outlets refrained from criticizing the Hasina regime and actively suppressed opposition voices. During the July Revolution, 2024, the Bangladeshi media explicitly and unabashedly aligned itself with the government, leaving no room for impartiality or pretense.

Sheikh Hasina's regime represents a dark chapter for press freedom in Bangladesh. The media has been reduced to a propaganda tool, broadcasting only favorable news about her government while vilifying opposition voices. By fostering a culture of fear and oppression, Hasina and her supporters silenced dissent within media houses and across the nation, eroding one of the fundamental pillars of democracy.
