আগামী অর্থবছরের জন্য ৩ লাখ কোটি টাকার বিশাল বার্ষিক উন্নয়ন কর্মসূচি (এডিপি) হাতে নিতে যাচ্ছে সরকার। যদিও এরমধ্যে বড় অংশই রাখা হচ্ছে ‘থোক বরাদ্দ’ হিসেবে। যার কোনো সুনির্দিষ্ট ব্যয় পরিকল্পনা বা প্রকল্প এখনো চূড়ান্ত হয়নি। গত ১০ এপ্রিল পরিকল্পনা কমিশনের ‘বাজেট মনিটরিং ও সম্পদ কমিটি’র সভায় আগামী অর্থবছরের এডিপির খসড়া প্রস্তাব চূড়ান্ত করা হয়। বৈঠকে চূড়ান্ত হওয়া নথিতে দেখা যায়- ৩ লাখ কোটি টাকার উন্নয়ন বাজেটের মধ্যে ১ লাখ ৭ হাজার কোটি টাকাই থোক বরাদ্দ রাখা হচ্ছে। যা মোট এডিপির প্রায় ৩৯ শতাংশ। অর্থনীতিবিদরা বলছেন, নির্বাচনী প্রতিশ্রুতি রক্ষা ও বড় বাজেট দেখানোর রাজনৈতিক কৌশলের আড়ালে এই বিপুল পরিমাণ অস্বচ্ছ অর্থ বরাদ্দ শেষ পর্যন্ত অনিয়ম ও লুটপাটের পথ প্রশস্ত করতে পারে।

চলতি অর্থবছরে স্বাস্থ্য ও শিক্ষা খাতের উন্নয়ন বাজেট বাস্তাবয়ানের চিত্র অত্যন্ত হতাশাজনক। পরিকল্পনা মন্ত্রণালয়ের বাস্তবায়ন পরিবীক্ষণ ও মূল্যায়ন বিভাগের সর্বশেষ প্রতিবেদনে দেখা যায়, স্বাস্থ্য খাতে চলমান অর্থবছরের প্রথম ৯ মাসে বরাদ্দের মাত্র ১৬ শতাংশ ব্যয় হয়েছে। ৪ হাজার ৫০০ কোটি টাকার মধ্যে খরচ হয়েছে মাত্র ৭৪৫ কোটি টাকা। শিক্ষা খাতের তিন বিভাগ মিলে ১৭ হাজার ৩৯১ কোটি টাকার বিপরীতে ৯ মাসে ব্যয় হয়েছে মাত্র ৫ হাজার ৮৭১ কোটি টাকা। প্রকল্প বাস্তবায়নে চরম অদক্ষতা দেখানো এই দুই খাতেই আগামী অর্থবছরে অস্বাভাবিক পরিমাণ থোক বরাদ্দ রাখা হচ্ছে। স্বাস্থ্য খাতে প্রকল্পভিত্তিক বরাদ্দের বাইরেও প্রায় ২৭ হাজার ৬০০ কোটি টাকা রাখা হয়েছে থোক হিসেবে।

স্বাস্থ্য ও শিক্ষা খাতে বড় থোক বরাদ্দ

অন্যদিকে, শিক্ষা খাতে থোক বরাদ্দের পরিমাণ প্রায় ৩১ হাজার ৫৭৮ কোটি টাকা। এরমধ্যে স্বাস্থ্য শিক্ষা ও পরিবার কল্যাণ বিভাগে প্রকল্পভিত্তিক বরাদ্দ দেয়া হয়েছে- ১ হাজার ৬৪৪ কোটি ৮৫ লাখ টাকা। অথচ এই বিভাগে থোক বরাদ্দ ৬ হাজার ৮০০ কোটি টাকা। স্বাস্থ্য সেবা বিভাগে মূল বরাদ্দ ৬ হাজার ৮ কোটি টাকা, আর থোক বরাদ্দ ২০ হাজার ৮০০ কোটি টাকা। প্রাথমিক ও গণশিক্ষা মন্ত্রণালয়কে প্রকল্পভিত্তিক বরাদ্দ দেয়া হয়েছে ৫ হাজার ৪৮ কোটি ২৬ লাখ টাকা। থোক বরাদ্দ ১৬ হাজার ২৯৯ কোটি ২৭ লাখ টাকা। অর্থাৎ এসব খাতে প্রকল্পভিত্তিক বরাদ্দের তুলনায় থোক বরাদ্দ প্রায় তিনগুণ বেশি।

গত অর্থবছরের বরাদ্দের সামান্য অংশও ব্যয় করতে না পারা মন্ত্রণালয়গুলোর জন্য সুনির্দিষ্ট প্রকল্প ছাড়া এত বিশাল অঙ্কের বরাদ্দ কতটা যৌক্তিক, তা নিয়ে প্রশ্ন তুলেছেন বিশেষজ্ঞরা। সূত্র বলছে, শিক্ষা ও স্বাস্থ্য খাতে বাজেট বাস্তবায়নের এই দুর্বলতার কারণে সংশ্লিষ্ট মন্ত্রণালয়ের পক্ষ থেকেই কম বরাদ্দ চাওয়া হয়েছে। কিন্তু তা উপেক্ষা করে এই দুটি খাতকে অপ্রয়োজনীয় থোক বরাদ্দ দেয়া হয়েছে। এই বিষয়ে পরিকল্পনা সচিব এস এম শাকিল দি ইনসাইটাকে বলেন, “কোনো মন্ত্রণালয় যা চায় তার বেশি দেয়ার সুযোগ নেই।”

স্বাস্থ্য ও শিক্ষা খাতের দুর্বল বাস্তবায়ন নিয়ে প্রশ্ন করা হলে পরিকল্পনা সচিব বলেন, “সংশ্লিষ্ট মন্ত্রণালয়গুলোকে দক্ষ প্রকল্প পরিচালক (পিডি) নিয়োগের নির্দেশনা দেয়া হয়েছে। প্রয়োজনে সরকারি কাঠামোর বাইরে থেকেও দক্ষ জনবল আনার স্বাধীনতা দেয়া হয়েছে। যদি প্রতিযোগিতামূলক বাজার থেকে দক্ষ পিডি পাওয়া না যায়, তবে পিআরএল-এ (অবসরকালীন ছুটি) যাওয়া অভিজ্ঞ সরকারি বা বেসরকারি সেক্টরের ভালো চিকিৎসকদের নিয়ে স্বাস্থ্য খাতের পিডি নিয়োগ করার পরামর্শ দিয়েছি। এরপরও যদি তার পারফর্ম করতে না পারে, আমরা তো তাদের ফাঁসি দিতে পারিনা।”

শুধু স্বাস্থ্য কিংবা শিক্ষা নয়, অন্যান্য খাতেও আগামী অর্থবছরে প্রচুর পরিমাণে থোক বরাদ্দ দেয়া হচ্ছে। অর্থনীতিবিদরা মনে করেন, নির্বাচনী প্রতিশ্রুতি রক্ষা করতে গিয়ে কৃত্রিমভাবে বাজেটের আকার ফুলিয়ে-ফাঁপিয়ে দেখাতে চাইছে সরকার। বিশেষ করে ১ লাখ ৭ হাজার কোটি টাকার থোক বরাদ্দকে ‘বাস্তবায়ন সক্ষমতার ঘাটতি আড়াল করার কৌশল’ হিসেবে দেখছেন অনেকেই। সাধারণত প্রতি বছর ১০ থেকে ১৫ হাজার কোটি টাকা থোক বরাদ্দ থাকলেও এবার তা প্রায় ১০ গুণ বৃদ্ধি পাওয়াকে অস্বাভাবিক বলছেন অর্থনীতিবিদরা। অবশ্য অর্থনীতিবিদরা বলছেন, জরুরি বা অনির্ধারিত প্রয়োজনের জন্য সীমিত আকারে থোক বরাদ্দ অনেক দেশেই ব্যবহৃত হয়। তবে বড় অঙ্কের বরাদ্দ দীর্ঘসময় প্রকল্পবিহীন থাকলে স্বচ্ছতা ও জবাবদিহির প্রশ্ন তৈরি হয়।

সিপিডির সম্মানীয় ফেলো অধ্যাপক মোস্তাফিজুর রহমান এ বিষয়ে দি ইনসাইটাকে বলেন, “থোক বরাদ্দ যত কম হয় ততই ভালো। কারণ এগুলো কোন জায়গায়, কীভাবে ব্যয় হবে তা নিয়ে অস্পষ্টতা থেকে যায়। এবারের এই বিশাল উল্লম্ফনের কারণ স্পষ্ট করা উচিত। সাধারণত জরুরি প্রয়োজনের জন্য এটি রাখা হয়, কিন্তু এখন বিশাল অঙ্ক নির্দিষ্ট প্রকল্পের অধীনে না এনে কেন থোক রাখা হলো, তা প্রশ্নবিদ্ধ।”

তিনি আরও বলেন, “যেখানে ব্যয়ের খাত অস্পষ্ট, সেখানে সুশাসন ও সাশ্রয়ী বাস্তবায়নের নিশ্চয়তা থাকে না। ফলে অর্থনীতির অগ্রাধিকার অনুযায়ী কাজ না হয়ে রাজনৈতিক বিবেচনায় টাকা খরচের প্রবণতা বাড়ে, যা অপচয় ও দুর্নীতির ঝুঁকি তৈরি করে।”

থোক বরাদ্দ বাড়ানোর বিষয়ে জানতে চাইলে পরিকল্পনা সচিব এস এম শাকিল দি ইনসাইটাকে বলেন, “মন্ত্রণালয়গুলোর চাহিদা পূরণ করাই আমাদের কাজ। আমরা যদি তাদের চাহিদা পূরণ করি, এরপর উদ্বৃত্ত অর্থ কীভাবে ব্যবস্থাপনা করব, সেটা পরিকল্পনা মন্ত্রণালয়ের অভ্যন্তরীণ বিষয়।”

অর্থনীতিবিদদের মতে, নির্দিষ্ট প্রকল্প ছাড়া বিপুল অঙ্কের থোক বরাদ্দ ভবিষ্যতে অপচয় ও অদক্ষ ব্যয়ের ঝুঁকি বাড়াতে পারে। তাদের আশঙ্কা, রাজনৈতিকভাবে বড় বাজেট দেখানোর চেষ্টা থাকলেও প্রকল্প বাস্তবায়নে আমলাতান্ত্রিক জটিলতা ও দক্ষতার ঘাটতির কারণে কাঙ্ক্ষিত সুফল জনগণের কাছে পৌঁছাবে না।

বাস্তবায়ন সক্ষমতা নিয়েই প্রশ্ন

পরিকল্পনা কমিশনের তথ্য বলছে, চলতি অর্থবছরের প্রথম নয় মাসে এডিপি বাস্তবায়নের হার গত ৯ বছরের মধ্যে সর্বনিম্ন। ২ লাখ ৮ হাজার কোটি টাকার সংশোধিত এডিপির মাত্র ৩৬ শতাংশ বাস্তবায়িত হয়েছে। একদিকে প্রকল্প পরিচালকদের অদক্ষতা, অন্যদিকে ফিজিবিলিটি স্টাডি ছাড়া প্রকল্প গ্রহণ করায় কাজের গতি থমকে আছে। প্রকল্প বাস্তবায়নে জবাবদিহিতার অভাব, অর্থায়নে সমন্বয়হীনতা (দেশি ও বিদেশি অর্থের ছাড়), এবং বারবার প্রকল্প পরিচালক পরিবর্তন হওয়ার কারণে প্রকল্পের সময় ও ব্যয় উভয়ই বৃদ্ধি পায়। যার নেতিবাচক প্রভাব পড়ে সামগ্রিক অর্থনীতিতে।

বিশ্লেষকদের মতে, বর্তমানে রাজস্ব উদ্বৃত্ত না থাকায় পুরো এডিপিই হবে অভ্যন্তরীণ ও বৈদেশিক ঋণনির্ভর। ঋণের বোঝা মাথায় নিয়ে এমন অস্বচ্ছ থোক বরাদ্দ দেশের অর্থনীতির জন্য দীর্ঘমেয়াদী ঝুঁকি তৈরি করতে পারে।

অধ্যাপক মোস্তাফিজুর রহমান বলেন, মন্ত্রণালয় ও সংস্থাগুলোর প্রাতিষ্ঠানিক সক্ষমতা বৃদ্ধি না করে ব্যয় বাড়ালে প্রকল্প বাস্তবায়নে সমস্যা দেখা দেয়। এতে পরিকল্পনা অনুযায়ী কাজ হয় না এবং অপচয় ও সুশাসনের অভাব পরিলক্ষিত হয়।

পরিকল্পনা কমিশনের বাস্তবায়ন পরিবীক্ষণ ও মূল্যায়ন বিভাগের সর্বশেষ প্রতিবেদনে তুলে ধরা হয়েছে বিগত ৫টি অর্থবছরের জুলাই থেকে মার্চ পর্যন্ত এডিপি বাস্তবায়ন চিত্র। তাতে দেখা যায়- ২০২৫-২০২৬ অর্থবছরে বরাদ্দ ছিল ২ লাখ ৮ হাজার ৯৩৫ কোটি ৫৩ লাখ টাকা। বাস্তবায়ন হয়েছে ৭৫ হাজার ৬০৭ কোটি ২৪ লাখ টাকা। যা মোট বরাদ্দের ৩৬.১৯ শতাংশ। ২০২৪-২০২৫ অর্থবছরে বরাদ্দ ছিল ২ লাখ ২৬ হাজার ১৬৬ কোটি ৮৮ লাখ টাকা। হয়েছে ৮২ হাজার ৮৯৪ কোটি ০৮ লাখ টাকা। যা মোট বরাদ্দের ৩৬.৬৫ শতাংশ। ২০২৩-২০২৪ অর্থবছরে বরাদ্দ ছিল ২ লাখ ৫৪ হাজার ৩৯১ কোটি ৬৪ লাখ টাকা। বাস্তবায়ন হয়েছে ১ লাখ ৭ হাজার ৬১২ কোটি ৪৫ লাখ টাকা। যা মোট বরাদ্দের ৪২.৩০ শতাংশ। ২০২২-২০২৩ অর্থবছরে বরাদ্দ ছিল ২ লাখ ৩৬ হাজার ৫৬০ কোটি ৬৭ লাখ টাকা। বাস্তবায়ন হয়েছে ৯৮ হাজার ৫২১ কোটি ০৩ লাখ টাকা, যা মোট বরাদ্দের ৪১.৬৫ শতাংশ। ২০২১-২০২২ অর্থবছরে বরাদ্দ ছিল ২ লাখ ১৯ হাজার ৬০১ কোটি ৯১ লাখ টাকা। বাস্তবায়ন হয়েছে ৯৮ হাজার ৯৩৪ কোটি ৯২ লাখ টাকা। যা মোট বরাদ্দের ৪৫.০৫ শতাংশ।

এছাড়াও বিগত দেড় দশকের খতিয়ান হিসেব করলে দেখা যায়, সরকারি প্রকল্পগুলোর উল্লেখযোগ্য সংখ্যকই নির্দিষ্ট মেয়াদে বাস্তবায়ন সম্ভব হয়নি। বারবার প্রকল্পের মেয়াদ বাড়ানো যেন একটা রীতি হয়ে দাঁড়িয়েছে। একটি প্রকল্প কতটা নিয়মকানুন মেনে যথাসময়ে সফলভাবে সম্পন্ন হতে পারে তার অনেকটাই নির্ভর করে প্রকল্প পরিচালকের যোগ্যতা, দক্ষতা ও আন্তরিকতার ওপর। কিন্তু বেশিরভাগ সময়ই দেখা যায়- সরকারি আমলারা প্রকল্প পরিচালক হওয়ার জন্য দৌড়ঝাপ করতে থাকেন। যাদের সংশ্লিষ্ট প্রকল্পের বিষয়ে তেমন কোনো দক্ষতা নেই। এমনকি একজন কর্মকর্তা একই সঙ্গে অনেকগুলো প্রকল্পে পরিচালকের দায়িত্ব পালন করেন। বেশিরভাগ প্রকল্প পরিচালক প্রকল্প এলাকাতেই যান না। ফলে, বাংলাদেশের উন্নয়ন অর্থনীতি পুরোদমে দুর্দশাগ্রস্ত হয়ে গেছে।

অধ্যপক মোস্তাফিজুর রহমান বলেন, এই সমস্যাগুলোকে সমাধানের যে পদক্ষেপ- সেগুলোও যদি আমরা সমান্তরালভাবে না নিই, তাহলে প্রকল্প বাস্তবায়নও হবে না পুরোটা। যেটুকু বাস্তবায়িত হবে, সেখান থেকে কাঙ্ক্ষিত ফলাফল অর্জিত হবে না।

থমকে থাকা প্রকল্প ও বাড়তি ঝুঁকি

উল্লেখ্য, বাংলাদেশের বিমান পরিবহন খাতে সক্ষমতা বাড়াতে হযরত শাহজালাল আন্তর্জাতিক বিমানবন্দরের থার্ড টার্মিনাল নির্মাণকাজ শুরু হয়েছিল ২০১৯ সালের ২৮ ডিসেম্বর। প্রায় ২১ হাজার ৩৯৯ কোটি টাকা ব্যয়ে নির্মিত থার্ড টার্মিনালের সফট লঞ্চিং হয় ২০২৩ সালের ৭ অক্টোবর। লক্ষ্য ছিল- দেশের আকাশপথে যাত্রী ও পণ্য পরিবহনের আধুনিক অবকাঠামো তৈরি করা এবং বার্ষিক যাত্রী পরিবহন ক্ষমতা ৮০ লাখ থেকে বাড়িয়ে ২ কোটি ৪০ লাখে উন্নীত করা। নির্মাণের ৯৯ শতাংশ কাজ শেষ হলেও পরিচালনা ও রক্ষণাবেক্ষণের চুক্তিসংক্রান্ত জটিলতার কারণে টার্মিনালের বাণিজ্যিক কার্যক্রম শুরুর সময়সূচি অনিশ্চিত হয়ে পড়েছে। এরকম দেশের নানা প্রকল্প নানা ধরণের জটিলতায় থমকে আছে। মানুষ সেখান থেকে সুফল পাচ্ছে না। ফলে ফুলিয়ে ফাঁপিয়ে ব্যয় না বাড়িয়ে বাজেট ব্যবস্থাপনার দিকে তাগিদ দিয়েছেন অর্থনীতিবিদরা। বিশেষ করে থোক বরাদ্দের বিষয়ে আরো বেশি সতর্ক হওয়ার পরামর্শ তাদের।

আগামী ১৮ মে জাতীয় অর্থনৈতিক পরিষদের (এনইসি) বৈঠকে এই এডিপির চূড়ান্ত অনুমোদন হওয়ার কথা রয়েছে। সেখানে অনুমোদন হতে পারে ৩ লাখ কোটি টাকার উন্নয়ন বাজেট। যার এক তৃতীয়াংশ থোক বা ব্লক বরাদ্দ। তবে সুনির্দিষ্ট স্বচ্ছতা ও জবাবদিহিতা নিশ্চিত না হলে এই বিশাল উন্নয়ন বাজেট কেবল কাগজে-কলমেই সীমাবদ্ধ থাকবে বলে মনে করছেন বিশ্লেষকরা।

প্রতি বছর জাতীয় বাজেট ঘোষণার সময় হাজার হাজার কোটি টাকার সংখ্যা আমাদের সামনে আসে। কিন্তু বাস্তবে খুব কম মানুষই বোঝেন, এই বাজেট কীভাবে কাজ করে, কোন খাতে কীভাবে অর্থ বরাদ্দ হয়, কিংবা “থোক বরাদ্দ” বা “ব্লক বরাদ্দ” বলতে আসলে কী বোঝায়। অথচ এই অজ্ঞতার সুযোগ নিয়েই অনেক সময় ক্ষমতাসীন সরকারগুলো সরকারগুলো অস্পষ্ট বরাদ্দ ও দুর্বল পরিকল্পনা বা জবাবদিহিহীন বরাদ্দকে বৈধতা দেয়।

বাজেট আসলে কী?

সহজ ভাষায়, জাতীয় বাজেট হলো সরকারের এক বছরের আয়-ব্যয়ের পরিকল্পনা। সরকার কোথা থেকে টাকা সংগ্রহ করবে—যেমন কর, ভ্যাট, আমদানি শুল্ক বা ঋণ—এবং সেই অর্থ কোথায় ব্যয় করবে, তার সামগ্রিক হিসাবই হলো বাজেট। অনেকটা একটি পরিবারের মতোই রাষ্ট্রও আয়-ব্যয়ের পরিকল্পনার ভিত্তিতে পরিচালিত হয়। একটি পরিবার যেমন বছরের সম্ভাব্য আয় ও খরচ মাথায় রেখে আগাম হিসাব করে, তেমনি রাষ্ট্রও জাতীয় বাজেটের মাধ্যমে তার অর্থনৈতিক অগ্রাধিকার নির্ধারণ করে। তবে পার্থক্য হলে পরিবার আয় বুঝে ব্যায় করে, আর রাষ্ট্র ব্যয় বুঝে আয় করে।

বাজেটের প্রধান দুই অংশ

সাধারণভাবে জাতীয় বাজেটের দুটি প্রধান অংশ থাকে: পরিচালন বা রাজস্ব বাজেট এবং উন্নয়ন বাজেট। পরিচালন বাজেটে সরকারি কর্মচারীদের বেতন-ভাতা, ভর্তুকি, ঋণের সুদ, সামাজিক নিরাপত্তা কর্মসূচি ও প্রশাসনিক ব্যয় অন্তর্ভুক্ত থাকে। উদাহরণ হিসেবে বলা যায়, আপনার এলাকার সরকারি বিদ্যালয়ের শিক্ষকদের বেতন, সরকারি হাসপাতালের কর্মকর্তা-কর্মচারীদের বেতন, কিংবা সরকারি অফিস-আদালতের দৈনন্দিন ব্যয়—সবই পরিচালন বাজেট থেকে আসে। অর্থাৎ একটি রাষ্ট্র চালাতে প্রতিদিন যে নিয়মিত ব্যয় প্রয়োজন, সেটিই মূলত পরিচালন বাজেট। অন্যদিকে উন্নয়ন বাজেট বা বার্ষিক উন্নয়ন কর্মসূচি (এডিপি) হলো এমন ব্যয়, যা একটি দেশকে দীর্ঘমেয়াদে এগিয়ে নেওয়া এবং অবকাঠামোগত ও অর্থনৈতিক সক্ষমতা বাড়ানোর লক্ষ্যে গ্রহণ করা হয়। সাধারণভাবে রাস্তা, সেতু, বিদ্যুৎ, হাসপাতাল, শিক্ষা প্রতিষ্ঠান বা অন্যান্য অবকাঠামো উন্নয়ন প্রকল্প বাস্তবায়নে এডিপির অর্থ ব্যবহার করা হয়।

‘থোক বরাদ্দ’ বা ব্লক বরাদ্দ কী?

উল্লেখযোগ্য বিষয় হলো, পরিচালন বাজেট সাধারণ মানুষের কাছে তুলনামূলকভাবে বেশি বোধগম্য ও সহজ। কারণ এসব ব্যয় প্রতিবছর খুব বেশি পরিবর্তিত হয় না এবং এগুলোর প্রয়োজনীয়তাও সাধারণত স্পষ্ট থাকে। কিন্তু উন্নয়ন বাজেটকে ঘিরেই বেশি প্রশ্ন, বিতর্ক ও অস্পষ্টতা তৈরি হয়। এর প্রধান কারণ, উন্নয়ন বাজেটের সব বরাদ্দ সমানভাবে নির্দিষ্ট বা পরিকল্পিত থাকে না। কিছু বরাদ্দ খুব স্পষ্টভাবে নির্ধারিত থাকে—যেমন একটি নির্দিষ্ট সেতু নির্মাণে কত টাকা ব্যয় হবে, কোন সময়ে কাজ শেষ হবে, কিংবা কোন সংস্থা বাস্তবায়ন করবে তা উল্লেখ থাকে।

উদাহরণস্বরূপ, একটি জেলার ৫০ শয্যার হাসপাতাল নির্মাণে কত টাকা ব্যয় হবে, কোন বছরে কাজ শেষ হবে, এবং কোন প্রতিষ্ঠান কাজ বাস্তবায়ন করবে—এসব তথ্য যদি স্পষ্টভাবে উল্লেখ থাকে, তবে সেটি নির্দিষ্ট বরাদ্দ। কিন্তু যদি শুধু “স্বাস্থ্যখাত উন্নয়ন” নামে বড় অঙ্কের অর্থ রাখা হয়, অথচ কোন প্রকল্পে কত ব্যয় হবে তা স্পষ্ট না থাকে, তখন সেটি তুলনামূলকভাবে অস্পষ্ট বা থোক বরাদ্দের উদাহরণ হতে পারে।

আবার কিছু বরাদ্দ তুলনামূলকভাবে নমনীয় বা অস্পষ্ট প্রকৃতির হয়। অর্থাৎ এগুলোর ব্যয়ের ধরন, অগ্রাধিকার ও সময়সীমা পরবর্তীতে নমনীয়ভাবে পরিবর্তনের সুযোগ থাকে। ফলে স্বচ্ছতা ও জবাবদিহির প্রশ্নও তৈরি হয়। আন্তর্জাতিক অর্থনীতিতে এ ধরনের বরাদ্দগুলোকে Block Allocation (ব্লক বরাদ্দ), Lump-sum Allocation (এককালীন বরাদ্দ), General-Purpose Grants (সাধারণ উদ্দেশ্য বা খাতবিহীন বরাদ্দ), কিংবা এক কথায় Block Grants (ব্লক গ্রান্টস) বলা হয়। বাংলাদেশে প্রচলিত ভাষায় এগুলোকে প্রায়ই “থোক বরাদ্দ” বলা হয়, যা নিয়ে দীর্ঘদিন ধরেই অর্থনীতিবিদ ও নীতিনির্ধারকদের মধ্যে বিতর্ক রয়েছে।

কেন থোক বরাদ্দ নিয়ে প্রশ্ন ওঠে?

তবে থোক বরাদ্দ মানেই খারাপ কিছু নয়। অনেক দেশে এটি বৈধ ও প্রয়োজনীয় আর্থিক ব্যবস্থা। উদাহরণ হিসেবে, যুক্তরাষ্ট্র বা কানাডায় কেন্দ্রীয় সরকার প্রদেশ বা অঙ্গরাজ্যকে ব্লক গ্রান্ট দেয়, যাতে স্থানীয় প্রয়োজন অনুযায়ী ব্যয় করা যায়। জার্মানি বা কেনিয়ার মতো দেশে fiscal equalization grants আঞ্চলিক বৈষম্য কমাতে ব্যবহৃত হয়। এসব দেশে সাধারণত বরাদ্দের উদ্দেশ্য, ব্যয়ের নিয়ম, নিরীক্ষা ও জবাবদিহির কাঠামো স্পষ্ট থাকে।

সমস্যা তৈরি হয় তখন, যখন বড় অঙ্কের অর্থ কোনো সুনির্দিষ্ট প্রকল্প, সময়সীমা বা বাস্তবায়ন পরিকল্পনা ছাড়া বরাদ্দ করা হয়। তখন জনগণ বুঝতে পারে না অর্থ কোথায় যাবে, কীভাবে খরচ হবে, কিংবা আদৌ কাঙ্ক্ষিত ফল আসবে কি না। অনেক সময় সরকার বাস্তব প্রস্তুতির ঘাটতি, প্রকল্পের অভাব বা প্রশাসনিক দুর্বলতা আড়াল করতেও এ ধরনের বরাদ্দ ব্যবহার করতে পারে। ফলে বাজেট বড় দেখালেও বাস্তব উন্নয়ন সীমিত থেকে যায়।

বাংলাদেশে দীর্ঘদিন ধরেই উন্নয়ন বাজেটের বড় অংশ বাস্তবায়িত হয় না। বছরের শেষে দেখা যায়, অনেক মন্ত্রণালয় বরাদ্দের সামান্য অংশও ব্যয় করতে পারেনি। অথচ পরের বছর আবার বড় অঙ্কের নতুন বরাদ্দ দেওয়া হয়। এই বাস্তবতায় “থোক বরাদ্দ” নিয়ে প্রশ্ন ওঠা অস্বাভাবিক নয়।

কেন এটি গণতন্ত্র ও নাগরিক সচেতনতার বিষয়?

তাই বাজেট শুধু অর্থনীতিবিদদের বিষয় নয়; এটি নাগরিক সচেতনতারও বিষয়। মানুষ যদি না বোঝে কীভাবে সরকারি অর্থ বরাদ্দ হয়, তবে জবাবদিহিও দুর্বল হয়ে পড়ে। একটি গণতান্ত্রিক রাষ্ট্রে নাগরিকদের জানা উচিত—কত টাকা কোথায় যাচ্ছে, কেন যাচ্ছে, এবং সেই ব্যয়ে জনগণের বাস্তব উপকার কতটা হচ্ছে।

কারণ বাজেটের সিদ্ধান্তগুলো সরাসরি মানুষের দৈনন্দিন জীবনে প্রভাব ফেলে। একটি এলাকায় হাসপাতাল হবে কি না, কোনো গ্রামের রাস্তা সংস্কার হবে কি না, শিক্ষাপ্রতিষ্ঠানে পর্যাপ্ত শিক্ষক নিয়োগ হবে কি না, কিংবা কৃষক বা নিম্নআয়ের মানুষ কোনো সহায়তা পাবে কি না—এসবই শেষ পর্যন্ত বাজেটের অগ্রাধিকার ও বরাদ্দের ওপর নির্ভর করে। কিন্তু যদি বড় অঙ্কের অর্থ অস্পষ্টভাবে বরাদ্দ করা হয়, তাহলে সাধারণ মানুষের পক্ষে বোঝা কঠিন হয়ে পড়ে সেই অর্থ বাস্তবে কোথায় ব্যয় হলো বা আদৌ জনগণের উপকারে এলো কি না।

গণতন্ত্র শুধু ভোট দেওয়ার মধ্যেই সীমাবদ্ধ নয়; রাষ্ট্রের অর্থ কোথায় ও কীভাবে ব্যয় হচ্ছে সে বিষয়ে নাগরিকের সচেতন নজরদারিও গণতন্ত্রের গুরুত্বপূর্ণ অংশ। কারণ সরকারি বাজেটের অর্থ মূলত জনগণেরই অর্থ। ফলে নাগরিকরা যত বেশি বাজেট ও বরাদ্দ সম্পর্কে বুঝবেন, তত বেশি স্বচ্ছতা, জবাবদিহি ও কার্যকর উন্নয়নের দাবি তুলতে পারবেন।

SAMARKAND, UZBEKISTAN (3 May 2026) — The Asian Development Bank (ADB) will support $70 billion in energy and digital infrastructure initiatives by 2035, aiming to connect power grids, expand cross-border electricity trade, and improve broadband access across Asia and the Pacific.

ADB President Masato Kanda said energy and digital connectivity will be central to the region’s future, noting that more integrated systems can lower costs, expand economic opportunities, and deliver reliable services to hundreds of millions of people.

Under the plan, ADB will launch two major initiatives—the Pan-Asia Power Grid Initiative and the Asia-Pacific Digital Highway—designed to strengthen regional connectivity and support sustainable growth.

The Pan-Asia Power Grid Initiative aims to mobilize $50 billion by 2035 to develop cross-border power infrastructure. The program will focus on transmission networks, grid integration, substations, energy storage, and digitalization of power systems. It will also support renewable energy generation linked to electricity trade, including export-oriented projects and regional energy hubs.

ADB estimates that the initiative will integrate around 20 gigawatts of renewable energy across borders, build approximately 22,000 circuit-kilometers of transmission lines, and improve energy access for 200 million people. It is also expected to generate about 840,000 jobs and reduce regional power sector emissions by 15 percent.

The bank plans to finance roughly half of the $50 billion from its own resources, with the remainder to be mobilized through co-financing, including private sector participation. Additional technical assistance will support regulatory alignment, feasibility studies, and standard-setting.

The initiative marks a shift from bilateral energy exchanges to a broader regional power trade framework, building on existing cooperation platforms such as the South Asia Subregional Economic Cooperation programme, the Bay of Bengal Initiative grid plans, the ASEAN Power Grid, and the Central Asia Regional Economic Cooperation Energy Strategy 2030.

Meanwhile, the Asia-Pacific Digital Highway will mobilize $20 billion by 2035 to expand digital connectivity across the region. Investments will target fiber-optic networks—both terrestrial and subsea—satellite links, and regional data centers, alongside policy and regulatory support, including cybersecurity measures.

The digital initiative aims to provide first-time broadband access to 200 million people and enhance connectivity for an additional 450 million users. It is expected to reduce connectivity costs in remote and landlocked areas by up to 40% and create approximately 4 million jobs.

ADB will contribute about $15 billion to the digital program, with an additional $5 billion expected from co-financing partners. As part of the effort, a Center for AI Innovation and Development will be established in Seoul, supported by the Government of the Republic of Korea, to promote responsible AI adoption and train around 3 million people in digital skills by 2035.

ADB Targets Critical Minerals Supply Chain

Alongside its broader connectivity push, the Asian Development Bank has launched a new financing facility to help Asia and the Pacific build critical minerals supply chains essential for clean energy, electric vehicles, and digital technologies.

Announced by ADB President Masato Kanda, the initiative aims to move the region beyond raw material extraction into higher-value processing and manufacturing. Backed by grants and catalytic financing—with contributions from Japan, the United Kingdom, and Korean partners—the facility will support project preparation, policy reforms, and investment across the minerals value chain, while ensuring strict environmental and social standards.

The announcement was made at the ADB 59th Annual Meeting held in Samarkand, Uzbekistan on May 3, 2026, , where regional leaders and development partners gathered to discuss sustainable growth, energy transition, and economic cooperation across Asia and the Pacific.

Founded in 1966, the Asian Development Bank is a leading multilateral lender owned by 69 members, including 50 from the Asia-Pacific region, and focuses on fostering sustainable, inclusive, and resilient growth.

The recent murder of two Bangladeshi doctoral students at the University of South Florida—Nahida Bristy and Zamil Limon—has left many of us shocked and deeply unsettled. According to authorities in Tampa, Florida, the incident involved a violent conflict within a shared off-campus residence in mid-April, where Limon’s roommate was identified as the perpetrator.

While details continue to emerge, the case has raised serious concerns about the living conditions, safety, and structural vulnerabilities faced by international students. While it is too early to draw a direct link to this specific incident, my several years within American academia compel me to share some broader observations on the systemic challenges these students navigate.

Each year, universities in the United States enroll a significant number of international students. For the 2024–2025 academic year, nearly 1.8 million international students were admitted, a 4.5% increase from the previous year. At many institutions, particularly in science and engineering fields, international students often outnumber domestic students. Most of these students arrive from developing nations, with India serving as the largest source country, accounting for more than 30% of all international students in the U.S.

There is little doubt about their merit or qualifications; these students are among the most talented from their home countries. The U.S. remains the premier destination for global talent, home to a majority of the world’s top-ranked universities. While seeking a world-class education, many students are also driven by the promise of a better life—the classic “American Dream.”

However, this trend raises a critical question: Why are American universities so eager to enroll international students in such high numbers? Why aren’t these spots primarily reserved for domestic students? Two key reasons emerge. First, international students represent a vital source of high-skill, low-cost labor for U.S. institutions. This is driven by a second reality: Many domestic students are unwilling to accept these demanding research and teaching positions at current compensation levels, leaving universities dependent on international recruitment to sustain their programs.

In most U.S. universities, “funding” is rarely a traditional scholarship. Instead, it is an assistantship—a contract requiring teaching or research labor in exchange for compensation that often falls below a living wage. At these levels of pay, few U.S. citizens are willing to accept such roles. For comparison, a service-sector worker at a company like Starbucks can earn roughly $4,000 per month. In contrast, a doctoral-level graduate assistant may earn between $1,000 and $2,000 per month, depending on the institution, while remaining responsible for all living expenses. For the many students with dependents, such as spouses or children, these financial realities create a state of significant, ongoing hardship.

Returning to the case in Tampa, it is important to understand what a “roommate” means in this context. For many international students, shared-housing is not a lifestyle preference but a financial necessity. Meager stipends often force students into living arrangements with strangers or individuals they may not know well, creating conditions that are rarely a matter of choice and, in some cases, are fundamentally unsafe. This is where graduate education, institutional structures, and broader labor dynamics intersect in ways that can place students at risk.

These financial constraints are tightened by strict legal restrictions. Students on F-1visas are generally limited to working 20 hours of work per week in designated roles and are not allowed to seek additional or outside employment. This further constrains their financial and living options. While assistantships may include tuition waivers and health insurance, these benefits do not alleviate the day-to-day struggle for survival. Domestic students receive the same benefits, yet many opt out because the compensation cannot meet basic living needs or cover undergraduate debt—obligations that are more easily met through a standard non-academic salary.

Even after graduation, the playing field remains uneven. In the job market, international candidates often face an “invisible tax” on their credentials; a candidate frequently must be twice as qualified to be seen as equal to a domestic peer. In practice, a PhD-holding international employee is often treated as equivalent to a U.S. citizen with a master’s degree, while an international master’s holder may be equated to an American with only a bachelor’s. Additional experience can help close this gap somewhat, but often only when it is significantly greater—sometimes three or four times more than that of a domestic peer.

From this perspective, the American higher education system arguably resembles a broader pattern of labor extraction, drawing highly skilled individuals from developing countries under economic constraints that domestic students would not simply accept. I view this as a postcolonial pattern: institutions in wealthy nations continue to benefit from the low-cost labor of individuals from formerly colonized regions, not through direct political control, but through structural economic and institutional arrangements.

Comparing it with a postcolonial model is not to say that it is identical to colonialism but that it echoes a historic logic: wealthier systems thrive on the labor of those from economically less powerful regions, under conditions that are fundamentally unequal. In this case, instead of extracting natural resources, institutions in wealthy countries are drawing upon the high-skilled human capital of the developing world.

The extraction dynamic is not unique to academia; a parallel exists in the global garment industry. Bangladesh, for example, is the second largest exporter of apparel to the United States. My work on garment labor movements has shown that international brands often supply all raw materials—fabric, thread, and dye—sourcing only labor from Bangladesh. In effect, these brands are purchasing inexpensive labor rather than full production value.

When tragedies like the one in Tampa occur, public discussions often remain at the surface level. However, it is equally important to examine the structural conditions that shape these outcomes. While there are no simple solutions, several directions are worth considering which I list below: First, developing nations should continue to improve their own education systems, making them more competitive, transparent, and accountable. Second, these countries must address the challenges such as favoritism and politicized recruitment, deep-rooted in their job markets. Governments and institutions must ensure fairness and transparency in the recruitment processes so that talented students feel encouraged to return home after their higher studies abroad. Finally, the universities hosting international students in countries like the United States must take greater responsibility for student safety, including those living off-campus.

While the University of South Florida (USF) has taken initial steps to improve safety and student support services following the Tampa tragedy, these efforts cannot remain isolated. We need comprehensive, system-wide policies across all institutions.

Change will not happen overnight, that is no reason to stop questioning the structures that produce inequality and vulnerability. This starts with reframing how we speak about international students, and I must say that a common attitude should be addressed here as well. We hear many saying: “As international students, you must be grateful for all these opportunities—admission, visa, assistantship, job, etc.—that has been “given” to you in the USA.” Do they really hear their own words? These are simply given to us?

But the idea of “gift” itself is fundamentally flawed. Nothing was given; everything was “earned” through hard work, resilience, and intellectual capacity. It was earned at the cost of years away from family, of missing the touch of parents and home, and passing all special days and moments alone. Opportunities are rather earned by navigating isolation and loneliness, stress and anxiety, insecurity and uncertainty, and culture shock and backlash, ultimately accepting systemic exclusion. Recognizing this reality is the first step toward a more honest and equitable conversation.

আসন্ন স্থানীয় সরকার নির্বাচনকে সামনে রেখে সারাদেশের বিভিন্ন উপজেলা, পৌরসভা ও ইউনিয়নে প্রার্থী ঘোষণা করতে শুরু করেছে জামায়াতে ইসলামী। প্রার্থী চূড়ান্ত করা হচ্ছে সিটি করপোরেশনগুলোতেও। তবে প্রার্থী নির্বাচন প্রক্রিয়া নিয়ে দলটির তৃণমূল নেতা-কর্মী ও সমর্থকদের মধ্যে দেখা দিয়েছে তীব্র ক্ষোভ ও অসন্তোষ। এ নিয়ে খোদ দলের ভেতরেই শুরু হয়েছে নানা সমালোচনা। দলীয় সূত্র বলছে, তৃণমূল পর্যায়ে নানা ধরনের কোরাম ও বিভক্তি শুরু হয়েছে স্থানীয় নির্বাচনকে ঘিরে। বিশেষ করে জাতীয় নির্বাচনে ইতিহাসের সবচেয়ে বেশি ভোট পাওয়ার কারণে স্থানীয় নির্বাচনেও দলের টিকিট পেতে এখন দৌড়ঝাঁপ শুরু হয়ে গেছে। এনিয়ে নানা ধরণের বিশৃঙ্খলাও দেখা দিয়েছে দলটির অভ্যন্তরে।

রাজনৈতিক বিশ্লেষক ও নর্থ সাউথ বিশ্ববিদ্যালয়ের সহকারী অধ্যাপক ড. শিব্বির আহমদ দি ইনসাইটাকে বলেন, জাতীয় নির্বাচনে দল ও মতাদর্শ গুরুত্বপূর্ণ ভূমিকা পালন করলেও স্থানীয় সরকার নির্বাচনে আরো অনেক সমীকরণ কাজ করে। তিনি বলেন, জাতীয় নির্বাচনে একটা দলকে সমর্থন দেওয়া ভোটার স্থানীয় নির্বাচনেও একই দলের প্রার্থীকেই ভোট দেবে- এমন নাও হতে পারে। এখানে মানুষ প্রতীক বা দলের বাইরেও প্রার্থীর ব্যক্তিগত গ্রহণযোগ্যতা, পরিচিতি, মানুষের সাথে সম্পর্ক, সুখ-দুঃখে কাছে পাওয়া, স্থানীয় সমস্যা বোঝা ও সমাধানের যোগ্যতা, এবং সামগ্রিকভাবে দলীয় অবস্থানের চেয়ে সামাজিক-রাজনৈতিক অব্যস্থানকে গুরুত্ব দেয়। তিনি মনে করেন, জামায়াত এসব সামাজিক-রাজনৈতিক ও স্থানীয় মানুষের প্রত্যাশাকে বিবেচনায় নিয়েই প্রার্থী মনোনয়ন চুড়ান্ত করবে। শুধু দলীয় পদ-পদবী, দলে জ্যেষ্ঠতা বা দলের ভেতরে জনপ্রিয় হলেই একজন ব্যক্তি সাধারণ মানুষের কাছে জনপ্রিয় নাও হতে পারেন। প্রার্থী সিলেকশনে (বাছাইয়ে) ভুল হলে স্থানীয় নির্বাচনে কাঙ্ক্ষিত ফলাফল নাও আসতে পারে বলেও মনে করেন তিনি।

জামায়াতের দলীয় বিভিন্ন সূত্রে জানা গেছে, ইতোমধ্যে সারাদেশে প্রার্থী বাছাই প্রক্রিয়া শুরু হয়ে গেছে। কোথাও কোথাও চূড়ান্ত প্রার্থীর নামও ঘোষণা করা হয়েছে। এ বিষয়ে জামায়াতের কেন্দ্রীয় সহকারি সেক্রেটারি জেনারেল এহসান মাহবুব জুবায়ের দি ইনসাইটাকে বলেন, ‘স্থানীয় নির্বাচনে প্রার্থী করার ক্ষেত্রে আমরা তৃণমূল থেকে পরামর্শ গ্রহণ করি। এটা একেবারে ইউনিয়ন, পৌরসভা থেকে উপজেলা পর্যন্ত। এরপর একটা প্যানেল তৈরি করি। মাঠ পর্যায়ের কর্মীদের ভোট হয়। সর্বশেষ জেলা সংগঠন কাকে প্রার্থী করবে তারা সে বিষয়ে চূড়ান্ত সিদ্ধান্ত নেয়। এই কাজ এখন পুরো দেশে চলমান। আর সিটি করপোরেশনের বিষয়ে সিদ্ধান্ত নিবে কেন্দ্র।’

বিভিন্ন জেলায় জামায়াতের তৃণমূল নেতকর্মীদের সাথে কথা বলে জানা গেছে, দলটির এসব কাঠামোগত প্রক্রিয়া অনুসরণ করতে গিয়ে যোগ্য ও জনপ্রিয় প্রার্থীরা মনোনয়ন বঞ্চিত হচ্ছেন। এরমধ্যে প্রক্রিয়াগত নানা জটিলতা ও দুর্বলতার পাশাপাশি বেশ কয়েকটি কারণ উঠে এসেছে দি ইনসাইটার অনুসন্ধানে।

যোগ্যতা বনাম দলীয় পদবী

নোয়াখালী পৌরসভায় মেয়র প্রার্থী হিসেবে ঘোষণা করা হয়েছে দলের পৌর আমীর মোঃ ইউসুফের নাম। যদিও ভোটের মাঠে তার অবস্থান নিয়ে সন্দিহান খোদ দলেরই একাংশ। তিনি একজন স্কুল শিক্ষক। আর্থিক সীমাবদ্ধতার পাশাপাশি সাধারণ জনগণের সাথে তার দূরত্বই এখানে বড় বাধা। তৃণমূল নেতাকর্মীদের মতে, দলীয় কাঠামোর বাইরে তার কোনো পরিচিতি নেই বললেই চলে। বিপরীতে, নোয়াখালী জেলা আইনজীবী সমিতির সাবেক সভাপতি অ্যাডভোকেট তাজুল ইসলাম কিংবা অ্যাডভোকেট মাইনুদ্দিন খসরুর মতো হাই-প্রোফাইল ব্যক্তিদের উপেক্ষা করায় নেতা-কর্মীরা হতাশ।

তাদের মতে, যারা এতদিন জনগণের কাছাকাছি থেকেছেন, বিভিন্ন সমাজিক কাজের সাথে সম্পৃক্ত হয়েছেন, নানাভাবে মানুষের সাথে মিশেছেন- তাদেরকে বাদ দিয়ে কেবল দলের ভেতরের পদবী বিবেচনায় একজন স্বল্প পরিচিত ব্যক্তিকে প্রার্থী করা দলের রাজনৈতিক দূরদর্শিতার অভাবকেই ফুটিয়ে তুলছে। যদিও এ প্রসঙ্গে সহকারি সেক্রেটারি জেনারেল এহসান মাহবুব জুবায়ের বলেন, “জামায়াত দলীয় পদকেই গুরুত্ব দিয়ে প্রার্থী করে, কথাটা সত্য নয়। অনেক সময় দলীয় পদধারীদেরকে সাংগঠনিক দায়িত্ব পালন করতে বলা হয়, সেখানে বরং অনেক সাধারণ কর্মীকেও প্রার্থী করা হয়।”

রাজশাহী অঞ্চলের বেশকিছু স্থানেও প্রার্থী চূড়ান্ত করতে গিয়ে বিপাকে পড়েছে জামায়াত। রাজশাহীর পবা উপজেলার কাটাখালী পৌরসভায় মেয়রপদে থানা সাংগঠনিক সম্পাদক আব্দুল হাই এর নাম ঘোষণা করা হয়েছে। এনিয়ে স্থানীয় নেতাকর্মীদের মধ্যে দেখা দেয় তীব্র অসন্তোষ। নেতাকর্মীদের চাপে প্রার্থী পরিবর্তন করে মিজানুর রহমানকে মনোনয়ন দিতে বাধ্য হয় জামায়াত। যদিও তিনি জামায়াতের রূকন নয়।

মৌলভীবাজার জুড়ি উপজেলার পশ্চিম জুড়ী ইউনিয়নে চেয়ারম্যান পদে প্রার্থী করা হয়েছে জেলা জামায়াতের সহকারী সেক্রেটারি আজিজ আহমেদ কিবরিয়াকে। এটা নিয়ে দলের অভ্যন্তরে তীব্র বিরোধের সৃষ্টি হয়েছে। তার বিপরীতে সেখনকার পরিচিত মুখ আব্দুল মুনিম হেলালকে প্রার্থী করার দাবি উঠেছে স্থানীয় জামায়াতের পক্ষ থেকে। তিনি ভোটের মাঠে পরিচিত মুখ ও জামায়াতের কর্মী। কিন্তু রুকন না হওয়ায় তাকে প্রার্থী করা হবে না বলে সাফ জানিয়ে দিয়েছে জেলা জামায়াত। এনিয়ে জামায়াতের জেলা কমিটির অভ্যন্তরেই তীব্র মতবিরোধ সৃষ্টি হয়। সম্প্রতি মৌলভীবাজার জেলা জামায়াতের একাধিক নেতা দি ইনসাইটাকে এ তথ্য নিশ্চিত করলেও এ বিষয়ে প্রকাশ্যে মুখ খুলতে রাজি হননি কেউ। তারা বলছেন, দলের বিরুদ্ধে সরাসরি কথা বললে রুকন পদ বাতিল হয়ে যাবে।

মৌলভীবাজার পৌরসভা ও কমলগঞ্জ উপজেলা নিয়েও বিপাকে পড়েছে জামায়াত। কমলগঞ্জ উপজেলায় ভাইস চেয়ারম্যান পদে অ্যাডভোকেট কামরুল ইসলামকে প্রার্থী করা হয়েছে। তবে তিনি নিজেই নির্বাচন করবেন না বলে দলকে জানিয়ে দিয়েছেন। অন্যদিকে, মৌলভীবাজার পৌরসভায় প্রার্থী হতে চান ইঞ্জিনিয়ার মোয়াজ্জেম হোসেন। তিনি মৌলভীবাজার চেম্বার অব কমার্স এন্ড ইন্ডাস্ট্রির পরিচালক পদে সর্বোচ্চ ভোট পেয়ে নির্বাচিত হয়েছেন। তাকে প্রার্থী না করে উল্টো তার রুকন পদ স্থগিত করেছে জামায়াত।

মৌলভীবাজারের জুড়ী আল ফালাহ ইসলামিক একাডেমির ভৌত বিজ্ঞানের সহকারী শিক্ষক সরওয়ার কামাল সিদ্দিকি দি ইনসাইটাকে বলেন, নির্বাচনে প্রার্থী বাছাই নিয়ে জামায়াতের ব্যাপারে যে কথাগুলো শোনা যাচ্ছে, এগুলো মোটেও সুখকর নয়। জামায়াত স্থানীয় নির্বাচনে যোগ্য লোককেই প্রার্থী করবে বলে আমাদের প্রত্যাশা।

ভোটের মাঠে ‘অপরিচিত’ মুখ

নোয়াখালীর বেগমগঞ্জের ছয়ানি ইউনিয়নে উপজেলা জামায়াতের সেক্রেটারি মোঃ আব্দুর রহিমকে প্রার্থী করা হলেও স্থানীয় জনমতের প্রতিফলন সেখানে ঘটেনি বলে অভিযোগ উঠেছে। ভোটারদের মতে, দলীয় পরিচয়ের বাইরে সাধারণ মানুষের কাছে তার গ্রহণযোগ্যতা অনেক কম। আর্থিকভাবে সামর্থ্যবান কিংবা জনপ্রিয় ব্যক্তিদের বাদ দিয়ে দল কেন একজন ‘অপ্রস্তুত’ প্রার্থীকে বেছে নিল, তা নিয়ে তৈরি হয়েছে প্রশ্ন। কর্মীদের আশঙ্কা, এই সিদ্ধান্তের ফলে জামায়াতের দুর্গ হিসেবে পরিচিত এই ইউনিয়নে বড় ধরণের বিপর্যয় নেমে আসতে পারে।

সদর উপজেলার বিনোদপুর ইউনিয়নের চিত্র আরও ভয়াবহ। সেখানে প্রার্থী হিসেবে ‘শহীদ স্যার’ নামে এক শিক্ষকের নাম ঘোষণা করা হয়েছে, যাকে দলের সাধারণ কর্মীরাই ঠিকমতো চেনে না। জনগণের সাথে যার কোনো সম্পর্ক নেই, তাকে ভোটযুদ্ধে নামানো আত্মঘাতী সিদ্ধান্ত হিসেবে দেখছেন স্থানীয়রা। এখানে প্রবাসী মাসুম, ডাক্তার আলী আশরাফ কিংবা বর্তমান মেম্বার শাকিল সওদাগরের মতো বিকল্প থাকা সত্ত্বেও তাদের অবমূল্যায়ন করা হয়েছে বলে অভিযোগ খোদ জামায়াত কর্মীদের। এ বিষয়ে বিনোদপুর ইউনিয়নের জামায়াতকর্মী আবদুল্লাহ আল মামুন দি ইনসাইটাকে বলেন, দল যাকেই প্রার্থী করবে- আমরা তার হয়েই মানুষের কাছে ভোট চাইতে যাব। কিন্তু ইউনিয়ন পরিষদের চেয়ারম্যান পদে প্রার্থীর নাম ঘোষণা করার সময় অভ্যন্তরীন আলোচনায় অনেকেই আপত্তি জানিয়েছে উল্লেখ করে তিনি বলেন, এ প্রার্থী পরিবর্তন করা দরকার। কারণ উনাকে অনেক নেতাকর্মীই চেনেন না।

ফেনী জেলার বিভিন্ন ইউনিয়ন, পৌরসভায়, উপজেলায়ও প্রার্থিতা বাছাই প্রক্রিয়া নিয়ে স্থানীয় জামায়াত নেতাকর্মীদের মধ্যে বিভেদের কথা জানা গেছে। ফেনীর সোনাগাজী উপজেলার মঙ্গলকান্দি সরকারি প্রাথমিক বিদ্যালয়ের সহকারি শিক্ষক ফাহিমা আবেদীন দি ইনসাইটাকে বলেন, “স্কুলের টিচার্সরুমে এখন অন্যতম আলোচনাার বিষয় রাজনীতি। সেখানে স্থানীয় সরকার নির্বাচন নিয়েও অনেক কথাবার্তা হয় আমাদের মধ্যে।” তিনি আরো বলেন, “সোনাগাজী উপজেলার বিভিন্ন জায়গায় প্রার্থিতা নিয়ে জামায়াতের নিজস্ব লোকদের মধ্যে এক ধরণের বিভক্তির কথা শুনতে পাচ্ছি, যদিও সেটা তেমন একটা প্রকাশ্য নয়। খুব বেশি বিস্ফোরিত হয়নি।” তবে একজন স্কুল শিক্ষক হিসেবে জামায়াতের কাছে তার প্রত্যাশা, তারা যেনো যোগ্য লোককেই প্রার্থী করে। ফাহিমা আবেদীন বলেন, “একজন নারী হিসেবেও বলবো- নারীবান্ধব পরিবেশের জন্য কাজ করবে, জামায়াত যেনো এমন কাউকে প্রার্থী করে।” তিনি বলেন, “এই প্রত্যাশা শুধু জামায়াতের কাছে নয়, বিএনপির কাছেও। আমরা চাই ভালো এবং ভালোর মাঝে প্রতিযোগিতা হোক।”

নোয়াখালীর কোম্পানীগঞ্জেও প্রার্থী বাছাই প্রক্রিয়া নিয়ে নেতা-কর্মীদের মধ্যে চাপা অসন্তোষের কথা জানা গেছে। সেখানে সম্প্রতি দ্বিতীয়বারের মতো ইউনিয়নভিত্তিক জনশক্তির কাছ থেকে ভোট নেওয়া হয়। তবে নাম প্রকাশ না করার শর্তে একাধিক স্থানীয় জামায়াতকর্মী অভিযোগ করেন, তাদেরকে কেবল একজন সম্ভাব্য চেয়ারম্যান প্রার্থীর নাম লিখতে বলা হয়েছে। তাদের মতে, এ প্রক্রিয়ায় কাঠামোগত পক্ষপাতের সুযোগ তৈরি হয়, কারণ জনশক্তিরা পরোক্ষভাবে স্থানীয় আমীরসহ পদধারীদের পক্ষে ভোট দেওয়ার ইঙ্গিত পান। জামায়াতে বর্তমানে সক্রিয় সাবেক এক শিবিরনেতা বলেন, অন্তত তিনজন প্রার্থীর নাম লেখার সুযোগ থাকলে বিকল্প প্রার্থীরাও সামনে আসতে পারতেন।

তৃণমূলের বিচ্ছিন্নতা

রাজশাহীর সিটি করপোশনে মেয়রপদে কাকে প্রার্থী করা হবে, এনিয়ে স্থানীয় নেতাদের মধ্যে দ্বিধা বিভক্তির কারণে প্রার্থী ঘোষণাই স্থগিত করে রাখা হয়েছে। এছাড়া, রাজশাহী সিটির ১৪ নম্বর ওয়ার্ডে প্রার্থী করা হয়েছিল ইঞ্জিনিয়ার শাকিলুল রহমানকে, ২৬ নম্বর ওয়ার্ডে মিজানুর রহমান মিলন এবং ৯ নম্বর ওয়ার্ডে মোহাম্মদ পারভেজকে। দলীয় নেতাকর্মীদের বিতর্কের মুখে ৩টি ওয়ার্ডেই মনোনয়ন স্থগিত করেছে জামায়াত।

প্রায় ২০ বছর ধরে রাজশাহী শহরে রিক্সা চালান ৬৫ বছর বয়সী আব্দুল বাতেন। তিনি রাজশাহী সিটির একজন ভোটার। জামায়াতের প্রার্থিতার বিষয়ে তিনি বলেন, আমরা দিনমজুর মানুষ। কোনো দল করি না। যে প্রার্থী ব্যক্তি হিসেবে ভালো, আমরা তাকেই ভোট দিব।

এদিকে বেশ কয়েকটি সিটি করপোরেশনে মেয়ের পদে জামায়াতের প্রার্থী চূড়ান্ত করা হয়েছে। তবে এখনো আনুষ্ঠানিক ঘোষণা হয়নি। দলীয় সূত্রে জানা গেছে, ঢাকা দক্ষিণ সিটিতে ডাকসু ভিপি সাদিক কায়েম, ঢাকা উত্তর সিটিতে দলটির মহানগর আমির সেলিম উদ্দিন, গাজীপুর সিটিতে ড. হাফিজুর রহমান এবং চট্রগ্রাম সিটি কর্পোরেশনে অধ্যক্ষ মুহাম্মদ শামসুজ্জামান হেলালীর নাম চূড়ান্ত করেছে দলটি। শামসুজ্জামান হেলালী চট্টগ্রাম সিটি করপোরেশনের ষোলশহর ওয়ার্ডের সাবেক কাউন্সিলর। ত্রয়োদশ জাতীয় সংসদ নির্বাচনে চট্টগ্রাম-১০ আসন থেকে জামায়াতের প্রার্থী হিসেবেও প্রতিদ্বন্দ্বিতা করেছিলেন। সাদিক কায়েম, ড. হাফিজ এবং অন্যান্যদের নিয়ে তেমন কোনো বিভক্তির কথা শোনা না গেলেও সেলিম উদ্দিনকে প্রার্থী করা নিয়ে দলের তৃণমূলে রয়েছে হতাশা।

দি ইনসাইটার সরেজমিনে অনুসন্ধানে জানা গেছে, সারাদেশের বেশিরভাগ এলাকায় স্থানীয় সরকার নির্বাচন নিয়ে জামায়াতের তৃণমূলে অন্তের্কোন্দল চলছে। কোথাও কোথাও এটি তীব্র আকার ধারণ করেছে। এসব বিষয়ে এহসান মাহবুব জুবায়ের বলেন, “একটা জনপ্রিয় দলে বিচ্ছিন্ন কিছু ঘটনা ঘটতে পারে। এটা অস্বীকার করছি না। তবুও আমরা চেষ্টা করি- যাদের গ্রহণযোগ্যতা আছে, দুর্নীতির সাথে জড়িত নয়, ক্লিন ইমেজ রয়েছে- এ ধরনের ব্যক্তিরা দলের যে পর্যায়ের নেতা বা কর্মীই হোক, তাদেরকে প্রার্থী করতে।” জামায়াতের নির্বাহী পরিষদের এ সদস্য আরো জানান, “সিটি ও জাতীয় নির্বাচনে প্রার্থী করার ক্ষেত্রে কিছু নিরপেক্ষ সংস্থা দিয়ে জরিপ করানো হয়, প্রার্থীদের জনিপ্রয়তা যাচাই করা হয়। কিন্তু, ইউনিয়ন, পৌরসভা ও উপজেলায় কিছু সীমাবদ্ধতা আছে। ওসব জায়গায় স্থানীয় সংগঠনের মতামতকেই গুরুত্ব দেয়া হয়।”

জামায়াতের জন্য চ্যালেঞ্জ

আসন্ন স্থানীয় সরকার নির্বাচনে জামায়াতের জন্য কি ধরণের চ্যালেঞ্জ থাকবে- এ বিষয়ে দি ইনসাইটার সঙ্গে কথা হয় নির্বাচন বিশেষজ্ঞ জেসমিন টুলির সাথে। যিনি সদ্য সাবেক নির্বাচন ব্যবস্থা সংস্কার কমিশনের সদস্য হিসেবে দায়িত্ব পালন করেছেন। ছিলেন নির্বাচন কমিশন সচিবালয়ের অতিরিক্ত সচিব। দায়িত্ব পালন করেছেন অসংখ্য স্থানীয় সরকার নির্বাচনের রিটার্নি অফিসার হিসেবে। তিনি বলেন, স্থানীয় নির্বাচন এবং জাতীয় নির্বাচনের প্রেক্ষাপট পুরোপুরি ভিন্ন। জাতীয় নির্বাচন এখন থেকে নির্দলীয় তত্ত্বাবধায়ক সরকারের অধীনে হবে, কিন্তু স্থানীয় নির্বাচনের ক্ষেত্রে তা বরাবরই ব্যতিক্রম। স্থানীয় সরকার নির্বাচন সব সময় দলীয় সরকারের অধীনেই হয়। জেসমিন টুলির মতে, এখন যেহেতু বিএনপি সরকারের অধীনে নির্বাচন হবে, সেখানে আইনশৃঙ্খলা পরিস্থিতি কেমন থাকে? লেভেল প্লেয়িং ফিল্ড নিশ্চিত হয় কিনা? বিরোধীদল সমর্থিত প্রার্থীদের জন্য পরিবেশ কতটা অনুকূলে থাকবে? এটা বিরোধীদল হিসেবে জামায়াতের জন্য একটা চ্যালেঞ্জ।

তিনি আরো বলেন, জামায়াতের জন্য আরেকটি বড় চ্যালেঞ্জ হলো- প্রার্থী নির্বাচন। নতুন আইন অনুযায়ী- সিটি করপোরেশন, পৌরসভা, উপজেলা কিংবা ইউনিয়ন পরিষদ নির্বাচন দলীয় প্রতীকে হচ্ছে না। রাজনৈতিক দলগুলো এখানে সরাসরি প্রার্থী মনোনয়ন দিতে পারবে না। তারা শুধু প্রার্থীকে সমর্থন দিবে। সুতরাং নির্বাচনটা দলকেন্দ্রীক না হয়ে প্রার্থীকেন্দ্রীক হবে। জামায়াত যাদেরকে সমর্থন দিবে, তারা নিজের সামর্থ্য ও যোগ্যতায় নির্বাচন করতে হবে। জেসমিন টুলি বলেন, দল হয়তো তার জন্য কাজ করবে। কিন্তু এখানে প্রার্থীর গ্রহণযোগ্যতাই মুখ্য হয়ে উঠবে।

রাজনৈতিক বিশ্লেষকরা বলছেন, জামায়াতে ইসলামী এক ধরণের ‘সাংগঠনিক রক্ষণশীলতা’ বা ‘ইনব্রিডিং’ সমস্যায় ভুগছে। দলটির নীতি-নির্ধারকরা সাধারণ জনগণের চাহিদা ও প্রার্থীর ‘উইনেবিলিটি’ বা বিজয়ী হওয়ার সক্ষমতা বিচার না করে কেবল দলীয় আনুগত্য ও পদবীকে প্রাধান্য দেয়। তাদের মতে- জামায়াতের উচিত, প্রার্থী করার ক্ষেত্রে জনসম্পৃক্ত ও সামাজিকভাবে গ্রহণযোগ্য ব্যক্তিকে প্রাধান্য দেয়া। কেবল দলীয় বলয়ের ভেতরের লোক না খুঁজে পেশাজীবী ও জনপ্রিয় মুখদের সামনে আনা। এসব বিষয় উপেক্ষা করলে আর সমন্বয়হীনতা চলতে থাকলে আসন্ন স্থানীয় সরকার নির্বাচনে জামায়াত কেবল তাদের নিজস্ব ‘ভোট ব্যাংক’ রক্ষা করতে পারলেও সাধারণ ও ভাসমান ভোটারদের সমর্থন হারিয়ে বড় ধরণের পরাজয়ের সম্মুখীন হতে পারে বলে মনে করেন বিশ্লেষকরা।

এ বিষয়ে এবি পার্টির চেয়ারম্যান মজিবুর রহমান মঞ্জু দি ইনসাইটাকে বলেন, দল হিসেবে জামায়াতে ইসলামী ধর্মীয় মতাদর্শের উপর প্রতিষ্ঠিত একটি রাজনৈতিক দল। অতএব তাদের মধ্যে ইনবিল্ট রক্ষণশীল মনোভাব কাজ করবে এটাই স্বাভাবিক। জামায়াতের সদস‍্য হতে হলে একজন নাগরিককে ইসলামের মৌলিক নীতি ফরজ-ওয়াজিব সমূহ মেনে চলতে হয়, কবীরা গুনাহ অর্থাৎ (মৌলিক বা বড় ধরনের পাপকাজ) থেকে দুরে থাকতে হয়। এরপর বিবেচনায় আসে কে কত জনসম্পৃক্ত ও জনপ্রিয়। জনপ্রিয়তা ও সামাজিক গ্রহণযোগ্যতা এগুলো অতিরিক্ত যোগ্যতা হিসেবে দেখা হয়। অন‍্যান‍্য রাজনৈতিক দলে এতো কঠোর নিয়ম নেই। তাদের কাছে জনপ্রিয়তা, জনসম্পৃক্ততা ও ব‍্যক্তিগত সামর্থ্যই অনেক বড়।

জামায়াতের রাজনীতিতে এক ধরণের ক্যাডারভিত্তিক চর্চা আছে। দলটি তাদের নেতাকর্মীকে ৩টি স্তরে ভাগ করে- সহযোগী সদস্য, কর্মী ও রুকন। সহযোগী সদস্য ও কর্মীরা দলটির সর্বোচ্চ ওয়ার্ড পর্যায়ের নেতা হতে পারেন। “রুকন” হচ্ছে জামায়াতের সর্বোচ্চ স্তর। ইউনিয়ন থেকে কেন্দ্র পর্যন্ত রুকনরাই নেতৃত্বে আসতে পারেন।

The U.S.-led Operation Epic Fury in Iran, which escalated into open conflict in late February 2026, has now reached an uncertain pause. The two-week ceasefire is undoubtedly a diplomatic breakthrough, but it neither fully resolved the crisis nor addressed the strategic contradictions at the core of the conflict. Trump has been framing the agreement as evidence that the military campaign has met its objectives, including reopening critical energy routes and weakening Iranian capabilities. In reality, the ceasefire can be seen less as a resolution and more as a pause – meaning the war has paused, but not ended, for now, without a decisive outcome.

This conflict could be considered one of the most consequential gambles in recent American foreign policy. While the U.S. portrays this operation as necessary to eliminate Iran’s capabilities and quickly deter nuclear ambitions, the evidence so far suggests a rather vague and uncertain outcome. The very need for a ceasefire brokered at the last minute under intense international pressure suggests limits to coercive strategy. The agreement is conditional, temporary, and embedded within ongoing negotiations, reflecting not a decisive victory but a mutual recognition of escalating costs.

From a purely tactical standpoint, the US-led operation has been highly effective. The killing of senior officials, such as the Supreme Leader Ayatollah Ali Khamenei, Security Chief Ali Larijani and IRGC Navy Commander Rear Admiral Alireza Tangsiri, has supposedly shattered Iran’s command-and-control hierarchy. According to a report by the Institute for the Study of War (ISW), combined force airstrikes have targeted over 13,000 locations as of late March, successfully eliminating 80% of Iran’s air defense systems and weakening its capacity to carry out large-scale coordinated missile attacks. Precision airstrikes have targeted Iran’s missile production sites, launch infrastructures, and storage facilities, and damaged parts of its ballistic missile program. The short-term tempo of missile launches was lowered due to damage to key elements of Iran’s command and control system and several key missile facilities.

U.S. focus on technological superiority and stand-off strike capabilities does not make such havoc unexpected. Washington’s count of the damaged Iranian assets is staggering. White House Press Secretary Karoline Leavitt confirmed on March 30 that the US has destroyed 150 Iranian vessels, including 92% of the country’s largest vessels. After initial targeting of the nuclear and missile sites, strikes have broadened to include defense industrial bases such as the Saba Battery warehouse and key research facilities at Imam Hossein University.

However, tactical advantage does not ensure a decisive victory, therefore, success in this war is far from being determined. The ceasefire itself complicates any claim of strategic success. While Trump claimed the ‘annihilation of the Iranian Navy’ and the ‘obliteration of Iran’s potential nuclear capability’, the U.S. lacked a clear and consistent objective in this war. His rhetoric fluctuated between demanding unconditional surrender and his March 24 claim that Iran wants to ‘make a deal so badly’ – a statement Iran’s parliament speaker Mohammad Bagher Ghalibaf called an attempt to “escape the Quagmire”. This strategic ambiguity creates further difficulties. If the objective was to decisively neutralize Iran’s military capabilities, the outcome falls short of that goal.

Historically, U.S. strategy toward Iran has fluctuated between containment and coercion, shaped by decades of mutual distrust that predate the Iranian Revolution. These tensions trace back to 1953, when a CIA- and U.K.-backed coup overthrew the democratically elected Prime Minister Mohammad Mosaddegh and consolidated the rule of Shah Mohammad Reza Pahlavi—an episode that continues to inform Iranian perceptions of U.S. intervention. The 1979 Iranian Revolution further entrenched this adversarial relationship, redefining Iran as a central challenger to U.S. influence in the Middle East.

The current war underscores a shift from indirect confrontation to overt military engagement, signaling a move from deterrence by denial to deterrence by punishment. Iran has remained one of the most resilient adversaries of the United States in the region. Its military doctrine is designed to absorb shocks, adapt under pressure, and retaliate asymmetrically, prioritizing survivability over conventional battlefield dominance. A key element of this approach is Iran’s “mosaic defense” strategy, which decentralizes command structures and disperses military capabilities across semi-autonomous units to ensure continuity even under heavy attack. As a result, even the destruction of individual facilities or the elimination of key leaders does not fundamentally weaken the system, as operational capacity can be reconstituted through distributed networks.

As Thomas Schelling prominently argued, coercion succeeds only when the adversary is both willing and able to concede. The ceasefire suggests that neither side reached that threshold decisively. Iran’s strategy of endurance under pressure is deeply rooted in its strategic culture. Rather than seeking rapid victories, it engages in “wars of attrition,” in which time—not firepower—becomes the decisive factor in imposing long-term costs on its adversaries.

Iran’s institutional capabilities—including ballistic missiles, drones, cyber operations, and proxy networks across the Middle East—have reinforced this approach. These asymmetric capacities have complicated U.S. efforts to counter Iran through conventional means, with several regional assets falling prey to retaliatory attacks. Coordinated drone and missile strikes on Israel and U.S. military installations have caused casualties and disrupted infrastructure and logistics.

Thus, while the United States has demonstrated overwhelming military power, the conflict is not a one-sided display of dominance but a costly and prolonged escalation. In this context, the ceasefire reflects not victory but limits—an implicit recognition by both sides that continued escalation would impose unacceptable costs without ensuring decisive gains.

From a grand strategic perspective, the war started to raise questions about the efficacy of deterrence. Deterrence depends on convincing the enemy that the cost of continued defiance outweighs the benefits. In Iran’s case, deterrence seems to fail because either the perceived costs are not enough or the stakes of its survival are too high to give up. Instead, the new line of leaders seems to be even harder-liners. The nation is already considering withdrawing from the Non-Proliferation Treaty (NPT). This reflects the classic security dilemma, in which one state’s efforts to increase security trigger greater insecurity and a reaction from its adversary. Thus, the war risks creating the very results it aims to avoid. It does not seem to serve U.S. interests either. Threatening Iran’s survival can be counterproductive and might strengthen the hardline groups within Iranian politics. In this light, the ceasefire does not resolve the underlying conflict - it merely freezes it. The structural drivers of tension remain intact, and the risk of renewed escalation persists.

The Hormuz dilemma and the economic costs:

The war has disrupted global energy markets since Iran has effectively closed the Strait of Hormuz. Around 20 million barrels per day (mb/d) of crude oil and petroleum products passed through the Strait in 2025, which is roughly 25% of global seaborne oil trade. Approximately 20% of the world’s liquefied natural gas (LNG) trade passes through it, with much of it sourced from Qatar. Due to the blockade, the price of fuel oil has jumped from a pre-war level of $67 per barrel to $119–$120 per barrel in March and early April 2026. This rise in oil prices causes economic problems worldwide and complicates domestic economic management in the United States. Higher energy prices impact all sectors, including transportation, food costs, and manufacturing. By targeting energy infrastructure, like the retaliatory strikes on Qatari gas fields, Iran has diminished the US advantage in conventional warfare by creating widespread, costly damage for Washington’s allies. If the ceasefire breaks, a protracted war with Iran could result in a global depression that neither the US nor its allies is prepared to manage. Before the ceasefire, Iranian officials stated that the Strait of Hormuz would never return to its former state, especially for America and Israel.

During the first round of negotiation, Iran indicated that it would like to retain control of the strait and proposed a plan to charge a fee of $2m for each ship that passes through the waterway. After the failed negotiation of the first meeting, Trump has responded with a naval blockade of the strait by threatening to eliminate any ship trying to enter or leave Iranian ports. This has made the oil market further vulnerable. The U.S. cannot take over the Strait of Hormuz since Iran uses asymmetric threats like small agile boats, mines, and shore-based missiles that are difficult for large U.S. warships to counter in the narrow strait. The shipping lanes are very close to the Iranian coastline, leaving little reaction time to intercept drones or missiles. The U.S. will need heavy air power stationed above the Strait and the Gulf, and warships stationed in proximity. Overall, it is not sustainable for the U.S. Navy to dramatically seize control of the strait.

The financial impact on the United States has been enormous, with the Center for Strategic and International Studies (CSIS) reporting that the first six days of Operation Epic Fury cost a staggering $11.3 billion in unplanned expenses. As the conflict grew and shifted toward less costly munitions, the total cost increased to an estimated $16.5 billion by day 12, mainly due to the high cost of standoff missiles and the repair of damaged regional infrastructure. These figures, which exclude long-term veterans’ benefits and domestic security increases, indicate the war is costing nearly half a billion dollars daily even during its lower-intensity phases. These economic costs are occurring without any clear strategic gains. The outcome is a disrupted global market, strained allied relations, and doubts about America’s leadership. US allies have expressed concern about a potential escalation of conflict, as they fear further disruption of stable energy supplies.

All these demonstrate a case of strategic overreach, where a country’s commitments and expenses surpass its capacity to sustain them and ultimately weaken its long-term power and credibility. Despite the projection of power and short-term degradation of adversaries’ capability, the US is struggling to translate those gains into durable political outcomes. It represents one of the persistent problems of U.S. interventions from the Iraq War to Afghanistan – the gap between military means and political ends. Initial battlefield success always gives way to protracted conflict. The combination of high costs, shifting goals leading to uncertain victory, and the risk of counterproductive outcomes has made Operation Epic Fury a strategic failure. It is not clear how the negotiations will go over the next few days. The ten-point plan from Iran does not seem to be what Trump would fully agree to, and partial acceptance from the U.S. would mean reverting to the same pre-war state of animosity.

If the war drags on and Iran continues fighting back, the sunk costs for the U.S. will be substantial. Thus, the current war risks raising questions about the underlying assumptions guiding U.S. foreign policy.

“প্রধানমন্ত্রী সংসদে একমনে পত্রিকা পড়ছেন। দেশের কোথায় কী ঘটছে, সব সংবাদে চোখ বুলিয়ে নিচ্ছেন। অধিবেশন চলাকালেও তিনি নিজের দায়িত্ব সম্পর্কে খুবই সচেতন, খুবই মনোযোগী।” সংসদে বসে পত্রিকা পড়ার কারণে ঠিক এভাবেই প্রশংসা কুড়াচ্ছেন প্রধানমন্ত্রী তারেক রহমান। বিভিন্ন গণমাধ্যমে প্রধানমন্ত্রীর ভূয়সী প্রশংসা করে প্রতিবেদন প্রকাশ করা হয়েছে।

যদিও এই কাজ স্পষ্টই সংসদের কার্যপ্রণালী বিধির লঙ্ঘন। সংসদের কার্যপ্রণালী বিধি অনুযায়ী, অধিবেশন বা সংসদের বৈঠক চলাকালে কোনো সদস্য পত্রিকা পড়তে পারবেন না।

যেখানে অন্য কোনো সদস্য বিধি ভাঙলেই প্রশ্নের মুখোমুখি হন, স্পিকার স্পষ্টভাবে বিধি লঙ্ঘনের জন্য তাদের সরাসরি ধরিয়ে দেন—সেখানে প্রধানমন্ত্রী বিধি ভেঙে কেন প্রশংসা পাচ্ছেন? এই প্রশ্ন থেকেই যায়। এমনকি গণমাধ্যমগুলো বিধি পর্যালোচনা না করে বরং প্রধানমন্ত্রীর প্রশংসা করে সাংবাদিকতার বস্তুনিষ্ঠতা ও নিরপেক্ষতাকে প্রশ্নবিদ্ধ করেছে কি না, তা নিয়েও প্রশ্ন উঠেছে।

গত ৩১ মার্চ ফেসবুকে একটি ছবি শেয়ার করেছেন প্রধানমন্ত্রীর অতিরিক্ত প্রেস সচিব আতিকুর রহমান রুমন। ছবিতে দেখা যায়, সংসদের কার্যক্রম চলমান থাকলেও প্রধানমন্ত্রী মনোযোগ দিয়ে পত্রিকা পড়ছেন, গুরুত্বপূর্ণ সংবাদগুলো খুটিয়ে খুটিয়ে পড়ছেন। অতিরিক্ত প্রেস সচিবের এই পোস্টের সূত্র ধরে বাংলাদেশের বিভিন্ন গণমাধ্যম প্রতিবেদন প্রকাশ করে। দৈনিক সমকাল, বাংলাভিশন, জাগোনিউজসহ বেশ কয়েকটি গণমাধ্যমের খবর বিশ্লেষণ করে দেখা যায়—বিধি লঙ্ঘনের বিষয়টি এড়িয়ে গিয়ে উল্টো প্রধানমন্ত্রী তারেক রহমানের প্রশংসা করা হয়েছে প্রতিবেদনগুলোতে।

গত ১ এপ্রিল দৈনিক সমকালের অনলাইনে প্রকাশিত খবরে বলা হয়, “সংসদের কার্যক্রম চলমান থাকলেও প্রধানমন্ত্রী মনোযোগ দিয়ে পত্রিকার গুরুত্বপূর্ণ সংবাদগুলো পর্যালোচনা করছেন। সংশ্লিষ্টরা বলছেন, রাষ্ট্রীয় দায়িত্ব পালনের পাশাপাশি বিভিন্ন গণমাধ্যমে প্রকাশিত খবর সম্পর্কে অবগত থাকার অংশ হিসেবেই তিনি পত্রিকা দেখছিলেন।”

একইদিনে নাগরিক প্রতিদিনের প্রতিবেদনে উল্লেখ করা হয়, “জাতীয় সংসদের গুরুত্বপূর্ণ অধিবেশন চলাকালেও রাষ্ট্রীয় দায়িত্বের প্রতি নিজের সচেতনতার অনন্য দৃষ্টান্ত স্থাপন করলেন প্রধানমন্ত্রী তারেক রহমান।” এতে আরো বলা হয়, “রাজনৈতিক বিশ্লেষকেরাও মনে করছেন, সংসদ অধিবেশনের মতো গুরুত্বপূর্ণ সময়েও পত্রিকার ওপর নজর রাখা সরকারের নীতি নির্ধারণে তথ্যভিত্তিক সিদ্ধান্ত গ্রহণের ইঙ্গিত বহন করে।”

যদিও এসব প্রতিবেদনে “সংশ্লিষ্ট” কিংবা “রাজনৈতিক বিশ্লেষক” হিসেবে কাদের বক্তব্য নেওয়া হয়েছে, তা উল্লেখ করা হয়নি। এ বিষয়ে দৈনিক মানবজমিন পত্রিকার সাবেক প্রধান বার্তা সম্পাদক সাজিদ হক বলেন, “সংশ্লিষ্ট” কিংবা “রাজনৈতিক বিশ্লেষক”—এগুলো এক ধরনের গায়েবি শব্দ। এসব শব্দ দিয়ে মিডিয়া মূলত নিজের ন্যারেটিভ প্রচার করে। এখানে “সংশ্লিষ্ট” কে? “রাজনৈতিক বিশ্লেষক” কে? এটা পরিষ্কার করা উচিত ছিল।

জাগো নিউজের খবরে বলা হয়, প্রধানমন্ত্রীর পত্রিকা পড়ার ছবি প্রকাশের পর সামাজিক যোগাযোগ মাধ্যমে ইতিবাচক প্রতিক্রিয়া লক্ষ্য করা গেছে।

প্রধানমন্ত্রীর প্রশংসা করে গণমাধ্যমগুলোর এই প্রতিবেদন কতটা আইন-বিধি পর্যালোচনা করে লেখা হয়েছে, তা নিয়ে প্রশ্ন তৈরি হয়েছে। কারণ, সংসদ অধিবেশনে পত্রিকা পড়া মোটেও বিধিসম্মত নয়।

গণমাধ্যম যেখানে গঠনমূলক সমালোচনা করবে কিংবা ক্ষমতাকে প্রশ্নের মুখে রাখবে, সেখানে গণমাধ্যমের এই আজ্ঞাবহ ভূমিকা কতটা গ্রহণযোগ্য? সাজেদুল হক বলেন, বাংলাদেশে বিগত শেখ হাসিনার শাসনামলে আমরা দেখেছি, মিডিয়া মোটাদাগে সরকারের প্রশংসায় মুখর ছিল। এখনও সে প্রবণতার শুরুর একটি ইঙ্গিত পাওয়া যাচ্ছে। যেমন ধরুন—মিডিয়ায় বহুল আকাঙ্খিত সংস্কার ইস্যু সেভাবে গুরুত্ব পাচ্ছে না; অথচ প্রধানমন্ত্রীর প্রশংসামূলক নানা খবর প্রায়ই দেখা যাচ্ছে। মিডিয়া তার যথাযথ ভূমিকা রাখবে—এমন আশা ফিকে হয়ে যাচ্ছে।

বাংলাদেশসহ অনুরূপ গণতান্ত্রিক দেশগুলোর সংসদীয় বিধিতে অধিবেশন চলাকালে অপ্রাসঙ্গিক সংবাদপত্র পড়া স্পষ্টভাবে নিষিদ্ধ। এটি কেবল বিধি লঙ্ঘনই নয়, বরং এমন আচরণকে সাধারণভাবে অপেশাদার ও অসম্মানজনক হিসেবে দেখা হয়, কারণ এটি মনোযোগ নষ্ট করে, আলোচনার গুণগত মান ক্ষুণ্ন করে এবং সংসদের মর্যাদাকে হ্রাস করে।

জাতীয় সংসদের কার্যপ্রণালী বিধির ২৮তম অধ্যায়ে সংসদ সদস্য কর্তৃক পালনীয় বিধানগুলো উল্লেখ করা আছে। বিধির ২৬৭ ধারার (৩) উপধারায় বলা হয়েছে, সংসদের বৈঠক চলাকালে সংসদের কাজের সঙ্গে সংশ্লিষ্ট নয়—এমন কোনো বই, সংবাদপত্র বা চিঠিপত্র পাঠ করা যাবে না। এই বিষয়ে সুপ্রিম কোর্টের আইনজীবী ব্যারিস্টার আল মামুন রাসেল দ্য ইনসাইটাকে বলেন, সংসদের কার্যপ্রণালী বিধিতে স্পষ্ট বলা আছে—সংসদের বৈঠক চলাকালে কোনো সদস্য সংবাদপত্র পাঠ করতে পারবেন না। এই বিধি অনুযায়ী- কেউ সংশ্লিষ্ট বিষয় ছাড়া যদি পত্রিকা পড়তে থাকেন, তাহলে তিনি বিধি লঙ্ঘন করেছেন। প্রসঙ্গত, একই অধ্যায়ের একই ধারার ১১ উপধারায় বলা আছে—সংসদের দর্শক গ্যালারিতে থাকা কাউকে উদ্দেশ্য করে কোনো বক্তব্য দেওয়া যাবে না। সেই ধারাবলে, গত ৩১ মার্চ নোয়াখালী-৬ আসনের সংসদ সদস্য হান্নান মাসুদকে সতর্ক করেন স্পিকার মেজর (অব.) হাফিজ উদ্দিন আহমেদ। হান্নান মাসুদ গ্যালারিতে থাকা তার বাবার কথা উল্লেখ করেছেন বক্তব্যে।

অধিকাংশ দেশেই সংসদীয় কার্যপ্রণালী বিধিতে “অপ্রাসঙ্গিক সংবাদপত্র পাঠ” নিষিদ্ধ, তবে “সংশ্লিষ্ট বিষয়ের রেফারেন্স হিসেবে” তা ব্যবহারের সুযোগ থাকে। বাংলাদেশেও সংশ্লিষ্ট বিষয়ের রেফারেন্স হিসেবে পত্রিকা পড়ার সুযোগ রাখা হয়েছে। কিন্তু প্রধানমন্ত্রী তারেক রহমান যে কদিন পত্রিকা পড়েছেন, সেখানে তিনি দেশের খোঁজখবরের জন্যই পড়ছেন—এমনটাই গণমাধ্যমে উল্লেখ করা হয়েছে। অর্থাৎ তিনি সংসদে যে বিল উত্থাপিত হয়েছে কিংবা যেসব বিষয়ে আলোচনা হয়েছে—সেসব বিষয়ে কোনো সংবাদ পড়েছেন বলে সংবাদপত্রগুলোর প্রতিবেদনে উল্লেখ করা হয়নি। সংসদ টিভির ফুটেজ পর্যালোচনা করে দেখা যায়, প্রধানমন্ত্রী যে কদিন পত্রিকা পড়েছেন, সেখানে সংশ্লিষ্ট বিষয়ে পত্রিকা থেকে উদ্ধৃতি দিয়ে তিনি জবাব দিয়েছেন—এমন কোনো উদাহরণও নেই।

সম্প্রতি জামায়াতের সংসদ সদস্য ড. শফিকুল ইসলাম মাসুদ সংসদে সিটি করপোরেশনগুলোতে অনির্বাচিত প্রশাসক বসানো নিয়ে বক্তব্য দিচ্ছিলেন। সেখানে দেখা যায়, হেডফোন খুলে প্রধানমন্ত্রী পত্রিকা পড়ছেন। এ বিষয়ে শফিকুল ইসলাম মাসুদ দি ইনসাইটাকে বলেন, সংসদের প্রতিটি মিনিট খুবই গুরুত্বপূর্ণ। যেখানে জনগণের টাকায় সংসদ পরিচালিত হয়, এবং তা খুব ব্যয়বহুল। তাই সংসদে প্রত্যেক সদস্যেরই মনোযোগ দিয়ে কথা শোনা উচিত, নোট করা উচিত। তা না করে কেউ যদি পত্রিকা পড়েন, তাহলে আমরা কীভাবে বুঝব—তিনি আমার কথাকে গুরুত্ব দিচ্ছেন? বিশেষ করে সংসদ নেতার তো আরও বেশি মনোযোগী হওয়া উচিত। অথচ আমি যখন বক্তব্য দিচ্ছিলাম, তখন প্রধানমন্ত্রী বসে বসে পত্রিকা পড়ছিলেন। তার মানে আমরা ধরেই নিতে পারি, আমাদের কথাগুলো বাস্তবায়নযোগ্য হলেও তা সঠিকভাবে শোনা হচ্ছে না।

উল্লেখ্য, বিশ্বের প্রায় সব দেশের সংসদীয় রীতিনীতি বা কার্যপ্রণালী বিধিতে অধিবেশন চলাকালে সংসদ সদস্যদের পত্রিকা পড়ার বিষয়ে নির্দিষ্ট বিধিনিষেধ রয়েছে।

ভারতের সংসদীয় বিধির ৩৪৯ নম্বর ধারা (Rule 349) অনুযায়ী, অধিবেশন চলাকালে কোনো সদস্য বই, সংবাদপত্র বা চিঠিপত্র পড়তে পারবেন না। তবে একটি শর্ত আছে—যদি সেই সংবাদপত্র বা বইয়ের তথ্য সরাসরি অধিবেশনের কোনো আলোচনার (Business of the House)-এর সঙ্গে সম্পর্কিত হয়, তবে তা পড়ার অনুমতি দেওয়া হয়। এছাড়া কোনো তথ্য উদ্ধৃত করার ক্ষেত্রেও নির্দিষ্ট নিয়ম মেনে চলতে হয়।

ব্রিটিশ পার্লামেন্টেও একই ধরনের রীতি প্রচলিত। সেখানে এমপিদের জন্য নিয়ম হলো, তারা চেম্বারে বসে সংবাদপত্র বা ম্যাগাজিন পড়তে পারবেন না। এমনকি বর্তমানে ডিজিটাল যুগের কারণে ল্যাপটপ বা ট্যাবলেট ব্যবহারের অনুমতি থাকলেও তা কেবল সংসদীয় কাজের জন্য ব্যবহারের নির্দেশনা দেওয়া হয়। যদি কোনো এমপিকে সংবাদপত্র পড়তে দেখা যায়, তবে স্পিকার তাকে সতর্ক করতে পারেন।

কানাডার হাউস অব কমন্সেও সাধারণ নিয়ম হলো—অধিবেশন চলাকালে সংবাদপত্র পড়া যাবে না। তবে যদি কোনো সদস্য তার বক্তব্যের সপক্ষে কোনো সংবাদপত্রের অংশবিশেষ উদ্ধৃত করতে চান, তবে তিনি তা করতে পারেন। কিন্তু কেবল সময় কাটানোর জন্য বা ব্যক্তিগত বিনোদনের জন্য পত্রিকা পড়া সেখানে অশোভন এবং নিয়মবহির্ভূত হিসেবে গণ্য হয়।

মূলত সংসদের মর্যাদা রক্ষা এবং অধিবেশনের কাজে একাগ্রতা বজায় রাখার জন্যই এই নিয়ম করা হয়েছে। সংসদ একটি পবিত্র স্থান, যেখানে গুরুত্বপূর্ণ আইন প্রণয়ন করা হয়। সেখানে ব্যক্তিগত কাজে সংবাদপত্র পড়া সংসদের প্রতি অসম্মান হিসেবে দেখা হয়। গুরুত্বপূর্ণ বিতর্ক চলাকালে সদস্যরা যাতে অন্যমনস্ক না হন, তা নিশ্চিত করার জন্যই দেশে দেশে সংবাদপত্র পড়ার বিষয়ে বিধিনিষেধ রয়েছে।

গুম একটি সংবেদনশীল অপরাধ। এর সাথে সরকারের শৃঙ্খলা বাহিনী ও আইনশৃঙ্খলা রক্ষা বাহিনীর দায় সম্পৃক্ত। ২০২৫ সালের জাতীয় মানবাধিকার অধ্যাদেশের সঙ্গে এই অধ্যাদেশের সংযোগ থাকায় এ বিষয়ে সংশ্লিষ্টদের সঙ্গে অধিকতর কনসালটেশন প্রয়োজন। অধ্যাদেশটি রহিত করে পরে অধিকতর সংশোধনসহ একটি নতুন আইন প্রণয়ন করা যেতে পারে। ‘গুম প্রতিরোধ ও প্রতিকার (সংশোধনী) অধ্যাদেশ, ২০২৬’ বাতিলের প্রস্তাবে এসব কথাই লেখা হয়েছে সরকারি নথিতে।

এই অধ্যাদেশ বাতিল চেষ্টার সমালোচনা করে মানবাধিকারকর্মী নূর খান লিটন দি ইনসাইটাকে বলেন, দীর্ঘদিন ধরে গুম খুনের বিচারের যে আকাঙ্ক্ষা ছিল, অন্তর্বর্তী সরকারের জারি করা এই অধ্যাদেশের মাধ্যমে কিছুটা আশার আলো দেখা গেছে। কিন্তু এই অধ্যাদেশ বাতিল হলে গুমের বিচার কীভাবে হবে? সেই প্রশ্নটি থেকে যায়।

​মূলত ‘গুম থেকে ফিরে আসা ব্যক্তিদের সুরক্ষায় আন্তর্জাতিক কনভেনশন’-এর বিধানাবলী জাতীয় আইনি কাঠামোতে অন্তর্ভুক্ত করার জন্য এই অধ্যাদেশ প্রণয়ন করেছে অন্তর্বর্তী সরকার। এতে গুমকে “চলমান অপরাধ” হিসেবে সংজ্ঞায়িত করে এর সর্বোচ্চ শাস্তি হিসেবে মৃত্যুদণ্ড বা যাবজ্জীবন কারাদণ্ড এবং অর্থদণ্ডের বিধান রাখা হয়েছে। সংশোধনী অধ্যাদেশে মানবাধিকার কমিশনের সুপারিশের ভিত্তিতে ট্রাইব্যুনালে পাবলিক প্রসিকিউটর নিয়োগের বিধান আনা হয়েছে। এছাড়াও অভিযোগকারী বা ভুক্তভোগী ব্যক্তিগত উদ্যোগেও আইনজীবী নিয়োগ করতে পারবেন। সংশোধনী অধ্যাদেশটিতে কোনো ব্যক্তি কমপক্ষে ৫ বছর ধরে গুম থাকলে এবং জীবিত না ফিরলে ট্রাইব্যুনাল তাঁর সম্পত্তি বৈধ উত্তরাধিকারীদের মধ্যে বণ্টনযোগ্য মর্মে ঘোষণা দিতে পারবে।

​কিন্তু সরকার কেন জবাবদিহিমূলক এই বিধানগুলোকে বাতিল করে দিতে চাইছে? যেখানে ইলিয়াস আলীর মতো বিএনপির বহু প্রভাবশালী নেতারা গুমের শিকার হয়েছেন এবং প্রতিরক্ষা গোয়েন্দা মহাপরিদপ্তর-ডিজিএফআই পরিচালিত কথিত জয়েন্ট ইন্টারোগেশন সেন্টার (জেআইসি), যা পরে ‘আয়নাঘর’ নামে কুখ্যাতি পেয়েছে? অভিযোগ অনুযায়ী, ২০১৬ থেকে ২০২৪ সালের মধ্যে এখানে অন্তত ২৬ জনকে গুম করে রাখা হয়, যারা পরে বিভিন্নভাবে জীবিত ফিরে আসেন। এ ২৬ জন ছাড়াও আরও অসংখ্য মানুষ জেআইসিতে আটক ছিলেন, যাদের বিষয়ে তদন্ত চলমান। এ সংক্রান্ত মামলায় সাবেক পলাতক প্রধানমন্ত্রী শেখ হাসিনা, তার সাবেক নিরাপত্তা ও প্রতিরক্ষা বিষয়ক উপদেষ্টা তারেক আহমেদ সিদ্দিক, ডিজিএফআইয়ের পাঁচজন সাবেক মহাপরিচালক (মেজর জেনারেল পদ মর্যাদার), কাউন্টার টেরোরিজম ইন্টেলিজেন্স সেলের (সিটিআইসি) পাঁচজন পরিচালক ও একজন সাবেক সেনা কর্মকর্তার বিরুদ্ধে মোট পাঁচটি মানবতাবিরোধী অপরাধের অভিযোগ আনা হয়েছে। প্রশ্ন উঠেছে, গুম প্রতিরোধ ও প্রতিকার (সংশোধনী) অধ্যাদেশ, ২০২৬ বাতিল করে দিলে এসব অভিযুক্তরা কি ছাড় পেয়ে যাবেন? যারা গুমের শিকার হয়েছেন, তারা কি ন্যায় বিচার কিংবা প্রতিকার পাবেন?

​নূর খান লিটন বলেন, যারা বিগত দিনে গুম খুনের সাথে জড়িত ছিল- এসব অধ্যাদেশ বাতিলের মাধ্যমে তাদেরকে দায়মুক্তি দেয়ার পরিবেশ তৈরি হতে পারে।

এমন আরেকটি গুরুত্বপূর্ণ আইন ‘জাতীয় মানবাধিকার কমিশন (সংশোধন), অধ্যাদেশ ২০২৫’ বাতিল করে দেয়ার সিদ্ধান্ত নিয়েছে বিএনপি সরকার। ২০০৯ সালের জাতীয় মানবাধিকার কমিশন আইন, ২০২৪ সালের জাতীয় মানবাধিকার কমিশন (সংশোধন) অধ্যাদেশ-এর মাধ্যমে সংশোধন করা হয়। এতে বাছাই কমিটির সভাপতির অবর্তমানে উপস্থিত সদস্যদের মধ্য থেকে একজনকে সভাপতিত্ব করার দায়িত্ব অর্পণ করা হয়। পরবর্তীতে নতুন করে জাতীয় মানবাধিকার কমিশন অধ্যাদেশ, ২০২৫ জারি করা হয়। যার মাধ্যমে ২০০৯ সালের আইনটি বাতিল করা হয়। সংশোধিত এই অধ্যাদেশের মাধ্যমে মানবাধিকার কমিশনকে দলীয় প্রভাবমুক্ত করা হয়েছে। কিন্তু এই অধ্যাদেশ বাতিল করে সরকার কি আবারও মানবাধিকার কমিশনকে নিজেদের আজ্ঞাবহ করে রাখতে চায়? নূর খান লিটন বলেন, মানবাধিকার কমিশন অধ্যাদেশ, গণভোট অধ্যাদেশ, গুম প্রতিরোধ অধ্যাদেশ। এসব অধ্যাদেশ একে অপরের সাথে সম্পৃক্ত। এই অধ্যাদেশগুলো বাতিল হলে, গুমের সাথে জড়িত যেসব আইনশৃঙ্খলা বাহিনীর সদস্য- তাদের দায় অন্যের ঘাড়ে চাপিয়ে দেয়ার চেষ্টা করা হবে। এই আশঙ্কা থেকেই থেকে যায়। এসব অধ্যাদেশ বাতিল হলে একটা সংকটময় পরিস্থিতি তৈরি হবে।

​শুধু গুম প্রতিরোধ কিংবা মানবাধিকার অধ্যাদেশই নয়- অন্তর্বর্তী সরকারের আমলে করা এমন অনেক জবাবদিহিহিমূলক অধ্যাদেশ বাতিল করে দিচ্ছে বর্তমান সরকার। বিশেষ করে দুর্নীতি দমন কমিশন অধ্যাদেশ ও গণভোট অধ্যাদেশসহ ২০টি অধ্যাদেশ চলতি অধিবেশনে অনুমোদন করা হচ্ছে না। এর মধ্যে সুপ্রিম কোর্টের বিচারক নিয়োগ ও সুপ্রিম কোর্ট সচিবালয় অধ্যাদেশসহ চারটি অধ্যাদেশ বাতিল করার সুপারিশ করেছে জাতীয় সংসদের বিশেষ কমিটি। অন্য ১৬টি অধ্যাদেশের ক্ষেত্রে সংসদে এখনই বিল আকারে উত্থাপন না করে পরবর্তী সময়ে যাচাই বাছাই করে অধিকতর শক্তিশালী করে নতুন বিল উত্থাপনের সুপারিশ করা হয়েছে।

​সুপ্রিম কোর্টের বিচারক নিয়োগ অধ্যাদেশের মাধ্যমে বিচারক নিয়োগে একটি ভারসাম্যপূর্ণ অবস্থান তৈরি করতে চেয়েছিল অন্তর্বর্তী সরকার। যেখানে বিচারক নিয়োগ প্রক্রিয়াকে প্রধান বিচারপতির সাবজেক্টিভ স্যাটিসফেকশনের ওপর নির্ভরশীল করা হয়েছে। নতুন অধ্যাদেশ অনুযায়ী, প্রধান বিচারপতি একাধারে কাউন্সিলের সভাপতি। তাঁর পছন্দেই সদস্য হবেন একজন অবসরপ্রাপ্ত আপিল বিভাগের বিচারক এবং আরেকজন আইনের অধ্যাপক। অধ্যাদেশের ১০ ধারা অনুযায়ী কাউন্সিলের প্রস্তাবকৃত নামগুলো সম্পর্কে তিনিই সংবিধানের ৯৫ অনুচ্ছেদ অনুযায়ী রাষ্ট্রপতিকে পরামর্শ প্রদান করবেন। এই অধ্যাদেশে উল্লেখ আছে, প্রধান বিচারপতি কাউন্সিলের সুপারিশকৃত নামগুলো রাষ্ট্রপতির নিকট প্রস্তাব করবেন। রাষ্ট্রপতি কাউন্সিল-প্রদত্ত তালিকা হতে নিয়োগ দিতে বাধ্য থাকবেন। অর্থাৎ বিচারপতি নিয়োগে রাষ্ট্রপতির কার্যত কোনো ভূমিকা থাকবে না। অ্যাপয়েন্টমেন্ট কাউন্সিলে সরকারের প্রতিনিধিত্বও খুবই কম। তাই সরকারের প্রভাবমুক্ত একটি নিয়োগ পদ্ধতি হবে।

​এই অধ্যাদেশ বাতিলের মাধ্যমে সরকার বিচার বিভাগকে দলীয়করণ করার প্রচেষ্টা চালাচ্ছে বলে মন্তব্য করেছেন সুপ্রিম কোর্টের সিনিয়র আইনজীবী এডভোকেট শিশির মুহাম্মদ মনির। তিনি বলেন, বিগত ফ্যাসিবাদী সরকার যেভাবে বিচার বিভাগকে নিজের স্বার্থে কাজে লাগিয়েছে, এই সরকারও সেই অপচেষ্টায় লিপ্ত। এজন্যই এরকম একটি অধ্যাদেশ যেখানে বিচার বিভাগের স্বাধীনতা নিশ্চিত হবে, সেটা বাদ দিচ্ছে তারা। এটা জুলাই অভ্যুত্থানের আকাঙ্ক্ষার সাথে রীতিমত গাদ্দারি।

এই বিষয়ে সম্প্রতি অ্যাটর্নি জেনারেল রুহুল কুদ্দুস কাজল গণমাধ্যমকে বলেন, বিচারপতি নিয়োগ এবং সুপ্রিম কোর্ট সচিবালয় অধ্যাদেশ রহিতের সিদ্ধান্তে স্বাধীন বিচারবিভাগ প্রতিষ্ঠায় বাধাগ্রস্ত হবে। তিনি এও বলেন, যে অধ্যাদেশগুলো এখনও আইনে রূপান্তর হয়নি, ধাপে ধাপে সেগুলো আইনে পরিণত করা হবে। এতে স্বাধীন বিচার বিভাগের অন্তরায় ঘটবে না।

একইভাবে দুর্নীতি দমন কমিশন (সংশোধন) অধ্যাদেশেও দুদক চেয়ারম্যান নিয়োগে দলীয় প্রভাবমুক্ত রাখার বিধান করা হয়েছে। কিন্তু সেটি বাদ দিচ্ছে বর্তমান বিএনপি সরকার।

​তথ্য অধিকার (সংশোধন) অধ্যাদেশ, ২০২৬-এর মাধ্যমে তথ্য অধিকার আইন, ২০০৯-এর ধারা ২, ৬ ও ২৭ সংশোধন করেছে অন্তর্বর্তী সরকার। এই অধ্যাদেশের মাধ্যমে তথ্য সহজলভ্য করার বিধান যুক্ত করা হয়েছে। তথ্য কমিশনকে প্রবিধান দ্বারা একটি কেন্দ্রীয় ‘তথ্য ভান্ডার’ গঠনের ক্ষমতা দেওয়া হয়েছে। এই অধ্যাদেশটিও বাতিল করছে বর্তমান সরকার।

অন্তর্বর্তী সরকারের জারি করা বেসামরিক বিমান চলাচল (সংশোধন) অধ্যাদেশ, ২০২৬ থেকেও সরে আসছে বিএনপি সরকার। টিকিটিং ব্যবস্থায় স্বচ্ছতা নিশ্চিত এবং বিমান ভাড়ায় কারসাজি রোধে সুদৃঢ় আইনি কাঠামো প্রণয়ন করা হয়েছে এই অধ্যাদেশের মাধ্যমে। বিমান ভাড়ায় কারসাজি ঠেকাতে নিয়ন্ত্রণমূলক ব্যবস্থা আনা হয়েছিল এর মাধ্যমে। এয়ার অপারেটরদের কর্তৃপক্ষের নিকট সকল রুটের সর্বনিম্ন ও সর্বোচ্চ ভাড়ার তালিকা আবশ্যিকভাবে দাখিলের বিধান রাখা হয়েছে। কৃত্রিম সংকট বা অস্বাভাবিক মূল্যবৃদ্ধি হলে বেসামরিক বিমান চলাচল কর্তৃপক্ষের চেয়ারম্যানকে সরাসরি হস্তক্ষেপের আইনি ক্ষমতা দেয়া হয়েছে। পাশাপাশি, ডিস্ট্রিবিউশন চ্যানেল ও গ্রাউন্ড হ্যান্ডলিং-এর সুনির্দিষ্ট আইনি সংজ্ঞা সংযোজন করা হয়েছে। ভাড়া, ফি ও অন্যান্য চার্জ নির্ধারণে একটি স্বাধীন “বেসামরিক বিমান চলাচল অর্থনৈতিক কমিশন” গঠনের প্রস্তাব অন্তর্ভুক্ত করা হয়েছে। প্রযোজ্য ক্ষেত্রে সাজার বিধান রাখা হয়েছে। সুপ্রিম কোর্টের আইনজীবী ব্যারিস্টার শাহরিয়ার কবির দি ইনসাইটাকে বলেন, এই ধরনের একটি জবাবদিহিমূলক অধ্যাদেশ থেকে সরে এসে বিমান খাতে নিজেদের লুটপাটের বন্দোবস্ত করতে চায় বর্তমান সরকার। বিমানের যে দুরবস্থা তা চিরস্থায়ী করার একটি পায়তারা এটি।

​বাতিল করা হচ্ছে ব্যাংক রেজোল্যুশন অধ্যাদেশ, ২০২৫। ব্যাংক খাতে সংকট মোকাবিলায় একটি সুস্পষ্ট কাঠামো তৈরি করা হয়েছিল অধ্যাদেশটি। তফসিলি ব্যাংকের আর্থিক সংকট-যেমন মূলধন ঘাটতি, তারল্য সংকট, দেউলিয়াত্ব বা পদ্ধতিগত ঝুঁকি সমাধানের জন্য অধ্যাদেশটি প্রণয়ন করা হয়েছিল। রেজোল্যুশনের আওতায় আর্থিক স্থিতিশীলতা রক্ষা, গুরুত্বপূর্ণ ব্যাংকিং সেবা চালু রাখা, আমানতকারীর স্বার্থ সংরক্ষণ, সরকারি সহায়তা কমানো এবং জনগণের আস্থা বজায় রাখায় প্রয়োজনীয় পদক্ষেপ নিতে পারবে বাংলাদেশ ব্যাংক। প্রয়োজন হলে প্রশাসক নিয়োগ, মূলধন বৃদ্ধি শেয়ার/সম্পদ/দায় হস্তান্তর, ব্রিজ ব্যাংক প্রতিষ্ঠা, দায় হ্রাস বা রূপান্তরসহ বিভিন্ন পদ্ধতি প্রয়োগ করতে পারবে। লোকসানের ক্ষেত্রে দাবির অগ্রাধিকারের ক্রম মানা হবে। সুরক্ষিত আমানত অগ্রাধিকার পাবে। ব্যাংক পুনর্গঠন ও রেজোল্যুশন তহবিল গঠন, আমানত সুরক্ষা তহবিল ব্যবহার এবং বিশেষ ক্ষেত্রে সরকারি সহায়তার বিধান রাখা হয়েছে। যখন ব্যাংকিং খাত আগে থেকেই চাপে রয়েছে, এই আইন বাতিল হলে অর্থনৈতিক ব্যবস্থাপনায় অনিশ্চয়তা তৈরি হতে পারে বলে আশঙ্কা করছেন অনেকে।

​এছাড়া মাইক্রোফাইন্যান্স ব্যাংক প্রতিষ্ঠার উদ্দেশ্যে মাইক্রোফাইন্যান্স ব্যাংক অধ্যাদেশ, ২০২৬ প্রণয়ন করেছিল অন্তর্বর্তী সরকার। অধ্যাদেশটি এখনও কার্যকর হয়নি। এই অধ্যাদেশ থেকেও সরে আসছে বিএনপি সরকার। বাতিল করা হচ্ছে গণভোট অধ্যাদেশ, ২০২৫। জুলাই জাতীয় সনদ (সংবিধান সংস্কার) বাস্তবায়ন আদেশ, ২০২৫ কার্যকর করার লক্ষ্যে অধ্যাদেশটি জারি করা হয়েছিল।

​বিশ্লেষকরা বলছেন, এখনই এসব আইন বাতিলের উদ্যোগ প্রশ্নবিদ্ধ। বাতিলের সিদ্ধান্ত দ্রুত হলেও বিকল্প কাঠামো স্পষ্ট নয়। এতে একটি শূন্যতা তৈরির আশঙ্কা থাকে, যেখানে গুরুত্বপূর্ণ খাতগুলো কার্যকর আইনি কাঠামো ছাড়াই চলতে বাধ্য হয়। তারা বলছেন, আইন পরিবর্তন বা বাতিল করা সরকারের অধিকার। কিন্তু যখন সেই আইনগুলো জবাবদিহিতা, স্বচ্ছতা ও মানবাধিকার সুরক্ষার সঙ্গে সরাসরি যুক্ত, তখন সিদ্ধান্তগুলো আরও সতর্ক ও স্বচ্ছ হওয়া প্রয়োজন। অন্যথায়, এই পদক্ষেপগুলোকে অনেকেই জবাবদিহিতা থেকে সরে আসার প্রচেষ্টা হিসেবে দেখবে। যা একটি গণতান্ত্রিক রাষ্ট্রের জন্য উদ্বেগজনক সংকেত।

ওয়াশিংটনভিত্তিক থিংক ট্যাঙ্ক ‘দ্য বেঙ্গল কাউন্সিল’ সম্প্রতি এক পলিসি ব্রিফ-এ সতর্ক করেছে যে, মানবাধিকার ও আইনের শাসনসংক্রান্ত অধ্যাদেশগুলো আইন হিসেবে প্রণয়নে বিলম্ব বা বাতিলের প্রবণতা দেশের গণতান্ত্রিক রূপান্তরকে ঝুঁকির মুখে ফেলতে পারে। ব্রিফে উল্লেখ করা হয়, জবাবদিহি ও বিচার নিশ্চিত করার প্রক্রিয়া যদি দুর্বল বা অস্বচ্ছ হয়, তবে তা কেবল প্রাতিষ্ঠানিক সংস্কারকে বাধাগ্রস্ত করবে না, বরং রাজনৈতিক মেরুকরণ ও জনঅবিশ্বাসও বাড়াবে। ফলে গুমবিরোধীসহ জবাবদিহিমূলক আইন থেকে সরে আসার যেকোনো পদক্ষেপ এই রূপান্তরের নৈতিক ভিত্তিকেই প্রশ্নবিদ্ধ করতে পারে।

News of young people dying in Bangladesh has become disturbingly common. Many of these deaths are linked to heart disease, stroke, and serious respiratory conditions. The victims are often between 25 and 45 years old, an age when people are building careers, supporting parents, raising children, and contributing to the country’s economy. When someone dies this early, the loss is not only personal. It shakes families and also weakens the nation’s workforce and long-term growth.

Bangladesh has a large population and a significant share of working-age adults. This group serves as the main engine of the country’s economic development. Yet many young adults are not protected by a strong system of disease prevention. Bangladesh has made progress in areas such as maternal and newborn health, but the country must now give equal attention to non-communicable diseases (NCDs). These long-term illnesses, including heart disease, diabetes, cancer, and chronic lung disease, are rising steadily, and many now appear earlier in life than before. .

This article explains why many young adults underestimate their health risks, how a treatment-focused health system fails to prevent early deaths, and what stronger public health action could look like in closing the gap. It also highlights major risk factors in Bangladesh, including food habits, late meal timing, poor sleep routines, and pollution, and ends with practical steps the government can take to protect young adult health.

Why Young Adults Do Not Feel at Risk

Many young adults simply do not believe they are vulnerable to serious illness and health risks. People in their late 20s or 30s often feel physically active and healthy. Because they experience only occasional viral fever or minor health problems, they assume their bodies are functioning well.

At the same time, Bangladesh has limited health-promotion reminders through schools, workplaces, and public campaigns. Many people do not think they need routine health checks. In everyday life, social and economic pressures also push health concerns aside. Education, employment, income, and family responsibilities often dominate daily priorities, even though good health is the foundation that supports them all.

A Treatment-Focused Health System and Weak Primary Care

Bangladeshi health system still focuses largely on treatment after illness appears rather than preventing disease before it develops. Primary care services and referral systems are often weak. As a result, many patients attempt to consult specialist doctors directly, even for basic health concerns.

This practice creates unequal outcomes. People with money, influence, or personal connections often gain quicker access to specialists, and those who truly need specialist care wait longer or even fail to get an appointment. This situation is not only the public’s fault. It also reflects limited health education and a system that does not guide patients through proper steps of care.

Public Health Organizations and the Gap in Prevention

Public health institutions should play a stronger role in prevention. In many countries, public health agencies track disease trends, warn the public about health risks, and run campaigns encouraging healthier lifestyles and early screening. Bangladesh does have health services at local levels, but preventive care programs often remain limited in reach and intensity. If the nation aims to reduce early deaths from NCDs, public health promotion must become as important as treatment.

Food Culture and the Rise of Diet-Related NCD Risks

Food habits or diet is another major factor. Food provides essential energy, but not all eating habits support long-term health. Many NCDs are strongly linked to dietary practice, and popular foods in Bangladesh are often rich in oil, salt, deep fries, and refined carbohydrates.

Dishes such as Biriyani, Kacchi, Tehari, Piyaju, Shingara, and Samusa are widely popular choices, especially by young people. Restaurant meals and street food are convenient and flavorful, but they mostly contain high levels of oil, salt, and unhealthy fats. A serious concern is the repeated use of cooking oil for long periods, which can increase health risks. Although monitoring exists, many small shops and street vendors are not regularly inspected.

Meal timing also contributes to health risks. Many people eat dinner late at night, often after 9 or 10 p.m., while breakfast is frequently skipped. Fruits, vegetables, milk, and eggs may also be consumed irregularly because of cost, habit, or lack of planning. Over time, such patterns increase the likelihood of high cholesterol, high blood pressure, weight gain, fatty liver disease, and type 2 diabetes.

Sleep Habits and Hidden Health Damage

Sleep is another overlooked factor in public health. Adequate rest is as important as balanced nutrition. In rural areas, many people still go to bed early and wake up early. However, late-night sleep has become common in big cities, especially among students and some professional groups.

When people sleep too short or at irregular hours, their body’s internal systems get disrupted. Poor sleep is linked to heart disease, diabetes, anxiety, depression, and low concentration. Bangladesh needs stronger awareness programs that explain why sleep matters and how people can build healthier routines.

Air Pollution and Growing Heart and Lung Disease Risk

Air pollution is also a major public health challenge. Bangladesh frequently ranks among the countries with the world’s poorest air quality. Continuous exposure to polluted air increases the risk of asthma, chronic respiratory disease, lung cancer, heart disease, and stroke. Urban areas bear the greatest burden, where vehicle emissions, construction dust, and industrial pollution are common. Without stronger enforcement of environmental regulations and cleaner urban systems, controlling premature deaths will remain difficult.

Silent NCDs and the Danger of Delayed Checkups

A particularly dangerous feature of many NCDs is that they develop silently. In their early stages, many people often show no clear symptoms and that is why people avoid checkups. When symptoms finally appear, the disease may already have advanced, making treatment more complex and costly. Prevention and early screening therefore become critical. Waiting for visible symptoms often means missing the opportunity for early intervention.

What the Government Must Do to Protect Young Adult Health

Protecting young adult health requires stronger and more coordinated public policy. The current government should invest in primary care and functional referral systems so that early detection becomes routine. Regular screening for blood pressure, diabetes, and cholesterol should become widely accessible, particularly for working-age adults. Public campaigns should also promote healthier habits related to diet, exercise, sleep, smoking, stress management, and routine health checks.

At the same time, stronger environmental policies are needed to reduce air pollution through better monitoring and enforcement. Young adults form the economic backbone of Bangladesh. Protecting their health is therefore not only a personal responsibility, it is a clear responsibility of the state. A healthier working population will not only save lives but also strengthen the country’s long-term development.

Sleep is essential for good health and productivity. Yet, for many Ph.D. students it feels like a luxury. While general health guidelines recommend around eight hours of sleep per night for adults, doctoral students routinely fall short. Their PhD life—intensive coursework, research pressure, teaching or assistantship responsibilities, funding anxiety, looming deadlines, and family commitments—often compresses sleep into the margins of the day. Over time, this lifestyle normalizes chronic sleep deprivation, contributing to fatigue, anxiety, depression, and burnout among doctoral students. Drawing on recent research, this article offers practical strategies to help doctoral students protect their sleep while sustaining productivity.

For doctoral students, the problem is rarely ignorance; it is culture. Those who are in the midst of a PhD, or who have completed this long and demanding journey, know that consistent, restorative sleep often feels unattainable. The pressures are not only academic but psychological: the constant need to prove oneself, secure funding, publish, and meet expectations. Over time, exhaustion becomes normalized, even worn as a quiet badge of dedication. It is no coincidence that many half-jokingly say PhD stands for “Permanent Head Damage.”

Academic publications on students’ sleep deprivation underscore the scale of the problem. A simple Google Scholar search using the keywords allintitle: students AND sleep yields thousands of results, showing sustained research attention to the issue. While much of this research focuses broadly on students, doctoral candidates face distinctive pressures that may intensify sleep disruption. Empirical studies show that stress-related sleep loss is significantly associated with exhaustion, cynicism, and reduced academic efficacy. In other words, insufficient sleep is not a minor inconvenience, it directly undermines the very performance doctoral training demands.

In Fall 2025, I began my own PhD journey and quickly encountered the culture of chronic sleep loss. In conversations with fellow doctoral students, a recurring concern emerged: very few felt they were getting enough sleep. Most reported sleeping fewer than six hours per night, well below the recommended amount for adults. The consequences were palpable, with many describing persistent fatigue, heightened anxiety, and symptoms of depression.

Why does this pattern persist? The structure of doctoral training places sustained pressure on students: heavy coursework, independent study, research production, conference participation, and the ongoing effort to balance family and social life. In many U.S. programs, particularly in the social sciences, arts, and humanities, students complete multiple courses per semester while also fulfilling 20-hour teaching or research assistantship commitments. Those serving as teaching assistants may additionally be responsible for undergraduate instruction. Over time, disrupted sleep cycles can lead to insomnia. In a 2022 study, Mbous and his colleagues found that insomnia is closely associated with poor mental health outcomes, including depression and ADHD symptoms. This further worsens the sleep loss and psychological distress, affecting the overall productivity generally made possible with sound mind and healthy lifestyle, as mentioned earlier.

According to the 2025 Sleep in America Poll by the National Sleep Foundation highlights the complexity of sleep experiences: while a large majority report general satisfaction with their sleep, nearly half still describe poor sleep quality or disruption. For doctoral students, improving sleep often requires intentional behavioral change. In her article “Sleep in Graduate School,” Eva Lantsoght (2013) outlines 18 practical strategies that PhD students can adopt. These include exercising regularly, reducing caffeine intake, maintaining a consistent daily routine, planning the next day’s tasks in advance, setting a fixed bedtime, and cultivating calming pre-sleep practices, such as reflective or religious rituals, to prepare the mind for rest.

Sleep is not optional; it is foundational to both personal well-being and collective productivity. As a PhD student, I have learned that protecting even a single night of rest can reshape the following day’s focus and performance. Chronic sleep loss erodes concentration, emotional stability, and long-term achievement. তারেক রহমানের নেতৃত্বে বাংলাদেশ এখন এক সন্ধিক্ষণে দাঁড়িয়ে আছে। বাংলাদেশ কি এই গণতান্ত্রিক অগ্রযাত্রা ধরে রাখতে পারবে? সেটি কেবল তারেক রহমানের প্রতিশ্রুতির ওপর নয়, বরং সেসব প্রতিশ্রুতির কতটা সতর্কভাবে, আইনসম্মতভাবে এবং অন্তর্ভুক্তিমূলকভাবে বাস্তবায়িত হয় তার ওপর নির্ভর করবে।

Bangladesh has entered a new political moment. After 17 years in exile in London, BNP leader Tarique Rahman returned home, won the February 12 national election, and was sworn in as prime minister on February 17. His rise, shaped by dynasty, exile, and a post-2024 political reset, has reignited public hope for democratic renewal, while raising high-stakes questions about stability, constitutional reform, economic recovery, and Bangladesh’s regional diplomacy.

A Political Legacy

Tarique Rahman’s political journey is inseparable from Bangladesh’s modern history. Born into the formidable political dynasty of Ziaur Rahman, a former president, and Khaleda Zia, one of the country’s most influential prime ministers, Rahman grew up steeped in nationalist politics.

According to BNP’s official website, Rahman formally entered politics in the late 1980s, joining the BNP at the local level and rising through party ranks during the early 1990s. By 2002 he was one of the party’s key strategists, a trusted lieutenant to his mother as the BNP governed Bangladesh with alternating power with the Awami League.

Even in his early political years, Rahman’s ambition and growing influence brought both praise and criticism. Supporters admired his leadership, but critics said he was the real decision-maker behind the scenes. They accused him of building networks of favoritism that shaped the BNP’s image in the 2000s.

Leadership from Afar

The turning point came in 2007, amid a military-backed caretaker government’s sweeping anti-corruption drive. Arrested and detained, Rahman endured months of imprisonment before being released on bail in 2008 and departing for the United Kingdom ostensibly for medical treatment.

From London, Rahman did not retreat from politics. In 2009 he was elected Senior Vice Chairman of the BNP. Later, He became the party’s acting chairman in 2018 when his mother faced legal and health challenges. During these years, Rahman oversaw BNP strategy from afar, navigating legal troubles and internal party crises while cultivating support among the Bangladeshi diasporas.

For many abroad, Rahman’s London years symbolized the frustrations and limits of Bangladesh’s political system. They saw him as a strong opposition leader held back by legal barriers and a rigid political structure that allowed little space for real competition.

Return and Renewal

The political terrain in Bangladesh shifted dramatically in 2024 with a mass uprising that ended the fifteen-year rule of then Prime Minister Sheikh Hasina. With her exit from power and flee to India, the legal roadblocks that had barred Rahman’s return were systematically dismantled. Courts overturned his multiple convictions, clearing the path for his homecoming.

On December 25, 2025, after more than 17 years away, Tarique Rahman stepped onto Bangladeshi soil. Towering crowds greeted him, underscoring a potent mix of nostalgia, loyalty, and yearning for change. It was a moment of laden with symbolism, the culmination of a long exile, and the beginning of a renewed political journey.

Barefoot on the tarmac, he pledged to unite the country and build a “Bangladesh for all,” seeking to broaden his appeal beyond traditional BNP supporters while confronting the legacy of past governance.

“I have a plan”

Rahman’s campaign was built on two fundamental pillars: democratic renewal and economic revitalization. Emphasizing transparency, accountability, and inclusive governance, Rahman presented a stark contrast to the entrenched patronage that many voters associate with the previous decade.

Key pledges included direct support to families through a “family card” social safety initiative and a “farmer card” scheme to subsidize agricultural input costs, offers intended to alleviate economic distress and redistribute opportunity more broadly.

Moreover, Rahman sought to rebrand the BNP as a centrist and pragmatic force, committed to pluralism and national unity rather than polarization. In speeches that resonated widely, he stressed reconciliation across communities and sought to anchor his foreign policy in balanced regional cooperation.

On December 25, 2025, Tarique Rahman said in his homecoming speech, “… I have a plan for the people of my country, for my country,” indicating his readiness to lead the country.

Electoral Triumph and Democratic Stakes

The February 12 election was widely reported as the most credible national contest in nearly two decades (https://en.prothomalo.com/bangladesh/3i9i51ul0q). In this election, Rahman-led BNP alliance won 212 seats, followed by 77 for the Jamaat-led alliance, out of the 297 parliamentary seats for which results were announced.

This victory carries profound implications for Bangladesh’s democratic trajectory. After years of single-party dominance and political marginalization of the opposition, the electoral success of Rahman represents not merely a transfer of power but a reassertion of competitive politics.

A New Era Ahead?

On February 17, Tarique Rahman was sworn in as the new Prime Minister of Bangladesh. His journey from nearly two decades in exile to the highest office in the country reflects a dramatic political transformation.

As he assumes office, Rahman faces challenges that are both urgent and historic, requiring careful leadership, bold reform, and a steady hand to guide the nation through a critical moment.

Political stability must come first. In the absence of Awami League from power, tensions involving its leaders and activists could create challenges for the BNP-led government. At the same time, Rahman must work to bridge deep political divisions and promote a more cooperative environment among competing parties.

A second major challenge centers on constitutional reform linked to the July Charter. The BNP government has not fully committed to these reforms, yet pressure from opposition parties and the public continues to grow. While constitutional reform offers an opportunity for democratic renewal, it also carries risks if pursued without consensus and procedural clarity. Managing these competing pressures will require political caution and strategic compromise.

Economic pressure also remains significant. Rising inflation and the increasing cost of living demand immediate action, alongside the urgent need to create meaningful employment opportunities for a restless youth population. Strengthening governance, improving bureaucratic efficiency, tackling corruption, and maintaining law and order without undermining civil liberties are equally critical tasks.

Finally, managing delicate regional and international relationships, particularly with India, will test Rahman’s diplomatic skills as he seeks to safeguard national interests while maintaining constructive cooperation with neighbors. How he balances these priorities will determine whether his premiership becomes a period of meaningful transformation or another chapter of unmet expectations.

Under Rahman’s leadership, Bangladesh now stands at a crossroads. The era of responsibility has begun. Whether this moment evolves into a truly new democratic chapter will depend not only on bold promises, but on how carefully, lawfully, and inclusively those promises are fulfilled.

বাংলাদেশের বহির্বাণিজ্য ও নিরাপত্তা নীতিতে কোন পক্ষ “আসল বন্ধু”—এই প্রশ্নটি কেবল রাজনৈতিক বিতর্কের বিষয় নয়; বরং এটি ট্রেড কাঠামো, ভূ-অর্থনৈতিক বাস্তবতা এবং ভূ-রাজনৈতিক শক্তির ভারসাম্যের উপর নির্মিত একটি জটিল সমীকরণ। বর্তমান বৈশ্বিক প্রেক্ষাপটে বাংলাদেশের জন্য এই প্রশ্নটি আরও প্রাসঙ্গিক হয়ে উঠেছে। বিশেষ করে রাজনৈতিক পালাবদলে দক্ষিণ এশিয়ার এই অঞ্চলটি হয়ে উঠেছে প্রভাববলয়ের এক ভয়ংকর খেলার মাঠ—যার রেফারি স্বয়ং “ডিপ স্টেট”-এর শক্তিশালী স্টেকহোল্ডাররা।

১২ ফেব্রুয়ারির নির্বাচনে জয়ী হয়ে বিএনপি নতুন সরকার গঠনের পর ১৮ ফেব্রুয়ারি Donald J. Trump বাংলাদেশের প্রধানমন্ত্রীকে একটি অভিনন্দন বার্তা পাঠান। এর আগে Narendra Modi-ও ঢাকাকে শুভেচ্ছা জানান। এই দুটি বার্তা কেবল কূটনৈতিক সৌজন্য নয়; বরং দক্ষিণ এশিয়ায় পরিবর্তিত শক্তির সমীকরণের একটি ইঙ্গিতও বহন করে।

মার্কিন প্রেসিডেন্টের চিঠিতে বাংলাদেশকে তিনটি কৌশলগত বিষয়ে স্পষ্ট বার্তা দেওয়া হয়, যেমন—

1. Free and Open Indo-Pacific ধারণার অধীনে উন্মুক্ত ও নিরাপদ সমুদ্রপথ নিশ্চিত করা,

2. Routine Defense Engagements-এর মাধ্যমে প্রতিরক্ষা সহযোগিতা জোরদার করা, এবং

3. Reciprocal Trade and Supply Chain Security-এর ভিত্তিতে বাণিজ্যিক ভারসাম্য ও সরবরাহ শৃঙ্খলার নিরাপত্তা নিশ্চিত করা।

এই বার্তাগুলো ইঙ্গিত করে যে “আমেরিকা” দক্ষিণ এশিয়ায় শক্তির নতুন ভারসাম্য নির্মাণে বাংলাদেশকে গুরুত্বপূর্ণ অংশীদার হিসেবে বিবেচনা করছে। বিশেষ করে Bay of Bengal-কেন্দ্রিক নিরাপত্তা ও অর্থনৈতিক স্থাপত্যে বাংলাদেশের ভূমিকাকে তারা কৌশলগত দৃষ্টিতে দেখছে।

বঙ্গোপসাগর এখন শুধু একটি সামুদ্রিক অঞ্চল নয়। এটি সমুদ্রপথ, জ্বালানি পরিবহন, সরবরাহ শৃঙ্খলা এবং প্রতিরক্ষা কৌশলের বহুমুখী কেন্দ্রবিন্দু। পশ্চিমা জোট যেমন এই অঞ্চলে প্রভাব বিস্তার করতে আগ্রহী, তেমনি চীন-ভারতও নিজেদের নিরাপত্তা বলয় সুসংহত করতে মরিয়া। আঞ্চলিক নিরাপত্তার প্রশ্নে এই শক্তিগুলোর অবস্থান অনেক ক্ষেত্রে সমান্তরাল হলেও প্রভাব বিস্তারের ক্ষেত্রে প্রতিযোগিতা তীব্র।

এছাড়াও, ইন্দো-প্যাসিফিক এখন আর কেবল নীতিগত “ধারণা” নয়। এটি বাস্তব নিরাপত্তা, অর্থনৈতিক স্থাপত্য ও ভূ-রাজনীতির অন্যতম সমীকরণ হিসেবে এক কৌশলী রূপ নিয়েছে। যুক্তরাষ্ট্রের কৌশল, ভারতের আঞ্চলিক সংযোগ নীতি এবং চীনের অবকাঠামো ও সামুদ্রিক উপস্থিতি—সব মিলিয়ে দক্ষিণ এশিয়ায় একটি নতুন ভূ-রাজনৈতিক মানচিত্র তৈরি হয়েছে।

দক্ষিণ এশিয়ায় ক্ষমতার বিন্যাস আগের তুলনায় অনেক বেশি বহুমাত্রিক ও জটিল হয়ে উঠেছে। আঞ্চলিক প্রতিদ্বন্দ্বিতা এখন সরাসরি বৈশ্বিক শক্তির প্রতিযোগিতার সঙ্গে যুক্ত। এই পরিবর্তিত শক্তির ভারসাম্য ও কৌশলগত পুনর্বিন্যাসকেই “নতুন ভূ-রাজনৈতিক মানচিত্র” বলা হচ্ছে। এই নতুন বাস্তবতায় যুক্তরাষ্ট্র তার Indo-Pacific Strategy-এর মাধ্যমে দক্ষিণ এশিয়া ও ভারত মহাসাগরীয় অঞ্চলে নিরাপত্তা বলয় জোরদার করছে। সমুদ্রপথের নিরাপত্তা, জোটভিত্তিক সহযোগিতা এবং কৌশলগত ভারসাম্য রক্ষার মাধ্যমে ওয়াশিংটন এই অঞ্চলকে তার বৈশ্বিক নীতির গুরুত্বপূর্ণ অক্ষ হিসেবে দেখছে।

অন্যদিকে, চীন অনেক আগেই তার Belt and Road Initiative (BRI) প্রকল্পের মাধ্যমে দক্ষিণ এশিয়ায় গভীর প্রভাব বিস্তার শুরু করেছে। Gwadar Port, Hambantota Portসহ বিভিন্ন বন্দর ও অবকাঠামো প্রকল্পে বিনিয়োগ, সড়ক-রেল যোগাযোগ উন্নয়ন এবং Indian Ocean-এ নৌ-উপস্থিতি বৃদ্ধির মাধ্যমে বেইজিং তার অর্থনৈতিক ও সামরিক প্রভাব দ্রুত সম্প্রসারিত করছে। ফলে দক্ষিণ এশিয়া এখন শুধু আঞ্চলিক শক্তির প্রতিদ্বন্দ্বিতার ক্ষেত্র নয়; এটি যুক্তরাষ্ট্র ও চীনের কৌশলগত প্রতিযোগিতার একটি গুরুত্বপূর্ণ মঞ্চে পরিণত হয়েছে। এই প্রতিযোগিতা একদিকে অর্থনৈতিক উন্নয়নের সুযোগ তৈরি করছে, অন্যদিকে শক্তির ভারসাম্য ও নিরাপত্তা রাজনীতিকে আরও সংবেদনশীল ও জটিল করে তুলছে।

এদিকে, ভারত বাংলাদেশের সঙ্গে অংশীদারিত্বমূলক সম্পর্ক গভীর করতে আগ্রহী। ভৌগোলিক সংযোগ, সীমান্ত নিরাপত্তা, জ্বালানি ও আঞ্চলিক বাণিজ্য—এসব ক্ষেত্রে সহযোগিতার সুযোগ রয়েছে। তবে ইতিহাসের কিছু অভিজ্ঞতা জনমনে প্রশ্ন তৈরি করে, যা কৌশলগত বাস্তবতার আলোকে নতুনভাবে মূল্যায়নের প্রয়োজনীয়তাও দেখায়।

অন্যদিকে, চীনও এ অঞ্চলের নিরাপত্তা ও অর্থনৈতিক স্বার্থ নিয়ে উদ্বিগ্ন। অবকাঠামো বিনিয়োগ, বাণিজ্য ও সামুদ্রিক সংযোগের মাধ্যমে তারা দক্ষিণ এশিয়ায় তাদের অবস্থান সুদৃঢ় করতে চায়।

এই প্রেক্ষাপটে প্রশ্ন ওঠে—বাংলাদেশ কোন পথে হাঁটবে? ট্রাম্পের চিঠি কেবল অভিনন্দন বার্তা নয়; এটি দক্ষিণ এশিয়ায় শক্তির নতুন বিন্যাসের ইঙ্গিত। বাংলাদেশ কি ইন্দো-প্যাসিফিক স্থাপত্যে একটি সক্রিয় কৌশলগত খেলোয়াড় হিসেবে আত্মপ্রকাশ করবে, নাকি কেবল ভৌগোলিক গুরুত্বের কারণে প্রাসঙ্গিকই থাকবে?

এই প্রশ্নের উত্তর নির্ভর করছে একটি সুস্পষ্ট জাতীয় স্বার্থ নির্ধারণের উপর—যেখানে রপ্তানি-আমদানি নির্ভরতা, সরবরাহ শৃঙ্খলা, জ্বালানি নিরাপত্তা এবং ভূ-রাজনৈতিক ভারসাম্য একটি অভিন্ন কাঠামোতে বিবেচিত হবে।

আমরা জানি, ডিপ স্টেট বলতে এমন এক স্থায়ী প্রশাসনিক-নিরাপত্তা নেটওয়ার্ককে বোঝানো হয়—যারা সরকার বদলালেও প্রভাবশালী অবস্থানে থেকে যায় এবং রাষ্ট্রের গুরুত্বপূর্ণ সিদ্ধান্তে প্রভাব ফেলে। আবার “রাষ্ট্রের গভীর কৌশলগত কাঠামো” (deep state বা কৌশলগত রাষ্ট্রযন্ত্র) বলতে বোঝায়—রাষ্ট্রের নিরাপত্তা, পররাষ্ট্রনীতি, প্রতিরক্ষা, অর্থনৈতিক পরিকল্পনা ও সামুদ্রিক কৌশল নির্ধারণকারী সেই অভ্যন্তরীণ কাঠামো, যা দীর্ঘমেয়াদি জাতীয় স্বার্থকে সামনে রেখে সিদ্ধান্ত গ্রহণ করে।

রাষ্ট্রের স্থায়ী বন্ধু নেই—স্থায়ী স্বার্থই মূল বিবেচ্য। এই বাস্তবতা সামনে রেখে বাংলাদেশকে এমন নীতি গ্রহণ করতে হবে, যা তাকে প্রতিযোগিতামূলক শক্তির সংঘাতে জড়িয়ে না ফেলে এবং কৌশলগত ভারসাম্যের মাধ্যমে নিজস্ব স্বার্থ সর্বোচ্চভাবে সুরক্ষিত করতে সক্ষম করে।

বাংলাদেশের পূর্ব ও পশ্চিমমুখী বাজার ও নির্ভরতার ধরন বুঝতে কিছু মৌলিক অর্থনৈতিক ও বাণিজ্যিক পরিসংখ্যান জানা জরুরি। বিশেষ করে রপ্তানি, আমদানি, জ্বালানি, বিনিয়োগ ও ঋণনির্ভরতার দিকগুলো বিশ্লেষণ করলে চিত্রটি স্পষ্ট হয়।

১) বাণিজ্য ও বাজার

বাংলাদেশের বাণিজ্য কাঠামো বিশ্লেষণ করলে দেখা যায়, চীন বর্তমানে দেশের প্রধান সরবরাহকারী এবং বৃহত্তম আমদানি উৎস। মোট আমদানির প্রায় ২৫–২৭ শতাংশ চীন থেকে আসে। বছরে প্রায় ২৩–২৫ বিলিয়ন ডলারের সমপরিমাণ পণ্য চীন থেকে আমদানি করা হয়; বিপরীতে রপ্তানি মাত্র ১–২ বিলিয়ন ডলার। শিল্প কাঁচামাল, যন্ত্রাংশ, ইলেকট্রনিক্স এবং বিভিন্ন উৎপাদন উপকরণের ক্ষেত্রে চীনের উপর বাংলাদেশের নির্ভরতা অনেকাংশেই বেশি। ফলে সরবরাহ শৃঙ্খলে হঠাৎ কোনো বিঘ্ন ঘটলে ভূ-রাজনৈতিক উত্তেজনা, বাণিজ্যিক নিষেধাজ্ঞা বা উৎপাদন সংকট দেখা দিতে পারে। দ্রুত বিকল্প উৎসে সরে যাওয়াও কঠিন হয়ে উঠবে। ভূ-অর্থনীতির ভাষায় এটি “একদিক নির্ভরতা”, যা অর্থনৈতিক ঝুঁকির পাশাপাশি রাজনৈতিক চাপের সম্ভাবনাও তৈরি করে।

অন্যদিকে, ভারত বাংলাদেশের একটি গুরুত্বপূর্ণ বাণিজ্য অংশীদার। বছরে বাংলাদেশ ভারত থেকে প্রায় ১২–১৪ বিলিয়ন ডলার আমদানি করে এবং রপ্তানি করে প্রায় ২ বিলিয়ন ডলার। আমদানির ক্ষেত্রে ভারত দ্বিতীয় বৃহত্তম উৎস হলেও নির্ভরতার মাত্রা চীনের তুলনায় কম। তবে সীমান্ত নীতি, কাস্টমস জটিলতা বা রাজনৈতিক টানাপড়েন বাণিজ্য প্রবাহে প্রভাব ফেলে থাকে। তবুও ভৌগোলিক নৈকট্য, আঞ্চলিক সংযোগ এবং পারস্পরিক অর্থনৈতিক লেনদেন দুই দেশের মধ্যে একটি কার্যকর নির্ভরতার ভারসাম্য তৈরি করেছে।

বিপরীত চিত্র দেখা যায় আমেরিকার ক্ষেত্রে। যুক্তরাষ্ট্র বাংলাদেশের অন্যতম বৃহৎ রপ্তানি বাজার। বছরে প্রায় ৮–১০ বিলিয়ন ডলারের পণ্য সেখানে রপ্তানি করা হয়; বিপরীতে আমদানি মাত্র ২–৩ বিলিয়ন ডলার। অর্থাৎ এখানে বাণিজ্য ভারসাম্য বাংলাদেশের পক্ষে এবং এটি রপ্তানি-নির্ভর বৈদেশিক মুদ্রা আয়ের একটি শক্তিশালী উৎস।

বিশ্বব্যাংকের তথ্য অনুযায়ী, যুক্তরাষ্ট্র সাম্প্রতিক বছরে বাংলাদেশের দ্বিতীয় বৃহত্তম রপ্তানি বাজারে পরিণত হয়েছে। বিশেষ করে তৈরি পোশাক খাতে মার্কিন বাজার অত্যন্ত গুরুত্বপূর্ণ। বর্তমানে বেজলাইন ট্যারিফ কাঠামোর উপর আরও ১৯ শতাংশ শুল্ক আরোপিত হলেও তা অনেক প্রতিযোগী দেশের তুলনায় তুলনামূলকভাবে সহনীয়। ফলে যুক্তরাষ্ট্রের বাজার বাংলাদেশের জন্য “ঘরে বৈদেশিক মুদ্রা আনা”—কেন্দ্রিক একটি কৌশলগত অর্থনৈতিক সুযোগ সৃষ্টি করেছে।

২) কোনটি জাতীয় স্বার্থের কাছে বেশি উপযোগী?

চীন-রাশিয়া-ভারত ব্লক: এই বলয় বাংলাদেশের জন্য আমদানি সহজ করে এবং সরবরাহ শৃঙ্খলার গুরুত্বপূর্ণ নিশ্চয়তা প্রদান করে আসছে। ঐতিহাসিকভাবে এই দেশগুলো থেকে সহায়তা ও অবকাঠামোগত বিনিয়োগ এসেছে, যা শিল্পায়ন ও জ্বালানি খাতে গুরুত্বপূর্ণ ভূমিকা রেখেছে। তবে এই বলয়ের ক্ষেত্রে একমুখী নির্ভরতার ঝুঁকি যেমন রয়েছে, তেমনি অভ্যন্তরীণ রাজনীতিতে প্রভাব বিস্তারের অভিযোগও আলোচনায় উঠে এসেছে। বিশেষত চীন কেবল বাজার নয়, রাজনৈতিক ও সামরিক প্রভাব বিস্তারেও আগ্রহী—এমন বিশ্লেষণ রয়েছে। ভারতও প্রতিবেশী রাষ্ট্রগুলোকে নিজের প্রভাব বলয়ে রাখতে মরিয়া। ফলে এখানে সুযোগ ও ঝুঁকি—উভয়ই উপস্থিত। সামগ্রিকভাবে এটি বাংলাদেশের জন্য তুলনামূলকভাবে সহজ, কিন্তু সম্ভাব্য ঝুঁকিপূর্ণ একটি পথ। অনেকেই এই ব্লককে “ডিপ স্টেট”-এর অন্যতম অংশীজনও বলে থাকেন—যারা বাংলাদেশের অভ্যন্তরীণ রাজনীতিতে হস্তক্ষেপ করে থাকেন।

পশ্চিমা অগ্রাধিকার / যুক্তরাষ্ট্র ও ইউরোপীয় বাজার: এই ব্লকটি বাংলাদেশের রপ্তানির জন্য অত্যন্ত গুরুত্বপূর্ণ বাজার। এখানে সহজে রপ্তানি করে বৈদেশিক মুদ্রা আয় বৃদ্ধি করা যায়। তৈরি পোশাক, পাটজাত পণ্য ও সেবা খাতে উল্লেখযোগ্য সুযোগ রয়েছে। সামাজিক ও পরিবেশগত মানদণ্ড মেনে চললে দীর্ঘমেয়াদি বাজার সুবিধা নিশ্চিত করা সম্ভব। তুলনামূলকভাবে রাজনৈতিক চাপ কম থাকলেও ঋণ ও মূলধনী সরঞ্জাম আমদানির ক্ষেত্রে পর্যাপ্ত সুবিধা কম রয়েছে—ফলে ব্যয় বৃদ্ধি পাওয়ার সম্ভাবনা থাকে, বিশেষ করে বিকল্প উৎস সীমিত হলে। তবুও রপ্তানি-আমদানি নির্ভরতা এবং ভূ-অর্থনৈতিক ও ভূ-রাজনৈতিক সমীকরণের বিচারে এই বাজারগুলো বাংলাদেশের জাতীয় স্বার্থের গুরুত্বপূর্ণ অংশীদার। ভিন্ন ভিন্ন সমীকরণে এই ব্লকটিও বাংলাদেশের জন্য অভিন্ন “ডিপ স্টেট”-এর স্টেকহোল্ডার বলে বিশ্লেষণে উঠে এসেছে।

৩) কৌশলগত অবস্থান হতে পারে ভারসাম্য নীতি

বাংলাদেশের মতো একটি উদীয়মান অর্থনীতির জন্য একপাক্ষিকভাবে কোনো একটি শক্তির দিকে ঝুঁকে পড়া কৌশলগতভাবে সমীচীন নয়। বরং প্রয়োজন বহুমাত্রিক ও ভারসাম্যপূর্ণ কৌশলগত সম্পর্ক। যেখানে থাকবে—পশ্চিমা বাজারে রপ্তানি সুবিধা বাড়ানোর সুযোগ, চীনের সঙ্গে বাণিজ্য ও সরবরাহ শৃঙ্খলা ধরে রাখার অভিন্ন কৌশল, প্রতিবেশী ভারতকে সমবায় ও টেকসই অংশীদার হিসেবে উন্নত করা, এবং রেমিট্যান্স-ভিত্তিক সম্পর্ক (যেমন সৌদি আরব ও আরব আমিরাত) বজায় রাখা। ভারসাম্য রক্ষাই এখানে মূল শক্তি।

৪) “কেউ বন্ধু নয়—স্বার্থই বন্ধু”

আন্তর্জাতিক রাজনীতিতে কোনো দেশই সম্পূর্ণ বা চিরস্থায়ী বন্ধু নয়। বন্ধুত্ব অনেক সময় শর্তসাপেক্ষ এবং স্বার্থনির্ভর। যদি জাতীয় নীতি আবেগভিত্তিক হয়ে পড়ে এবং কোনো বড় বাজার বা শক্তিধর দেশের উপর অতিরিক্ত নির্ভরতা তৈরি হয়, তবে তা ভবিষ্যতে সংকট ডেকে আনতে পারে। জাতীয় স্বার্থের দৃষ্টিকোণ থেকে ভারসাম্যই সবচেয়ে শক্তিশালী অবলম্বন। এতে বাণিজ্য টেকসই হয়, নিরাপত্তা স্থিতিশীল থাকে এবং উদ্ভূত সুযোগগুলো কৌশলগতভাবে কাজে লাগানো সম্ভব হয়। এতে “ডিপ স্টেট”-এর স্টেকহোল্ডাররা শক্তিশালী হলেও অভ্যন্তরীণ ঐক্যই সামনে এগিয়ে চলার সমাধান এনে দেয়।

সমুদ্র, সরবরাহ শৃঙ্খলা, প্রতিরক্ষা—সব মিলিয়ে বাংলাদেশ এখন ভূ-রাজনীতির কেন্দ্রবিন্দু। আর ঢাকার সিদ্ধান্তই ঠিক করবে—এই খেলায় সে পর্যবেক্ষক, নাকি নীতিনির্ধারক। বাংলাদেশের আছে কি সেই সাহস? কিংবা নীতি নির্ধারণী কৌশল?

বর্তমান বৈশ্বিক প্রেক্ষাপটে সমুদ্রপথ, সরবরাহ শৃঙ্খলা, জ্বালানি নিরাপত্তা এবং প্রতিরক্ষা—সবকিছু মিলিয়ে বাংলাদেশ এখন গুরুত্বপূর্ণ ভূ-কৌশলগত অবস্থানে রয়েছে। বঙ্গোপসাগর ও ভারত মহাসাগর-সংলগ্ন অবস্থান, আঞ্চলিক বাণিজ্য রুটের সংযোগ এবং ক্রমবর্ধমান অবকাঠামো উন্নয়ন বাংলাদেশকে বৃহৎ শক্তিগুলোর কৌশলগত সমীকরণে এনে দাঁড় করিয়েছে। এই প্রেক্ষাপটে রাষ্ট্রের কৌশলগত অভ্যন্তরীণ কাঠামোর সিদ্ধান্তই নির্ধারণ করবে—বাংলাদেশ কি কেবল বৈশ্বিক শক্তির প্রতিযোগিতায় একজন পর্যবেক্ষক হয়ে থাকবে, নাকি নিজস্ব স্বার্থ ও সক্ষমতার ভিত্তিতে সক্রিয় নীতিনির্ধারক হিসেবে ভূমিকা নেবে। অর্থাৎ ভবিষ্যৎ নির্ভর করছে—রাষ্ট্র কতটা সুসংগঠিত কৌশল, প্রাতিষ্ঠানিক সমন্বয় এবং দীর্ঘমেয়াদি দৃষ্টিভঙ্গি নিয়ে এই ভূ-রাজনৈতিক বাস্তবতাকে মোকাবিলা করতে পারে তার ওপর।

সম্প্রতি সাংবাদিক রাজব আহমেদ তাঁর ফেসবুক পোস্টে গণভোটে ৬৮.২ শতাংশ ‘হ্যাঁ’ ভোটের ফলাফল বিশ্লেষণ করে বলেছেন, এই ‘হ্যাঁ’ শুধু জামায়াত-এনসিপির ভোট নয়; বিএনপি ও অন্যান্য দলের ভোটারদের বড় অংশও এতে সমর্থন দিয়েছে। তিনি জুলাই সনদ বাস্তবায়নের দাবি জানান এবং আমলাতান্ত্রিক বাধার সমালোচনা করেন। লেখাটি ইনসাইটা পাঠকদের জন্য এখানে তুলে ধরা হলো।

অব্যাহত মিথ্যাচার, গুজবের পরও গণভোটে ৬৮.২ শতাংশ মানুষ হ্যাঁ ভোট দিয়েছেন। বিএনপি জোট নির্বাচনে ৫১.১ শতাংশ ভোট পেয়েছে। সুন্নী জোট, জাতীয় পার্টি, বাম দলসহ অনেকে প্রকাশ্যে ‘না’ ভোটের পক্ষে ছিল। তাদের সম্মিলিত ভোট ২ শতাংশ। জামায়াত জোট পেয়েছে ৩৮.৫ শতাংশ ভোট। জামায়াত জোটকে ভোট দেওয়া সব ভোটারও যদি হ্যাঁ ভোট দিয়ে থাকেন, তারপরও আরও ৩০ শতাংশ ভোটার হ্যাঁ ভোট দিয়েছেন। কিন্তু তাঁরা জামায়াত জোটকে ভোট দেননি। বিএনপি, স্বতন্ত্র বা অন্য কাউকে ভোট দিয়েছেন। সুতরাং হ্যাঁ ভোট শুধু জামায়াত-এনসিপির নয়।

ফলাফল বলছে, স্বতন্ত্র এবং ইসলামী আন্দোলনকে ভোট দেওয়া ৭ শতাংশ ভোটারের সবাই যদি হ্যাঁ ভোট দিয়ে থাকেন, তাহলেও হ্যাঁ ভোট দেওয়া কমপক্ষে ২৩ শতাংশ মানুষ বিএনপিকে ভোট দিয়েছে। যা বিএনপি প্রাপ্ত ভোটের ৪৫ শতাংশ। আর যদি অন্যান্য দলকে ভোট দেওয়া কিছু ভোটারও যদি হ্যাঁ ভোট দিয়ে থাকেন, তাহলে ধানের শীষে ভোট দেওয়া ভোটারের ৫০ শতাংশের বেশি মানুষ হ্যাঁ ভোট দিয়েছে। ফলে গণভোটকে অস্বীকার করা হবে- রাজনৈতিক আত্মহত্যা।

নির্বাচনে কে জিতবে- এ নিয়ে আমার কোনো মাথাব্যথা ছিল না। থাকার কারণও নেই। হ্যাঁ ভোট যেন জিতে- এটাই ছিল আমার একমাত্র কামনা। গণভোটে হ্যাঁ জিতেছে। আমি খুশি। এখন জুলাই সনদ বাস্তবায়ন হবে- এটাই চাই। জুলাই সনদের সঙ্গে গাদ্দারি করলে ফল ভালো হবে না।

জুলাই সনদ আসমানি কিতাব নয়। এতে অনেক লক্ষ্য অর্জিত হয়নি। যেমন, গোয়েন্দা সংস্থার ও জনপ্রশাসনের সংস্কার করা যায়নি। কেন করা যায়নি- তা রিপোর্টার হিসেবে কাছ থেকে দেখার সুযোগ হয়েছে। যেমন পুলিশ সংস্কার সংলাপ শুরুর দুই মাসেও তোলা সম্ভব হয়নি। কারণ, আমলারা আটকে রেখেছিল। তারা চায়নি, পুলিশের অনিয়ম-অভিযোগ তদন্তে স্বাধীন কমিশন হোক। তাতে নাকি পুলিশের ওপর আমলাদের নিয়ন্ত্রণ থাকবে না! দেশ চালানো যাবে না!

গত ২৭ জুলাই শেষ পর্যন্ত ড. ইউনূসের চাপে পুলিশ কমিশনের প্রস্তাব সংলাপে ওঠে। রাজনৈতিক দলগুলো আধাঘণ্টায় ঐকমত্যের ভিত্তিতে তা অনুমোদন করে। প্রস্তাবটি ছিল, একজন সাবেক বিচারপতির নেতৃত্বে প্রধানমন্ত্রী, বিরোধীদলীয় নেতা, স্পিকার, বিরোধীদলীয় ডেপুটি স্পিকারের প্রতিনিধি হিসেবে চারজন এমপিসহ ৯ সদস্যের কমিশন হবে। বাকিরা বিভিন্ন প্রক্রিয়ার মাধ্যমে আসবেন (সনদ : ৬৭)। এই কমিশনের কাছে যে কোনো নাগরিক অভিযোগ জানাতে পারবেন। আবার যে কোনো পুলিশ সদস্যও অভিযোগ জানাতে পারবে। কমিশন তদন্ত করে ব্যবস্থা নিতে যে সুপারিশ করবে, তা বাস্তবায়ন বাধ্যতামূলক হবে।

রাজনৈতিক দলগুলোর অনুমোদনের পরও পুলিশ কমিশন গঠনের অধ্যাদেশে এগুলো কিছুই রাখা হয়নি। কারা রাখেনি? আমলারা। কেন রাখেনি? কারণ এটা হলে নাকি আমলাতন্ত্রের আর দেশের ওপর নিয়ন্ত্রণ থাকবে না। দুঃখজনক হল, সংলাপে অনুমোদন করলেও শেষ পর্যন্ত আমলাদের পক্ষে দাঁড়ায় বিএনপি। বিবৃতি পর্যন্ত দেয়। ফলে কমিশন গঠনে যে অধ্যাদেশ হয়েছে, তা গুড ফর নাথিং। শাস্তি দেওয়ার ক্ষমতা যেহেতু নেই- তাই এটা একটা অকার্যকর কমিশন। আবার এমপিদেরও বাদ দেওয়া হয়েছে কমিশন থেকে।

অনেক কিছু করা সম্ভব না হলেও, জুলাই সনদে যতটুকু আছে, এটুকু বাস্তবায়ন হলেও বাংলাদেশে আর স্বৈরশাসন আসবে না। জুলাই সনদ বাস্তবায়নের পর শেখ হাসিনাকে আবারও দেশের প্রধানমন্ত্রী বানালেও ক্ষতি হবে না।
কেন হবে না- এটা দীর্ঘ আলাপ। সারাংশ হল, প্রধানমন্ত্রী বিচার বিভাগ, নির্বাচন কমিশনসহ সাংবিধানিক প্রতিষ্ঠানে হস্তক্ষেপ না করতে পারলে; নির্দলীয় তত্ত্বাবধায়ক সরকার ও নিরপেক্ষ নির্বাচন কমিশনের অধীনে নির্বাচন হলে; কোন দল ক্ষমতায় থাকল, কে প্রধানমন্ত্রী তাতে খুব বেশি কিছু যায় আসে না। সরকার খারাপ করলে, ৫ বছর পর জনগণ বিদায় করে দেবে। এটাই জুলাই সনদ।

কেউ কেউ বলছেন, সংবিধানে গণভোট নেই, গণভোটের আইনি ভিত্তি নেই। এটা এক অর্থে ঠিক কথা। কিন্তু আসল কথা হচ্ছে, গত দেড় বছরে যা হয়েছে, এর কিছুই সংবিধানে নেই। যদি ধরেও নিই আদালতের পরামর্শের কারণে ইউনূস সরকার বৈধ, তারপরও দেড় বছরের প্রায় সব কাজ অসংবিধানিক। কারণ, কোনো সংসদ ছাড়া অন্য কারো বাজেট প্রণয়ন, রাষ্ট্রের টাকা খরচের এখতিয়ার নেই। অন্তর্বর্তী সরকার যে নির্বাচন আয়োজন করেছে টাকা খরচ করে, সেটাও এ কারণে অবৈধ। সংবিধান মানলে, এর বৈধতা দেওয়ার সুযোগ নেই।

কিন্তু যা কিছু হয়েছে, তা জুলাই অভ্যুত্থানে জনগণের ব্যক্ত করা সার্বভৌম অভিপ্রায়ে হয়েছে। জনগণের অভিপ্রায়ই সংবিধান, সর্বোচ্চ আইন। রাষ্ট্রের মালিক হিসেবে জনগণ গণভোটে অংশ নিয়েছে। এটাই গণভোটের বৈধতা। সুতরাং গণভোটে যে রায় এসেছে, তা মেনে নিন।

জনগণ হ্যাঁ ভোট দিয়ে খুবই স্পষ্ট ও পরিষ্কার সিদ্ধান্ত দিয়েছে। তাঁরা জানিয়েছে, গণভোটের ব্যালটে বর্ণিত উপায়েই সনদ চায়। যারা বলেছিল, ‘জনগণ এগুলো বোঝে না’। তাদের মুখে চপেটাঘাত করেছে। অনেক বুদ্ধিজীবী জ্ঞানী মানুষ গণভোটকে জটিল বলে প্যাঁচানোর চেষ্টা করেছিলেন। তবে খুবই সহজ ও সরল বলেই মানুষ হ্যাঁ ভোট দিয়েছে।

গণভোট হয়েছে জুলাই সনদ বাস্তবায়ন আদেশ ও ৪৮টি সংস্কার প্রস্তাবের ওপর। তত্ত্বাবধায়ক সরকার, নির্বাচন কমিশনসহ অন্যান্য সাংবিধানিক প্রতিষ্ঠান, উচ্চকক্ষ ও সংবিধান সংশোধন সংক্রান্ত ৮টি সংস্কার প্রস্তাব জুলাই সনদে যেভাবে আছে, গণভোটে হ্যাঁ জয়ী হওয়ায় সেভাবেই করতে হবে। কারো নোট অব ডিসেন্ট প্রযোজ্য হবে না- শুধুমাত্র এই ৮টি ক্ষেত্রে। কারণ, এই নোট অব ডিসেন্টের জন্যই গণভোট হয়েছে। জনগণের কাছে জানতে চাওয়া হয়েছিল, এগুলো চান কি, চান না? দেশের মালিক হিসেবে জনগণ বলেছে, চাই। কথা এখানেই শেষ।

কেউ কেউ জেনে বুঝে উচ্চকক্ষকে ক্ষমতার ভাগাভাগি বলে অপপ্রচার করছেন। আসলে উচ্চকক্ষের একমাত্র কাজ হচ্ছে, সংস্কার করা সংবিধানকে রক্ষা করা। যাতে আর স্বৈরাচার তৈরি না হয়। এ জন্যই জনগণ হ্যাঁ ভোট দিয়েছে।

পরের ৩০টি সংস্কার প্রস্তাবে সব দল একমত ছিল। এগুলোও বাস্তবায়ন বাধ্যতামূলক। গণভোটের ব্যালটে তা লেখা ছিল। মানুষ তা গ্রহণ করেছে। বাকি ১০টি প্রস্তাবে নানা দলের নোট অব ডিসেন্ট আছে। এগুলো বাস্তবায়ন বাধ্যতামূলক না। যেমন প্রধানমন্ত্রী দলীয় প্রধান পদে থাকতে পারবেন। গণভোটে বলা হয়েছিল, হ্যাঁ জিতলেও এগুলো বাস্তবায়ন বাধ্যতামূলক না।

আরেকটা জিনিস বলা হয়েছিল, সংস্কার বাস্তবায়ন করবে নতুন এমপিদের নিয়ে গঠিত সংবিধান সংস্কার পরিষদ। এজন্য এমপিরা পরিষদের সদস্য হিসেবেও শপথ নেবেন। ১৮০ কার্যদিবসের মধ্যে সংবিধান সংস্কার করবেন।

খুব সিম্পল। গণভোটে যে জিনিস পাস হয়েছে, তা মানতে না চাইলে তো গণতন্ত্রই থাকে না। ধরুন, কোনো অফিসের দুইজন কর্মচারী একটা কাজ দুইভাবে করতে চায়। তারা একমত হতে না পেরে মালিকের কাছে সিদ্ধান্ত নিতে যায়। মালিক যেভাবে বলবে, কাজটা তো সেভাবেই করতে হবে। জনগণ দেশের মালিক হিসেবে কীভাবে সংস্কার করতে হবে, তা বলে দিয়েছে।

সমকালের সিনিয়র রিপোর্টার ড. ইউনূস সরকারের সাফল্য–ব্যর্থতা পর্যালোচনা করে ১৭ ফেব্রুয়ারি ফেসবুকে একটি পোস্ট দেন। তিনি লিখেছেন, অস্থিরতা ও পুলিশ ভেঙে পড়ার মতো সংকটের মধ্যেও এই সরকার গুম-ক্রসফায়ার ছাড়াই আইনশৃঙ্খলা পরিস্থিতি উন্নত করার চেষ্টা করেছে এবং অর্থনীতিকে ধসের হাত থেকে রক্ষা করেছে। তার লেখাটি ইনসাইটার পাঠকদের জন্যও এখানে তুলে ধরা হলো।

সরকারের প্রশংসা উচিত মনে করেনি বলে, ড. ইউনূসের বিদায়ের জন্য অপেক্ষায় ছিলাম। দ্বিধা ছাড়াই বলছি, আমাদের দেখা সবচেয়ে সফল সরকার ইউনূস সরকার। যে পরিস্থিতিতে প্রফেসর সাহেব ক্ষমতায় এসেছিলেন, এরচেয়ে ভালো সম্ভব ছিল না। শত সীমাবদ্ধতার মধ্যে যেটুকু করেছেন, তাতে বাংলাদেশ গৃহযুদ্ধ, আন্তর্জাতিকভাবে বিচ্ছিন্ন হওয়া এবং অর্থনীতির নিশ্চিত ধ্বস এড়াতে পেরেছে।

অধ্যাপক ইউনূসের বড় সমালোচনা আইন শৃঙ্খলার নিয়ন্ত্রণ করতে না পারা। এ নিয়ে সমালোচনা সঙ্গে ৫ আগস্ট থেকে পরের কয়েকদিনের পরিস্থিতি বিবেচনা করা উচিত। দেশের ৬২৯টি থানার মধ্যে ৪৬০টি ধ্বংস হয়েছিল। সারাদেশের সব থানা পরিত্যক্ত করে পুলিশ পালিয়ে গিয়েছিল। এই রকম ভয়াবহ অবস্থা মুক্তিযুদ্ধ বা এর পরবর্তী সময়েও সময়েও হয়নি।

৫ থেকে ১৩ আগস্ট পর্যন্ত দেশে পুলিশ ছিল না! পৃথিবীর কোনো রাষ্ট্রে এই পরিস্থিতি কল্পনা করা যায় না। গত বছর আমেরিকার লস অ্যাঞ্জেলেসে দাবানলের সময়, পুলিশ ঘাটতিতে ভয়াবহ লুটপাট হয়। কিন্তু বাংলাদেশে যা ক্ষতি হয়েছিল, তা পরিস্থিতি বিবেচনায় কমই ছিল। অভ্যুত্থানের আটদিন পর পুলিশ ফিরলেও, এখনও পুরোপুরি সক্রিয় নয়। হয়তো আরও সময় লাগবে।

ড. ইউনূসের সফলতা হল, এইরকম পরিস্থিতিতেও গুম-ক্রসফায়ার না করে আইন শৃঙ্খলা পরিস্থিতির উন্নতি করার চেষ্টা করেছেন। ধীরে ধীরে তা হয়েছেও। গোপালগঞ্জ ও ঈশ্বরদীতে গুলিতে ছয়জন নিহত এবং ঢাকার আশুলিয়া সাউন্ড গ্রেনেডে একজনের মৃত্যু ছাড়া, আইন শৃঙ্খলা বাহিনীর বলপ্রয়োগে ১৮ মাসে প্রাণ যায়নি। ৭ জনের প্রাণহানীও গ্রহণযোগ্য নয়। কিন্তু যে নৈরাজ্য দেশে ছিল, সেই তুলনায় হতাহতের সংখ্যা কমই।

সবচেয়ে বেশি সমালোচনা হয়েছে ‘মব’ নিয়ে। দেশের ভঙ্গুর আইন শৃঙ্খলা পরিস্থিতি ছিল, তা দিয়ে এই দঙ্গল ঠেকানো সম্ভব ছিল না প্রথম কয়েক মাসে। সংবাদপত্র অফিসে আগুন ইউনূস সরকারের একটি ব্যর্থতা হিসেবেই থাকবে। কিন্তু ক্রাইসিস ম্যানেজমেন্টের অভিজ্ঞতা না থাকায়, শুধু সেনাবাহিনীকে দিয়ে আইন শৃঙ্খলা এর চেয়ে ভালো নিয়ন্ত্রণ সম্ভব ছিল না। কারণ, প্রশাসন ও কর্মচারীদের ওপর সরকারের নিয়ন্ত্রণ ছিল না।

গত দেড় বছরে সরকারি কর্মচারীরা দাবিদাওয়া নিয়ে যে পরিমাণ আইন ভঙ্গ, হঠকারিতা, স্বেচ্ছাচারিতা করেছে- তা ইতিহাসে বিরল। কর্মচারীরা সরকারের গলায় পাড়া দিয়ে দাবি আদায়ের সুযোগ সর্বোচ্চ নিয়েছে। দিনের পর দিন রাস্তা বন্ধ করেছে। মবের দোষ যতই ছাত্রদের হোক, সবচেয়ে বেশি রাস্তা বন্ধ করে ভোগান্তি দিয়েছে কর্মচারীরা। গ্যারান্টি দিতে পারি, কর্মচারীরা আর রাস্তায় নামার সাহস পাবে না। ইউনূসের রাজনৈতিক শক্তি ছিল না বলেই পেরেছিল।

ইউনূস সরকার বোধহয় দুনিয়ার একমাত্র সরকার, যার গোয়েন্দা সংস্থা তার বিরুদ্ধে ছিল। এরপরও যে দেশ চলেছে, এটাই অষ্টম আশ্চর্য। প্রশাসনের অবস্থা ছিল আরও ভয়াবহ। প্রথম দিকে অফিসাররা ছাত্রনেতাদের ডেকে ডেকে নিয়ে কোলে উঠে। পরে বুঝতে পারে, ছাত্ররা ক্ষমতায় নেই। তাই অফিসারদের বড় অংশ উঠে বিএনপি কোলে, বাকিরা জামায়াতের কোলে। তারা সরকারকে নয়, দলকে সার্ভ করেছে। এভাবে কোনো সরকার টিকতে পারে না। তারপরও ইউনূস চালিয়ে গেছেন।

সরকারের প্রতি রাজনৈতিক দলের সমর্থনও ছিল সামান্য। শুধু এটা চাই, ওইটা চাই করে চাপ দিয়ে গেছে। নির্বাচন ফেব্রুয়ারিতে হতই। কিন্তু বুদ্ধিজীবী, সিনিয়র সাংবাদিক, চিন্তক, বাম ঘরানা, আওয়ামী কালচারাল এস্টাব্লিসমেন্ট এটা নিয়ে অবিশ্বাস, সন্দেহ, ষড়যন্ত্র তত্ত্ব তৈরির মাধ্যমে পরিবেশকে বিষিয়ে তোলে। তাই দেশে একটি দিনও সুস্থির ছিল না। সর্বত্র ষড়যন্ত্রের কানাকানি চলেছে।

ইউনূস সরকার আমার বিবেচনায় অর্থনীতি, কর্মসংস্থান ও বিনিয়োগেও অসফল নয়। সামগ্রিক অর্থনীতির ক্ষেত্রে বরং সফল। ব্যাংকখাতে সীমাহীন লুটপাট ও পাচারের কারণে, শেখ হাসিনার সময়ে ডলারের দামের মা-বাপ ছিল না। আজ এক দাম, কাল আরেক দাম। তারপরও ডলার নেই। এর প্রভাবে মূল্যস্ফীতি টানা দুই বছর ডাবল ডিজিট ছিল। ইউনূস তা এক অঙ্কে নামিয়ে আনেন। পাচার ও ব্যাংক লুট বন্ধ হওয়ায়, ডলারের দাম গত ১৬ মাস স্থিতিশীল। ১২২ থেকে ১২৩ টাকার মধ্যে। শেখ হাসিনার শেষ দেড় বছরে ডলার ৮৪ থেকে ১২৭ টাকা হয়েছিল। আশঙ্কা ছিল ২০০ ছাড়িয়ে যাবে।

পাচার বন্ধের কারণে শুধু ডলার স্থিতিশীল হওয়া নয়, ইউনূস সরকারের আমলে রপ্তানি উল্লেখযোগ্য এবং রেমিট্যান্স অকল্পনীয় বৃদ্ধি পায়। এ কারণে রিজার্ভ বেড়েছে। ২০২৪ সালের ১ আগস্ট নিট রিজার্ভ ছিল ১৬ দশমিক ৭৭ বিলিয়ন ডলার। যা এখন সাড়ে ২৯ বিলিয়ন ডলার। শেখ হাসিনার সময়ে বকেয়া পড়া ঋণের কিস্তি, নানা বিল শোধ করেও ইউনূস সরকার রিজার্ভ বৃদ্ধি করেছে ১৩ বিলিয়ন ডলার। আইএমএফ ছাড়া, সরকার বড়ধরনের ঋণও নেয়নি। তবে তারাও কিছু বকেয়া রেখেছে। পর্যাপ্ত জ্বালানি আমদানি করতে পারেনি। রিজার্ভের এই বৃদ্ধি হয়তো বড় কিছু না। কিন্তু অর্থনীতিকে নিশ্চিত পতনের হাত থেকে রক্ষা করেছে।

সমালোচকরা বিনিয়োগে মন্দার জন্য ইউনূস সরকারকে দায়ী করেন। এতে অবাক হই। আপনি কি আশা করেন, বিধ্বস্ত অনিশ্চিত দেশে বিদেশি বিনিয়োগ আসবে? বাংলাদেশ ৫ আগস্ট পর চরম অনিশ্চয়তার মধ্যে ছিল। শত শত কারখানার মালিক পালিয়ে গিয়েছিলেন। কারখানা বন্ধ হয়েছিল। শ্রমিকরা চাকরি জন্য আন্দোলন করছে- এই পরিস্থিতিতে কে বিনিয়োগ করবে? সরকারকে ঋণ দিতে হচ্ছিল, বেতন পরিশোধে। বাংলাদেশ সেই পরিস্থিতি থেকে বেরিয়ে এসেছে। গত কয়েক মাসে কোনো আন্দোলন হয়নি বেতনের জন্য। এখন নির্বাচিত সরকার এসেছে, পরিস্থিতি স্থিতিশীল থাকলে ধীরে ধীরে বিনিয়োগ আসবে। কর্মসংস্থান তৈরি হবে।

ইউনূস সরকার ক্ষমতায় আসার পরপর ভয়াবহ বন্যা হয়েছিল। বন্যা এদেশে নতুন কিছু না। বিশেষ করে উত্তরবঙ্গে। কিন্তু ময়মনসিংহ, কুমিল্লা, সিলেট, ফেনীর মানুষের বন্যা মোকাবেলার অভিজ্ঞতা নেই। কোটি মানুষ সর্বশান্ত হয়ে গিয়েছিল স্মরণকালের ভয়াবহ বন্যায়। তারপরও গত রমজানে দ্রব্যমূল্য ছিল ইতিহাসে সবচেয়ে স্থিতিশীল। চাল, আটাসহ কিছু পণ্যের দাম বাড়লে সার ও বীজের জোগান ভালো থাকায়, গত ১৪ মাস অন্যান্য খাদ্য পণ্যের দাম স্থিতিশীল ছিল।

জ্বালানির দাম স্থিতিশীল ছিল। লোডশেডিং গত গ্রীষ্মে ছিল না। কিন্তু এবারের তীব্র শীতে গ্যাসের তীব্র সংকট হয়েছে। এত লম্বা সময় ধরে তীব্র শীত পড়বে- এটা কারো ধারণাতেই ছিল না। প্রচুর সমালোচনা হয়েছে- কিন্তু এই ফ্যাক্টর কাউকে কনসিডার করতে দেখিনি। দেখুন শীত চলে গেছে, গ্যাস পরিস্থিতিও স্বাভাবিক হয়ে গেছে।
ভারত থেকে হাজারে হাজারে ডিসইনফরমেশন ছড়ানো হয়েছিল সংখ্যালঘু ইস্যুতে। ৫ আগস্টের পর নিশ্চিতভাবেই সংখ্যালঘুদের ওপর কিছু নিপীড়নের ঘটনা ঘটেছিল। কিছু ছিল আওয়ামী লীগ পদপদবির কারণে। কিছু ঘটেছে সাম্প্রদায়িক কারণে। পরবর্তীতে সময়েও দীপু দাসের হত্যার মত একটি জঘন্য ঘটনা ঘটেছে। কিন্তু ইউনূস সফলভাবে সংখ্যালঘুদের নিরাপত্তা দিতে পেরেছেন। পেরেছেন বলেই এবারের নির্বাচনেই সংখ্যালঘুরা রেকর্ড পরিমাণ ভোট দিয়েছে। নির্বাচনের আগে পরে সাম্প্রদায়িক কারণে একটি সহিংসতার ঘটনা ঘটেনি। ভারত সারাদিন বাংলাদেশকে কোণঠাসা করার চেষ্টা করলেও, ইউনূস সরকার তা কোনো না কোনোভাবে ম্যানেজ করেছে। শেখ হাসিনা ও হাদির খুনিদের ভারতে আশ্রয় দেওয়া ছিল, শত্রুতার চরম পর্যায়। তারপরও ইউনূস সরকার টিকেছিল। আমেরিকার সঙ্গে উইন উইন বাণিজ্য চুক্তি করতে পেরেছেন। যা ভারতের চেয়ে ভালো। জাপানের সঙ্গে দারুণ চুক্তি হয়েছে। সে কারণেই খলিলুর রহমান এখন পররাষ্ট্রমন্ত্রী।

ইউনূসের জাহাজ যখন ডুবন্ত, তখন সবাই ঝাঁপ দেয়। ক্ষমতায় আসতে যাচ্ছে বুঝে, বিএনপির কোলে উঠে। আওয়ামী লীগ ও বামেরা তো ইউনূসের বিরোধিতা করবেই- এটাই স্বাভাবিক। কারণ, আদর্শিক পার্থক্য। ইউনূস ভালো করল, না খারাপ করল- ব্যাপার না। যেমন ধরুন, বন্দরের চুক্তি। বামেরা সমাজতন্ত্রে বিশ্বাসী। যেখানে রাষ্ট্র পুঁজির নিয়ন্ত্রণ করে, ব্যবসা করে। আজ পুঁজিবাদে রাষ্ট্র ব্যবসা করে না। এই দ্বন্দ্ব কখনও মিটবে না। তাই বন্দর ইজারা আমার কাছে ভালো। কিন্তু বামের কাছে খারাপ। কোনো যুক্তিতে এর সমাধান নেই। এটা বিশ্বাসের ব্যাপার।

আওয়ামী লীগের প্রচুর নেতাকর্মী ইউনূসের সময় গ্রেপ্তার হয়েছেন। তারা ক্ষিপ্ত থাকাই স্বাভাবিক। যে কারণে, বিএনপি ও জামায়াত দেড় বছর পরও আওয়ামী লীগের ওপর ক্ষিপ্ত। তবে এটুকু বলতে পারি, ইউনূস সরকার আওয়ামী লীগের সঙ্গে রিকনসিলিয়েশনের চেষ্টা করেছিল। গত ফেব্রুয়ারি থেকে এপ্রিল পর্যন্ত এই চেষ্টা চলে। কিন্তু এতে জামায়াত, এনসিপি তো বটেই বিএনপিও রাজি ছিল না। সরকারের একাধিক উপদেষ্টা এই চেষ্টায় যুক্ত ছিলেন। কিন্তু জুলাই ও ১৫ বছরের ক্ষত মুছে দিতে আওয়ামী লীগ সরি বলতে রাজি হয়নি। অন্যান্য দলও এই সুযোগ দিতে রাজি ছিল না। তাই ইউনূস পারেননি।

বাম এবং আওয়ামী লীগে কালচারাল এস্টাব্লিসমিস্ট ইউনূসের ওপর তীব্র ক্ষিপ্ত ছিল। এর কারণ, সরকারে স্টেক না পাওয়া। বামেরা প্রথমে সরকারের কাছে এগিয়ে এসেছিল। কিন্তু তাদের যতসামান্য জনসমর্থনের কারণে সরকার তাদেরকে কিছুই দেয়নি বা দিতে পারেনি। কারণ, বিএনপি ও জামায়াতেরই হচ্ছিল না। তারা কাউকে ভাগ দিতে রাজি ছিল না। আর জামায়াতের কারণে বাম এবং আওয়ামী লীগে কালচারাল এস্টাব্লিসমিস্ট আরও ক্ষুব্ধ হয়। শুরু হয় কুৎসা। নারী ও ধর্মীয় স্বাধীনতা ইস্যুতে বারবার ঘেরাও করা হয়নি। শেখ হাসিনার পতনের পর কট্টর ইসলামপন্থিরা নিজেদের ক্ষমতাবান মনে করে কিছু অপকর্ম করেছিল। কিন্তু ইউনূস তা মোকাবেলা করেছেন। প্রথম কয়েক মাসের পর এসব আর ঘটেনি। কিন্তু সেগুলো নিয়েই অব্যাহত কুৎসা করা হয়েছে। কুৎসা ছিল, দেশ পাকিস্তান হয়ে গেছে।

ইউনূসের সমালোচনা করার কারণে কাউকে ১৮ মাসে জেলে যেতে হয়নি। কয়েকজন সাংবাদিক জেলে আছেন। তবে কেউ সাংবাদিকতা, সমালোচনার কারণে নয়। ইউনূসের কৃতিত্ব, তাঁকে যা খুশি গালি দিতে পারতাম। খুব সহজে ‘চোদানির ফোয়া’ বলা যেতো ভয় ডর ছাড়াই। নতুন সরকারের কাউকে নিয়ে বলতে গেলে, দশবার ভাবতে হবে। অথবা পারলে বলে দেখুন।

ইউনূসের মাস্টারস্ট্রোক ছিল নির্বাচন। আমারই আশঙ্কা ছিল, নির্বাচনে প্রচুর মারামারি হবে, পুলিশ যথারীতি দূরে গিয়ে দাঁড়িয়ে দেখবে। রক্ত গঙ্গা বইবে। কিন্তু এবারই প্রথম প্রাণহানী ছাড়া নির্বাচন হয়েছে। যা ওয়ান ইলাভেনের কঠিন ছদ্ম সামরিক শাসনেও সম্ভব হয়নি।

ইউনূসের ম্যান্ডেট ছিল ১. বিচার , ২. সংস্কার, ৩. নির্বাচন। এই তিনটাতেই তিনি সফল। সফল বলেই গুমে মামলায় অভিযুক্ত সেনা কর্মকর্তারা আজ কারাগারে। এই সাহস বাংলাদেশের আর কোনো সরকারের হবে না। সংস্কার নিয়ে প্রচুর বিরোধিতা রয়েছে। কারণ, এতে এলিট এস্টাব্লিসমেন্ট এবং রাজনৈতিক ক্ষমতাধরদের সীমাহীন ক্ষমতা নিয়ন্ত্রিত ও জবাবদিহিতার মধ্যে আসবে। যা পছন্দ নয়। তাই সংস্কার নিয়ে হেনো মিথ্যাচার নেই- যা করা হয়নি।

১৭ বছরের জিম্মিদশা থেকে মুক্তির কারণেই যার যা মনে এসেছে সে তা বলতে পেরেছে নির্ভয়ে। গড় দেড় বছরের মত টকশো, সোশ্যাল মিডিয়া কখনই এত টক্সিক ছিল না। ইউনূস নির্বাচন দেবে না, ক্ষমতালোভী, দেশ বিক্রিকারী, আঁতাতকারী- যা ইচ্ছা বলা গেছে। এটাই ইউনূস সরকারের বড় সফলতা।
ইউনূস সরকারের দিক থেকে আমাকে দুটি প্রতিষ্ঠানে চাকরির অফার করেছিল। আমি যাইনি। ভবিষ্যতেও সরকারি কাজে যাব না। সাংবাদিকতা আমার কাজ। এ কারণেই সরকারের প্রশংসা করতে পারিনি। এখন ইউনূস নেই। তার সরকারের আর কিছু দেওয়ার ক্ষমতা নেই। তাই এখন বলছি। অধ্যাপক সাহেব আরও কোনদিন ক্ষমতায় আসবেন, সম্ভাবনা নেই।

ইউনূস সরকার স্বাভাবিক পরিস্থিতিতে নির্বাচিত সরকার হলে হয়ত পাস নম্বর দিতাম। কিন্তু যে পরিস্থিতি দেশের ছিল, সেখান থেকে পতন রোধ করে শক্তি ভিত রেখে যাওয়ায় ১০০ তে ১১০ নম্বর দিচ্ছি। থ্যাংক ইউ প্রফেসর। আপনাকে মিস করব।

বাংলাদেশের নির্বাচনে বিএনপি ও জামায়াত নেতৃত্বাধীন দুই জোটকে ভোটাররা বিচার করছে দুটি মূল মানদণ্ডে—অর্থনৈতিক মর্যাদা ও সাংস্কৃতিক স্বাধীনতা। বিএনপির উন্নয়ন ও ভাতা-কেন্দ্রিক পরিকল্পনার বিপরীতে জামায়াত কর্মসংস্থান, বিনিয়োগ, সুশাসন ও দুর্নীতি-চাঁদাবাজি দমনের প্রতিশ্রুতিতে নজর কাড়ে। তবে নারী ও সংখ্যালঘু অধিকার বিষয়ে জামায়াতের স্পষ্ট অবস্থান না থাকায় সাংস্কৃতিক উদ্বেগ বাড়ে।

Bangladesh is moving toward a new government through a participatory election after a long period of political uncertainty. Voters are now weighing two leading alliances, one led by the Bangladesh Nationalist Party (BNP) and the other by Bangladesh Jamaat-e-Islami, based on a simple but demanding expectation: economic stability with dignity, and cultural freedom with safety. Since the 2024 mass uprising, politics has gained new energy, and both alliances are campaigning hard from the national to local level. But manifestos are not just promises on paper anymore. People want to know who can reduce corruption, create real jobs, and protect everyone’s right to live according to their values, whether progressive or conservative, without fear or coercion.

BNP and Jamaat-e-Islami are presenting different political visions and action plans. Broadly, their agendas can be read through two lenses. One is economic and developmental priorities, jobs, industries, roads, services, and livelihoods. The other is cultural and social priorities, women’s mobility and work, dress and expression, cultural life, and the overall direction of society.

Economic Priorities Voters Demand

Economic plans matter because daily life depends on them. People judge politics through prices, employment, business opportunities, public services, and whether the system rewards hard work instead of connections. Both BNP and Jamaat have placed economic issues at the center of their campaigns, and each tries to communicate plans directly to the public through door-to-door mobilization and local engagement.

BNP has highlighted several programs that connect with its political identity and history. These include proposals such as family cards, farmers’ cards, and digging canals, often presented as a revival of initiatives associated with the late President Ziaur Rahman. BNP also emphasizes unemployment allowances, job creation, better road connectivity, and improved healthcare, issues that naturally attract wide public attention.

At the same time, BNP is facing sharp criticism over corruption and extortion. Many young people want new jobs, but they also want a recruitment system that is fair and free from bribery or political influence. Entrepreneurs want a business environment where investment is not punished by “tolls” or pressure from local power networks. In this context, BNP will need to show that allowances are not a substitute for deeper economic reform, and that economic recovery cannot be reduced to short-term financial support without fixing the governance structure that fuels crisis.

Jamaat’s economic messaging has, in some ways, sounded more reform-oriented to sections of voters. Rather than focusing on unemployment allowances, Jamaat emphasizes creating employment for youth, increasing investment, reopening closed industries, improving governance, and strengthening justice and the rule of law. For many in the youth and business communities, Jamaat’s most attractive claim is the promise to reduce extortion and corruption, two obstacles widely viewed as major barriers to development. This is why, for some voters, Jamaat is currently receiving the benefit of the doubt, and its economic plans are drawing comparatively more attention than BNP’s.

Cultural and Social Priorities Freedom Safety and Uncertainty

Economic progress alone is not enough for many citizens. People also care about how they will live, how freely they can speak, work, move, dress, and participate in cultural life. Here, perceptions about BNP and Jamaat differ sharply.

In the current political and social structure of Bangladesh, BNP is seen as more integrated into the established system. Many people assume BNP would largely continue within the familiar framework. As a result, when it comes to women’s participation in the workforce, women’s empowerment, and the continuity of mainstream cultural activities, BNP is generally seen as a known quantity. For many citizens, especially those who identify as progressive, secular, or culturally liberal, the bigger uncertainty lies with Jamaat.

A segment of society, including prominent voices often associated with secular politics and parts of the media, views Jamaat with deeper suspicion. Their concern is that Jamaat, if it gains power, may introduce policies that move governance further toward a religiously defined direction, even if it does not formally implement Sharia law. They worry about women’s freedom, freedom of movement, freedom of dress, and freedom to work across professional sectors. They also question whether cultural activities such as theater, music, poetry recitation, and public cultural events would remain as open and protected as they are now. Because Jamaat has never governed nationally, these anxieties have intensified as its political prospects appear more real.

However, these doubts are not always grounded in verified policy commitments. Many are shaped by speculation, past political memories, or fear of unknown outcomes. At the same time, it is also true that Jamaat has a strong support base among conservatives, including many women who see the party as a protector of religious values and moral order. That reality matters. If an inclusive Bangladesh is the goal, then society must recognize a difficult balance. The aspiration to live with modern, progressive norms is important, and the aspiration to live according to religious values is also important. Inclusion cannot be built by dismissing one side’s cultural identity as illegitimate.

Still, Jamaat cannot expect trust to grow automatically. One major reason for continuing doubt is that Jamaat’s leadership has not consistently and clearly articulated firm positions on women’s rights and the rights and safety of minority groups. In interviews, public comments, and debates, ambiguity leaves space for fear and rumor. If Jamaat wants to be taken seriously as a governing alternative, it must lead the process of clarification.

First, Jamaat needs to state, plainly and repeatedly, how women will be included in its political agenda, party structure, and governance. Second, it must explain how it will ensure safety and dignity for people who hold different cultural views, including those who are secular or culturally liberal. Third, it must clarify how it will protect minorities and safeguard equal citizenship under the rule of law. Without these commitments, uncertainty will remain, no matter how strong Jamaat’s economic promises sound.

What Voters Ultimately Want

Bangladeshis want economic progress, but they also want a life beyond survival. They want fairness, dignity, and security, without corruption and without coercion. They want cultural freedom, freedom of expression, movement, dress, and participation in society. Whichever alliance forms the next government will have to address both demands together. Economic recovery without freedom will feel incomplete, and freedom without economic stability will feel fragile.

The election, therefore, is not only a contest of parties. It is a test of whether Bangladesh can move toward a future where development is real, governance is clean, and cultural life is protected for everyone, progressive and conservative alike.

৭% প্রবৃদ্ধি, ৩ ট্রিলিয়ন ডলার, উন্নত দেশের কাতার, শোনাতে দারুণ। কিন্তু অর্থনীতি স্লোগানে চলে না, অঙ্কে চলে। আজকের বিপদটা এখানেই, বড় বড় লক্ষ্য উচ্চারণ হচ্ছে, কিন্তু সেই লক্ষ্য অর্জনের মূল্য, ত্যাগ, বাস্তব পরিসংখ্যান ও গুণগত তথ্য নিয়ে নীরবতা বাড়ছে। অঙ্ক না বুঝে উচ্চারণ করলে অর্থনীতি কাউকে ছাড় দেয় না। বাংলাদেশ এখন এমন এক সংকটময় পর্যায়ে দাঁড়িয়ে, যেখানে ভুল সিদ্ধান্ত আর সতর্কবার্তা হয়ে ফিরবে না, আঘাত হয়ে ফিরে আসবে। আর সেই আঘাত সামাল দেওয়ার সক্ষমতা এখন কার্যত স্বপ্নের মধ্যেই বন্দি।

টাকা ছাপিয়ে অর্থনীতি বড় করা যায় না

বর্তমানে বাংলাদেশের জিডিপি প্রায় ৪৬০-৫০০ বিলিয়ন মার্কিন ডলারের। মাথাপিছু আয় ২৫৯৩ ডলার, মূল্যস্ফীতি ৮.৫% ও জিডিপি প্রবৃদ্ধি ৩.৯৭%। বর্তমানে বিনিয়োগ-জিডিপির হার ৩০.৯৮%-যা গত দুই বছরের নিম্নমানের বিনিয়োগ প্রবণতার প্রমাণক। অন্যদিকে রপ্তানিতে প্রবৃদ্ধি এখনো সিঙ্গেল ডিজিটে-মাসওয়ারি হিসেবে ৫.৪১%-উচ্চ প্রবৃদ্ধি অর্জনে ধারাবাহিকভাবে ডাবল ডিজিটের প্রয়োজন হবে। স্থায়ী ৭-৮% প্রবৃদ্ধির শর্তাবলির জন্য চার্টে উল্লিখিত টার্গেটে পৌঁছতে হবে।

অর্থনীতিকে স্থায়ী ৭ থেকে ৮% প্রবৃদ্ধি ধরে রাখতে, উপরোল্লিখিত নির্ধারিত হার দরকার। অর্থাৎ ৩ ট্রিলিয়ন ডলারে পৌঁছাতে হলে মূল্যস্ফীতি ৫% এর নিচে নামিয়ে আনতে হবে। প্রায় ছয় গুণ অর্থনৈতিক বৃদ্ধি বা ৩০% গুণের বেশি উৎপাদনশীল বৃদ্ধি করতে হবে। এই বৃদ্ধি কেবল উৎপাদন, বিনিয়োগ, রপ্তানি, প্রযুক্তি এবং উৎপাদনশীলতা বৃদ্ধির মাধ্যমেই সম্ভব। তাহলেই আরো ২.৫ ট্রিলিয়ন ডলার বাড়ানো যাবে। এই পাঁচটি উপাদান যদি না বাড়ে, তাহলে শর্টকাট একটাই-মুদ্রা ছাপানো। কিন্তু এখানেই সবচেয়ে বড় ঝুঁকি। কারণ বাংলাদেশের মতো অর্থনীতিতে ৭% প্রবৃদ্ধি ধরে রাখতে হলে বছরে প্রায় ১৫-১৭% হারে ব্রড মানি (এম২) বাড়ানো ছাড়া বাস্তবসম্মত বিকল্প থাকে না। বিশেষ করে যখন ‘মানি ভেলোসিটি’ কমছে এবং ব্যাংকিং ব্যবস্থার ওপর আস্থার সংকট চলছে। এই ব্রড মানি (এম২) বলতে বোঝায় নগদ অর্থ ও চেকিং অ্যাকাউন্টে থাকা অর্থ, যা দ্রুত নগদে রূপান্তরযোগ্য। ফলে এম২-এর অতিরিক্ত সম্প্রসারণ সরাসরি মূল্যস্ফীতিকে উস্কে দেয়। উন্নত বিশ্বে যেখানে ৩% প্রবৃদ্ধির জন্য মুদ্রা সৃষ্টির ওপর কড়া সীমা থাকে, সেখানে বাংলাদেশে মুদ্রানীতি কার্যত রাজনৈতিক স্লোগানের কাছে জিম্মি।

আইএমএফের মতে প্রবৃদ্ধি কমছে, মূল্যস্ফীতি রয়ে গেছে উচ্চ

আন্তর্জাতিক মুদ্রা তহবিল (আইএমএফ)-এর ৫ ফেব্রুয়ারি ২০২৬ তারিখে প্রকাশিত তথ্য অনুযায়ী, বাংলাদেশের সাম্প্রতিক সামষ্টিক অর্থনৈতিক পরিস্থিতি এখনও ভঙ্গুর। প্রতিবেদনে বলা হয়, অর্থনৈতিক প্রবৃদ্ধি উল্লেখযোগ্যভাবে কমেছে, যদিও মূল্যস্ফীতি উচ্চমাত্রায় রয়ে গেছে। ২০২৫ অর্থবছরে জিডিপি প্রবৃদ্ধি কমে ৩.৭ শতাংশে নেমেছে, যা আগের অর্থবছরে ছিল ৪.২ শতাংশ এবং তারও আগে ৫.৮ শতাংশ। জনপ্রিয় অভ্যুত্থানকালে উৎপাদনে বিঘ্ন, কড়াকড়ি নীতিমিশ্রণ এবং বিনিয়োগের স্থবিরতাই এই ধীরগতির প্রধান কারণ হিসেবে চিহ্নিত করা হয়েছে। ২০২৫ অর্থবছরের শুরুতে যেখানে মূল্যস্ফীতি ডাবল ডিজিটে পৌঁছেছিল, সেখান থেকে কিছুটা কমলেও অক্টোবর মাসে বার্ষিক ভিত্তিতে মূল্যস্ফীতি ছিল ৮.২ শতাংশ, যা এখনও স্থিতিশীল প্রবৃদ্ধির জন্য প্রয়োজনীয় মাত্রার অনেক ওপরে। একই সঙ্গে কর-জিডিপি অনুপাত ২০২৫ অর্থবছরে উল্লেখযোগ্যভাবে কমে গেছে, যা রাজস্ব আহরণের কাঠামোগত দুর্বলতাকে নির্দেশ করে। তবে মূলধনী ও সামাজিক খাতে ব্যয় বাস্তবায়ন কম হওয়ায় সামগ্রিক বাজেট ঘাটতি তুলনামূলকভাবে নিয়ন্ত্রিত ছিল। বৈদেশিক খাতে কিছুটা স্বস্তির ইঙ্গিত পাওয়া গেছে। চলতি হিসাবের ভারসাম্যে উন্নতির ফলে বৈদেশিক মুদ্রার রিজার্ভ ধীরে ধীরে পুনর্গঠিত হচ্ছে। তবে এই পুনরুদ্ধার এখনও নাজুক এবং মূল্যস্ফীতির চাপ, মূলধন পাচার কিংবা নতুন প্রবৃদ্ধি-ঝাঁকুনিতে সহজেই বিঘ্নিত হতে পারে। সার্বিকভাবে আইএমএফের এই মূল্যায়ন একটি গুরুত্বপূর্ণ সতর্কবার্তা দেয় যে, বাংলাদেশ বর্তমানে কম প্রবৃদ্ধি ও উচ্চ মূল্যস্ফীতির যুগপৎ চাপে রয়েছে, যা নীতিনির্ধারণের পরিসরকে অত্যন্ত সীমিত করে ফেলেছে। এই প্রেক্ষাপটে উৎপাদনশীলতা ও কাঠামোগত সংস্কার ছাড়া উচ্চ প্রবৃদ্ধির লক্ষ্য নির্ধারণ অর্থনীতিকে স্থিতিশীল করার বদলে ঝুঁকি আরও বাড়াতে পারে।

রাজস্ব দুর্বলতা ও অভ্যন্তরীণ ঋণের ঝুঁকি বাড়ছে

আইএমএফের মতে, বাংলাদেশের নিম্ন রাজস্ব-জিডিপি অনুপাত এবং অপরিণত অভ্যন্তরীণ ঋণ বাজার দেশের ঋণ পরিশোধ সক্ষমতার ক্ষেত্রে উল্লেখযোগ্য ঝুঁকি তৈরি করছে। ২০২৫ অর্থবছরে বাংলাদেশের অভ্যন্তরীণ ঋণ-জিডিপি অনুপাত ছিল ২২.৬ শতাংশ এবং অভ্যন্তরীণ ঋণ পরিষেবা-রাজস্ব অনুপাত দাঁড়িয়েছে ৮৯.৪ শতাংশে। এই হারগুলো তুলনামূলক দেশগুলোর (যাদের অভ্যন্তরীণ ঋণ রয়েছে) পাঁচ বছরের পূর্বাভাসকৃত মধ্যম মানের তুলনায় অনেক বেশি যেখানে সংশ্লিষ্ট অনুপাত যথাক্রমে ১৭ শতাংশ ও ২২ শতাংশ এবং আগামী সময়ে এগুলো আরও বাড়ার আশঙ্কা রয়েছে। ২০২৫ অর্থবছরে নিট অভ্যন্তরীণ ঋণ ইস্যু যেখানে জিডিপির মাত্র ০.৩ শতাংশে নেমে এসেছিল, সেখানে আগামী পূর্বাভাসকালজুড়ে এটি গড়ে ২ শতাংশে পৌঁছাতে পারে বলে আইএমএফ ধারণা করছে।

তুলনামূলকভাবে, গত দশ বছরে এ হার ছিল গড়ে প্রায় ১ শতাংশ। সরকারের ক্রমবর্ধমান অভ্যন্তরীণ অর্থায়ন নির্ভরতা—বিশেষত ব্যাংক খাত থেকে ঋণ গ্রহণ বেসরকারি খাতে ঋণ প্রবাহ সংকুচিত হওয়ার (crowding out) ঝুঁকি তৈরি করছে এবং ব্যাংকিং খাতের ঋণ ধারণক্ষমতা ছাড়িয়ে গেলে সরকারি ঋণের সুদ ব্যয়ও বেড়ে যেতে পারে। এই ঝুঁকি আরও তীব্র হতে পারে অভ্যন্তরীণ ঋণ বাজারের অপর্যাপ্ত উন্নয়নের কারণে। এ প্রেক্ষাপটে আইএমএফ সরকারি সিকিউরিটিজে বিনিয়োগকারী ভিত্তি বৈচিত্রকরণের গুরুত্ব জোর দিয়ে উল্লেখ করেছে। কর্তৃপক্ষ অভ্যন্তরীণ ঋণ বাজার উন্নয়নে কাজ করছে, যার মধ্যে প্রাইমারি ডিলার সিস্টেম সংস্কার অন্যতম।

তবে সামগ্রিকভাবে বাংলাদেশের ঋণ পরিশোধ সক্ষমতার ঝুঁকি বর্তমানে উল্লেখযোগ্য এবং ক্রমবর্ধমান। আইএমএফ আরও সতর্ক করেছে যে, ব্যাংকিং খাতের কাঠামোগত সমস্যার সমাধানে বিলম্ব অথবা রাজস্ব-জিডিপি অনুপাত বাড়াতে ব্যর্থ হলে স্বল্প ও মধ্যম মেয়াদে অর্থনৈতিক কার্যক্রম ক্ষতিগ্রস্ত হতে পারে। বর্তমানে রাজস্ব-জিডিপি অনুপাত খুবই কম এবং ধীরে ধীরে বেড়ে ১২.২ শতাংশে পৌঁছাবে বলে ধরে নেওয়া হয়েছে। যদি আর্থিক স্থিতিশীলতা বজায় রাখতে কর্তৃপক্ষ দেউলিয়া ব্যাংকগুলোকে কেন্দ্রীয় ব্যাংকের তারল্য সহায়তার ওপর অতিরিক্তভাবে নির্ভর করে, তবে স্বল্পমেয়াদি সুদের হার নিয়ন্ত্রণের বাইরে চলে যেতে পারে। এর ফলে বিনিময় হার অবমূল্যায়ন ও মূল্যস্ফীতি পুনরায় বেড়ে যাওয়ার ঝুঁকি তৈরি হবে, যা নেতিবাচক ম্যাক্রো-ফাইন্যান্সিয়াল প্রতিক্রিয়া সৃষ্টি করে প্রবৃদ্ধি, সরকারি ঋণের ঝুঁকি প্রিমিয়াম এবং সামগ্রিক ঋণ টেকসইতাকে আরও দুর্বল করতে পারে। আইএমএফের মতে, রাজস্ব-জিডিপি অনুপাত উল্লেখযোগ্যভাবে বাড়ানোর অতিরিক্ত উদ্যোগ সরকারি ঋণগ্রহণের প্রয়োজন কমাবে এবং ঋণগত গতিপথ ও ঋণ বহনক্ষমতা স্পষ্টভাবে উন্নত করবে। পাশাপাশি বাড়তে থাকা ঋণ রোলওভার ঝুঁকি মোকাবিলায় একটি কার্যকর দায় ব্যবস্থাপনা কাঠামো গড়ে তোলাও জরুরি।

নিষ্ঠুর শাসক, নীরব মূল্যস্ফীতি

টাকা ছাপানোর ফল একটাই-মূল্যস্ফীতি। এটি সংসদে পাস হয় না, বাজেটে স্পষ্ট করে লেখা থাকে না, কিন্তু প্রতিদিন নীরবে আদায় হয়। এর সবচেয়ে বড় শিকার হলো বেতনভোগী মানুষ, নিম্ন ও মধ্যবিত্ত শ্রেণি, ক্ষুদ্র ব্যবসায়ী এবং স্থায়ী আয়ের ওপর নির্ভরশীল পরিবারগুলো। আজ খাদ্য মূল্যস্ফীতি উচ্চ, প্রকৃত আয় কমছে, সঞ্চয় ভাঙছে, আর মানুষের ধৈর্য বিপজ্জনকভাবে ক্ষয় হচ্ছে। এই বাস্তবতায় প্রবৃদ্ধি দেখানোর নামে যদি আবারও টাকা ছাপানোর পথে হাঁটা হয়, তবে সেটি উন্নয়ন নয়-সরাসরি অর্থনৈতিক নির্যাতন।

কাঠামোগত ক্ষত উচ্চ মূল্যস্ফীতির ও অটেকসই প্রবৃদ্ধির কারণ

বাংলাদেশের বর্তমান মূল্যস্ফীতি কেবল বৈশ্বিক অভিঘাতের ফল নয়। এটি গভীরভাবে অভ্যন্তরীণ ও কাঠামোগত সমস্যার প্রতিফলন। প্রায় ৬ লাখ কোটি টাকার খেলাপি ঋণ কার্যত ‘ডেড মানি’ যা অর্থনীতিতে কোনো উৎপাদনশীল অবদান রাখছে না। ব্যাংকিং ব্যবস্থা টিকিয়ে রাখতে গিয়ে সরকার পরোক্ষভাবে মুদ্রা সরবরাহ বাড়ায়, যা অতিরিক্ত ২ থেকে ৩ শতাংশ মূল্যস্ফীতির চাপ সৃষ্টি করে। এর পাশাপাশি ২৮ লক্ষ কোটি টাকার অর্থ পাচার ডলার সংকটকে আরও ঘনীভূত করছে এবং টাকার মান ক্রমাগত ক্ষয় করছে। উচ্চ সুদের হার ও সংকোচনমূলক নীতি উৎপাদন ও বিনিয়োগকে দমিয়ে দিচ্ছে, যার ফল হিসেবে সৃষ্টি হচ্ছে স্ট্যাগফ্লেশন অর্থাৎ কম প্রবৃদ্ধির সঙ্গে উচ্চ মূল্যস্ফীতি। অন্যদিকে, সিন্ডিকেট, চাঁদাবাজি ও অনানুষ্ঠানিক আদায় কার্যত একটি ‘প্যারালাল ট্যাক্সেশন’ সিস্টেম তৈরি করেছে- যেখানে রাষ্ট্র রাজস্ব পায় না, কিন্তু জনগণকে মূল্য দিতে হয়। এই বাস্তবতায় ৭ শতাংশ প্রবৃদ্ধির স্লোগান মানে আগুনের ওপর পেট্রোল ঢালা।

তাহলে করণীয় কী? এখানেই গঠনমূলক প্রশ্ন। রাষ্ট্র যদি সত্যিই টেকসই উন্নয়ন চায়, তবে পথ পরিবর্তন করতেই হবে।

এক. প্রবৃদ্ধির হার নয়, গুণগত প্রবৃদ্ধিকে লক্ষ্য করতে হবে। অর্থাৎ ৭ শতাংশের মোহ ত্যাগ করে প্রথমে কম মূল্যস্ফীতিসহ স্থিতিশীল ৪ থেকে ৫ শতাংশ বাস্তব প্রবৃদ্ধি নিশ্চিত করা জরুরি।

দুই. মুদ্রানীতিকে রাজনৈতিক প্রভাবমুক্ত করতে হবে। মানি সাপ্লাই নির্ধারিত হবে উৎপাদন ও উৎপাদনশীলতার ভিত্তিতে নির্বাচনী ক্যালেন্ডারের ভিত্তিতে নয়।

তিন. ব্যাংকিং শৃঙ্খলা ফিরিয়ে আনতে হবে। খেলাপি ঋণ লুকানো নয়, স্বীকার করতে হবে; প্রয়োজন কার্যকর শাস্তি ও কাঠামোগত সংস্কার।

চার.প্রকৃত অর্থে বিনিয়োগবান্ধব পরিবেশ গড়ে তুলতে হবে। চাঁদাবাজি, নীতির অস্থিরতা ও প্রশাসনিক হয়রানি বন্ধ না হলে কোনো ট্রিলিয়ন ডলারের অর্থনীতি সম্ভব নয়।

পাঁচ. স্লোগান নয় স্পষ্ট টাইমলাইন ও অর্থের উৎস জানাতে হবে। রাষ্ট্রের প্রতিটি প্রতিশ্রুতি মানেই ভবিষ্যৎ কর বা ভবিষ্যৎ মুদ্রাস্ফীতির দায়ভার-এ তথ্য জনগণকে জানানো রাষ্ট্রেও নৈতিক দায়িত্ব। এই পথেই কেবল প্রবৃদ্ধি হতে পারে টেকসই, অর্থনীতি হতে পারে মানবিক।

রাষ্ট্রের কাজ স্বপ্ন বিক্রি করা নয়, জনগণের সহনশীলতার সীমা জানা কিংবা বাস্তবতা দেখানো। ৭% প্রবৃদ্ধি হতে পারে স্লোগান, ৩ ট্রিলিয়ন ডলার লক্ষ্য হতে পারে স্বপ্ন। কিন্তু যদি তার পেছনে থাকে মুদ্রা ছাপানো, ঋণনির্ভর বাজেট এবং অবাস্তব প্রতিশ্রুতি, তাহলে ইতিহাসে তা লেখা হবে ‘উন্নয়নের দলিল’ হিসেবে নয়, ‘অর্থনৈতিক অবিবেচনা’র উদাহরণ হিসেবে। অর্থনীতি ষড়যন্ত্র বোঝে না, বাজার আবেগ মানে না আর জনগণও অনন্তকাল মূল্যস্ফীতি সহ্য করতে পারে না। এ সত্য অস্বীকার করা মানে ভবিষ্যৎকে ইচ্ছাকৃতভাবে ঝুঁকির মুখে ঠেলে দেওয়া। প্রবৃদ্ধি দেখানোর নামে যদি মুদ্রা ছাপানো হয়, তবে সেটি উন্নয়ন নয় এটি জনসাধারণের ওপর একটি অর্থনৈতিক হামলা। মনে রাখতে হবে মূল্যস্ফীতি রাষ্ট্র কর্তৃক জনগণের উপর চাপিয়ে দেওয়া এক ‘জুলুম’ এটি নীরব কিন্তু নিষ্ঠুর শাসক ।

Dhaka University professor Asif Shahan shared his views on Facebook on February 7 about Bangladesh’s largest political party, the BNP, and its political motives regarding implementation of the July Charter if the party wins and the “YES” vote prevails in the 2026 election. We have shared his opinion with The Insighta readers.

I really didn’t think that I would have to talk about the July Charter and the referendum again. But, well, here we are! Needless to say, I am extremely disappointed after seeing the BNP’s manifesto, especially the part on constitutional amendment.

I think BNP made it quite clear that, to the party, the whole reform agenda is based on the document that was signed on October 17, which did contain the note of dissents, and that the party would also consider its 31 points—and nothing else. And that raises a big question: what will happen to the referendum? What are we doing here?

Let me refresh the memory—
a. We are having a referendum, and if it passes, the next parliament will have a dual role and, for a certain period of time, it will function as a constituent assembly.
b. The referendum contained four sub-questions, and of them, the first two are the most important ones—the first one talks about CTG and constitutional bodies, and the second one talks about an Upper Chamber where the members will be elected through PR. These two, in my opinion, are the two most important questions.

I knew there was a loophole for sub-question 1. It talks about appointments in constitutional positions and CTG, and mentions that the parties will do so as per the July Charter. However, in the July Charter implementation order, “July Charter” has been defined as the document signed on October 17, which did contain the note of dissents. I hoped that BNP wouldn’t use the loopholes. I hoped we would have some discussions on these issues and would find a solution. But that’s not going to happen.

But here is the thing—there is no loophole for UHPR. There is no mention of the July Charter in sub-question 2. It was clearly mentioned that there would be an UH, it would be elected through PR, and the UH would have a role in constitutional amendment. Now, when BNP says that they will have an upper house but it will not accept PR (NOTE: distribution of UH seats in proportion to seats won at the LH is not PR) and it won’t give any meaningful role to the UH, it means they are stating that they wouldn’t agree with the referendum even if “Yes” wins.

So, what does this mean? You can express your wish, your will, but I will decide whether I will listen to that. In what universe can a political party’s manifesto be more powerful than a referendum? And, I encourage you to vote yes, but I will interpret what yes means. This is political manoeuvring, gaming, and hypocritical.

And I fail to understand how this helps BNP, other than establishing itself as an arrogant party that doesn’t care what voters think or want. Just a few days before the election, when it still looks too tight, how does it help a political party when it declares that—look, you go vote but we know better. It seems like BNP is overconfident about a two-third majority and confident that losing votes before the election will not hurt them.

Also, if the referendum passes, this will be a constituent assembly with limited constituent power. Does BNP agree with that? If not, does it realise that it would need a two-third majority to do anything? If yes, can it just say that it will choose certain things out of the referendum but not the ones it hates? How does that work?

By the way, if BNP really wants to establish an UH the way it proposed, i.e., an UH with no teeth, it is not designing a watchdog; it is just establishing a lapdog. This is a waste of money and would further politicise a civil society which is already in search of its new “Lord”!

জুলাই গণঅভ্যুত্থানের অন্যতম অগ্র সৈনিক, ইনকিলাব মঞ্চের মুখপাত্র শরিফ ওসমান হাদীকে হত্যার দুই মাস হতে চললো। ১২ ডিসেম্বর ঢাকায় গুলিবিদ্ধ হয়ে ১৮ ডিসেম্বর সিঙ্গাপুরে চিকিৎসাধীন অবস্থায় শেষ নিঃশ্বাস ত্যাগ করেন তিনি। জীবিত হাদির মতো মৃত হাদিকে নিয়েও মানুষের আলোচনা, আগ্রহের কমতি নেই। সম্প্রতি হাদিকে নিয়ে একটি সমালোচনামূলক লেখা ভাইরাল হয়েছে ফেসবুকে। যার প্রেক্ষিতে দৈনিক সমকাল পত্রিকার সিনিয়র রিপোর্টার রাজিব আহমদ ৮ ফেব্রুয়ারী তার ফেসবুক পোস্টে একটি মন্তব্য প্রতিবেদন লিখেছেন। তাঁর লেখাটি কিছুটা পরিমার্জন করে দ্য ইনসাইটা’র পাঠকদের জন্য তুলে ধরা হলো।

হাদির অবদানটা কী- প্রশ্ন তুলে ফেসবুকে একটি ভাইরাল লেখা দেখলাম। যে লেখার মূল সারমর্ম হলো, হাদিকে হাদি নিজেই মেরে ফেলেছে কিংবা বিএনপির রাজনৈতিক প্রতিদ্বন্দ্বিদের কেউ মেরেছে। (বিএনপি সাজতে আজকাল অনেকে দলটিকে খুশি করতে অনেক কিছু লেখে)।

১.

হাদির অবদান কী- এই প্রশ্নে জবাব দেওয়ার আগে প্রশ্ন করি নবাব সিরাজ-উদ-দৌলার অবদান কী? সিরাজের ১৩ মাসের শাসনামল ঘাঁটলে কোনো অবদান খুঁজে পাবেন না। কিন্তু ২৬৯ বছর পরও তরুণ সিরাজ একইরকম জনপ্রিয়, শ্রদ্ধেয় এবং রূপকথার রাজপুত্র। ইংরেজ শাসনে ১৯০ বছর সিরাজের চরিত্রহননের চেষ্টা করেও কাজ হয়নি। সিরাজ হেরেও এত বছর পরও স্বাধীনতা-সাহস-শৌর্যের প্রতীক। অথচ বহু বিজয়ীর নাম ইতিহাস থেকে মুছে গেছে।

হাদিও তেমন। হাদি মৃত্যুর আগের ১৬ মাসে পাবলিক লাইফে উল্লেখযোগ্য কিছুই করেনি। শুধু একটা কাজ করেছে, সাধারণ মানুষ যে ভাষায় কথা বলে, তা বলেছেন। সাধারণ মানুষ যে কথাটা বলতে চায়, তা বলেছেন। সহজ কথায় বলেছে। ব্যস এতটুকু।

কোটি মানুষ বহু বছর অপেক্ষায় ছিলেন, তার অন্তরের কথাটা কেউ সহজ করে বলবে। ভনিতা ছাড়া বলবে। রাখডাক ছাড়া বলবে। হাদি তাদের কণ্ঠস্বর ছিলেন।

এটা কারো কাছে খুব সামান্য মনে হতে পারে। কিন্তু হাদি যাদের আওয়াজ ছিলেন, তারা জানেন এটা কত বড় কাজ। এ কারণেই পর্দার নায়ক মান্না গরিবের প্রতিনিধি। শোষিতের প্রতিনিধি। ঢাকার এলিট বিদগ্ধ সমাজ মান্নার গালগালি পূর্ণ সংলাপে নাট সিটকাতেন। কিন্তু মান্না যে গরিবদের হয়ে পর্দায় অত্যাচারীকে পেটাতেন, সেই গরিবরা মান্নার মৃত্যুর পর ঢলের মতো এসেছিল। ১৮ বছর পরও শ্রদ্ধায় ভালোবাসায় মনে রেখেছে।

সে কারণেই হাদি কিছু না করেও রূপকথার চরিত্রের মত। ধূমকেতুর মত। আশ মেটার আগেই চলে যাওয়া। এই প্রস্থানই তাঁকে অমর করে তুলেছে। কারণ, মানুষ তার মুখপাত্রকে হারিয়েছে।

যারা ক্ষমতার সঙ্গে থাকে, যার নিজের কণ্ঠস্বর আছে, সে কখনই বুঝবে না এই ধূমকেতুর পতনের বেদনা।

ষড়যন্ত্র তত্ত্বমূলক লেখাটিতে প্রশ্ন ছিল, নাহিদ, হাসনাত, সারজিস, সাদিক, আসিফ বা মাহফুজের মত বড় নামগুলোকে পাশ কাটিয়ে হাদিকে কেনো বেছে নেওয়া হলো? লীগ এদের কাউকে না মেরে জুলাই আন্দোলনের থার্ড লেয়ারের আন্দোলনকারী ওসমান হাদিকে মারলো?

লেখাটিতে আরও বলা হয়েছে, যেহেতু ঘরের খেয়ে বনে মোষ তাড়ানোর মত কাজে ফান্ডিং পাচ্ছিল তার মানে হাদির পেছনে বড় কারো আশীর্বাদ ছিল। বিখ্যাত না হয়েও কেনো হাদি বারবার তাঁর মৃত্যুর কথা বলত- এই প্রশ্ন তোলা হয়েছে।

কিন্তু এখানে সচেতনভাবে কিছু জিনিস এড়িয়ে যাওয়া হয়েছে। যেমন হাসনাত আজকাল যেখানেই যাক, লোকজনের কাছ থেকে টাকা পায়। লোকজন জোর করে দিয়ে যায়। চোখের দেখা হচ্ছে, এটা হাদিও পেত। দিনে লাখ টাকার বেশি করে উঠেছে হাদির ক্রাউড ফান্ডিংয়ে। এর কারণ, হাদি যাদের কণ্ঠস্বর ছিল, তারা দিত।

এটাকে অবশ্য পপুলিজম বলা হয়েছে। বলা হচ্ছে, ‘একটা নির্দিষ্ট গন্ডির মানুষ হাদির অডিয়েন্স ছিলেন’। কিন্ত লেখক ভদ্রলোক হয়ত জানেন না, এই গন্ডিটাই বাংলাদেশের সংখ্যাগরিষ্ঠ। যারা বাঙালির চেয়ে বেশি বাংলাদেশি। আবার খুব ধার্মিক না হলেও তাদের মুসলিম পরিচয়ে গর্বিত বোধ করেন, আবার ট্যাগও খান।

হাদি এই ট্যাগের ‘শাউয়া মাউয়া ছিঁড়ে’ ফেলার কাজটা শুরু করেছিলেন। নিজের ধর্ম পরিচয় বুক ফুলিয়ে দিতেন। যা সাধারণ মানুষের প্রতিদিনের জীবনের চাওয়া। ওই যে মান্নার মত- যে মান্না হতে পারে না- কিন্তু মান্নার মধ্যে নিজের সংগ্রামকে দেখে, মান্নার জয়ে নিজের জয় দেখে।

এ কারণে মৃত্যুর এতদিন পরও হাদির কবরের সামনে এখনও রোজ মানুষ জমায়েত হয়, চোখের পানি ফেলে। যা কোনো বিখ্যাত বা ন্যাশনাল লেভেলের লোকের জন্য হয় না।

লেখায় প্রশ্ন তোলা হয়েছে- হাদি কেনো বারবার নিজের মৃত্যুর কথা বলত। সমাজের সংখ্যাগরিষ্ঠ কিন্তু অস্পৃশ্য মানুষের সঙ্গে যোগাযোগ না থাকলেই এরকম প্রশ্ন আসে। গরিব এবং বাংলাদেশি মুসলমান, সারাদিনই নিজের মৃত্যুর কথা স্মরণ করে। এটা হয় ধর্ম বিশ্বাস থেকে।

কিন্তু লেখায় এড়িয়ে যাওয়া হয়েছে, হাদিকে হত্যার হুমকির কথা। হাদি নিজেই ১৪০টি ভারতীয় নম্বর ফেসবুকে শেয়ার করেছিলেন। যেগুলো থেকে গালাগালি করা হতো, হত্যার হুমকি দেওয়া হতো।

জুলাই অন্য নেতাদের বাদ দিয়ে হাদিকে টার্গেট করা হয়েছিল- প্রশ্ন তোলা হলেও, ঘটনাক্রমকে এড়িয়ে যাওয়া হয়েছে। ফেসবুকে হাসনাত, সাদিকদের নম্বর ঠিকানা লিক করে কেউ হুমকি তৈরি করেনি। লীগের ডাল্টনরা হাদির ক্ষেত্রে তা করেছিল। হাদিকেই প্রধান লক্ষ্য করে তুলেছিল তাঁর বয়ানের কারণে। শক্তিশালী ভাষণের কারণে।

ভাষণের কারণেই মরতে হয়েছিল মার্টিন লুথার কিংকে। ম্যান্ডেলাকে জেলে যেতে হয়েছিল। ভাষণের কারণেই, শেখ মুজিব অবিসংবাদিত নেতা হয়েছিলেন। দক্ষ কর্মী সংগঠক আরও ছিলেন, তারা পারেননি। রাজনীতির প্রধান শক্তিই জনগণকে আত্মিক বন্ধনে আবদ্ধ করতে পারার ভাষণ।

হাদির খুনি সাবেক ছাত্রলীগ নেতা ফয়সালের বিষয়েও কিছু বিভ্রান্তি তৈরা হয়েছে লেখায়। লেখা হয়েছে, ‘ফয়সালের বাসায় কিছু চেক পাওয়া গেছে, যেগুলোর মোট মূল্য ২১৮ কোটি টাকা। জুলাই আন্দোলনের থার্ড লেয়ারের একজন কর্মীকে, ইনকিলাব মঞ্চের প্রধানকে মারতে কেউ একজন ২১৮ কোটি টাকা দিয়েছে!!!’

একটা টেলিভিশন এই ভুল নিউজ ছড়ালেও, পরে সরিয়ে দেয়। আর এটা দিয়ে এখন ষড়যন্ত্র তত্ত্ব তৈরি করা হচ্ছে। বলা হয়েছে, ‘এসব চেক ভাঙানোও হয়নি। ফয়সালের বাবা, মা, স্ত্রী, প্রেমিকা, পরিবার সব ধ্বংস হয়েছে। ফয়সাল ২১৮ কোটি টাকা থেকে একটা টাকাও নিতে পারেনি। আর ২১৮ কোটি টাকার কাজ এতো কাঁচা হবার কথা না। তুরস্ক থেকে আন্তর্জাতিক মানের শুটার ভাড়া করে আনার কথা।’

সত্যটা হচ্ছে, ফয়সালের অ্যাকাউন্টে পুলিশ ১২৭ কোটি লেনদেনের তথ্য পেয়েছে। প্রথম কথা হচ্ছে, লেনদেন আর ব্যাংকে ১২৭ কোটি টাকা থাকা এক জিনিস নয়। আমার ব্যাংকে এক লাখ টাকাও নেই। কিন্তু গত ১৭ বছরে কয়েক কোটি টাকা লেনদেন হয়েছে। মানে কখনো ৫ লাখ টাকা জমা দিয়েছি। ওইটা আবার দুইদিন পর অন্যজনকে দিয়েছি। সে আবার ১০ দিন পর ফেরত দিয়েছে। এভাবে ৫ লাখ টাকায় ৫০ লাখ টাকার লেনদেন হয়ে যায়। আর কোনো চেকবইয়ে সই করা থাকা মানেও টাকার পরিমাণ বোঝায় না।

আরেক ষড়যন্ত্র তত্ত্ব হলো, হাদিকে আড়াই মাস পরও নানা মিম-পেইজ হাদিকে নিয়ে পোস্ট করা হচ্ছে। এটা আমি নিজেও দেখেছি। এটার অনুসন্ধান করে দেখেছি, হাদিকে নিয়ে লিখলে লাইক পাওয়া যায়। তাই মাছ বিক্রির পেইজও পোস্ট দেয়, ‘হাদির ছবি সামনে পড়লে একটা রিয়েক্ট দেবেন। হাদি ভাইকে ভুলতে দেবেন না’।

হাদির প্রতি তীব্র ভাবাবেগ থাকা সাধারণ মানুষ ভালোবাসা দেখাতে লাইক লাভ দেয়। এতে ওই পেইজের রিচ বাড়ে। এটা হচ্ছে, হাদিকে ব্যবহার করে ব্যবসা করা।

এই ব্যবসাকে ভুলভাবে তুলে ধরলেও, লেখাটাতে বারবার অভিযোগ আনা হয়েছে হাদিকে নিয়ে রাজনৈতিক ব্যবসা হচ্ছে। এটা সত্য। অবশ্যই হচ্ছে। হাদি তুমুল জনপ্রিয়। রাজনৈতিক দলগুলো তার পিআর ক্যাম্পেইনে হাদিকে নিয়ে আসে। জামায়াত, এনসিপি বারবার আনে। বিএনপি ভিডিও বানায়। তারেক রহমান দেশে ফিরে হাদির কবরে যান। সবই পিআর।

কিন্তু হাদিকে যে সাধারণ মানুষ ভালোবাসে, তাদের সঙ্গে কথা হলে বুঝি তারা পিআরের ধার ধারে না। নিজের আওয়াজ হারানোর বেদনায় সিক্ত তারা।

হাদির পরিবার সরকারি সুযোগ সুবিধা প্রত্যাখান করে বিচারের দাবিই কেনো প্রধান করে তুলছে না- এ প্রশ্ন ভ্যালিড। হত্যার বিচারের দাবিতে নির্বাচনের প্রাক্কালে সংবেদনশীল সময়ে ইনকিলাব মঞ্চ কেনো যমুনা ঘেরাও করতে গেলো- এই প্রশ্নও ভ্যালিড। গতকাল এ নিয়ে দুটি লেখা লিখেছি। কেনো এই সময়ে যমুনায় গিয়েছিল, তা নিয়ে প্রশ্ন তুলেছি।

আবার বলছি, যমুনায় যাওয়া অনুচিত ছিল। সেখানে তারা মার খেয়েছে- এ নিয়ে সহানুভূতি নেই। কিন্তু শাহবাগে কেনো এমন আক্রোশ নিয়ে মারা হলো? এটার ব্যাখ্যা পেলাম না।

লেখার বিষয়ে আলাপ শেষ। ব্যক্তিগত পর্যবেক্ষণ হল,

বুদ্ধিবৃত্তিক চর্চা করা লোকের একাংশ হাদিকে তীব্র অপছন্দ করে। এটা স্রেফ ঈর্ষা। এর কারণ হলো, কিছু না করেও হাদি রূপকথার চরিত্র হয়ে গেলো, আর আমি অ্যাক্টিভিজম করেও শুধু ফেসবুকে আটকে রইলাম।

নতুন রাজনৈতিক সমীকরণে জামায়াত ও এনসিপি এখন বিএনপির রাজনৈতিক প্রতিদ্বন্দ্বী। তাই বিএনপির কোলে উঠতে চেষ্টা করা সকলের এখন সহজ পথ হল, জামায়াত বিরোধী কিংবা এনসিপিকে গালাগালি করা।

কিন্তু না এরা অতীতে জামায়াত বিরোধী ছিল, না বিএনপির রাজনৈতিক আদর্শের সঙ্গে অ্যালাইন ছিল। কিন্তু ক্ষমতায় যেহেতু বিএনপি যাচ্ছে, এটা ধরে নিয়ে বিএনপিকে তোষণের লাইনে আলাপ দিচ্ছে। আপনি লিখে রাখুন, জামায়াত যদি ক্ষমতায় যায়, এরাই তখন জামায়াতের কোলে উঠতে লিখবে হাদি হত্যায় বিএনপির হাত থাকলেও থাকতে পারে। বিএনপিকে দায়ী করে নতুন কোনো ষড়যন্ত্র তত্ত্ব নিয়ে হাজির হবে। ক্ষমতাই তাদের কেবলা পরিবর্তন করবে।

কিন্তু হাদি সাধারণের হয়ে আছেন, থাকবেন।
